Plausible Photomolecular Effect And Microwave In Phase Transition Of Water As A New Dawn For Renewable Energy And Ensemble-Holistic Approach To Health Management, Victor Christianto, Florentin Smarandache

Branch Mathematics and Statistics Faculty and Staff Publications

Interaction among light and water molecules have baffled scientists for many decades, and even centuries. In this regards, photons in the visible spectrum, where bulk water normally doesn't absorb light, can surprisingly cleave off large water clusters from the water-vapor interface, according to a recent study by Tu and Chen (2023). This discovery, termed the "photomolecular effect," opens exciting possibilities for not only revolutionizing renewable energy but also paving the way for a more integrated-ensemble approach to health management (cf. Smarandache & Christianto, 2010; Tu & Chen, 2023; Tu et al., 2024). In a sense, other than with green or …

Computation Of Separate Ratio And Regression Estimator Under Neutrosophic Stratified Sampling: An Application To Climate Data, Abhishek Singh, Hemant Kulkarni, Florentin Smarandache, Gajendra K. Vishwakarma

Branch Mathematics and Statistics Faculty and Staff Publications

In this article, we introduce a novel approach by presenting separate ratio and regression estimators in the context of neutrosophic stratified sampling for the very first time, incorporating auxiliary variables. We have conducted a thorough analysis to estimate these newly proposed estimators' bias and mean square error (MSE) up to the first-order approximation. Theoretically using efficiency comparison criteria, our findings demonstrate the superior performance of these estimators compared to traditional unbiased estimators. Also, numerically based on real-life and artificial data, we have shown the supremacy of the neutrosophic stratified sampling over neutrosophic simple random sampling along with the supremacy of …

An Innovative Approach On Yao’S Three-Way Decision Model Using Intuitionistic Fuzzy Sets For Medical Diagnosis, Wajid Ali, Tanzeela Shaheen, Iftikhar Ul Haq, Florentin Smarandache, Hamza Ghazanfar Toor, Faiza Asif Jan 2024

An Innovative Approach On Yao’S Three-Way Decision Model Using Intuitionistic Fuzzy Sets For Medical Diagnosis, Wajid Ali, Tanzeela Shaheen, Iftikhar Ul Haq, Florentin Smarandache, Hamza Ghazanfar Toor, Faiza Asif

In the realm of medical diagnosis, intuitionistic fuzzy data serves as a valuable tool for representing information that is uncertain and imprecise. Nevertheless, decision-making based on this kind of knowledge can be quite challenging due to the inherent vagueness of the data. To address this issue, we employ power aggregation operators, which prove effective in combining several sources of data, such as expert thoughts and patient information. This allows for a more correct diagnosis; a particularly crucial aspect of medical practice where precise and timely diagnoses can significantly impact medication policy and patient results. In our research, we introduce a …

This article explores the interconnections among the single-valued neutrosophic grill, single-valued neutrosophic primal and their stratification, uncovering their fundamental characteristics and correlated findings. By introducing the notion of a single-valued neutrosophic primal, a broader framework including the fuzzy primal and intuitionistic fuzzy primal is established. Additionally, the concept of a single-valued neutrosophic open local function for a single-valued neutrosophic topological space is presented. We introduce an operator based on a single-valued neutrosophic primal, illustrating that the single-valued neutrosophic primal topology is finer than the single-valued neutrosophic topology. Lastly, the concept of single-valued neutrosophic open compatibility between the single-valued neutrosophic primal …

Act Chapter 29: Art And Science And Theology In Dialogue, V. Christianto, Florentin Smarandache

Where does a sparkling idea come to us, so out of the blue? Divine inspiration? I want a scientific explanation... Maybe, at present, with our current level of science, we are not able to understand the paranormal, or what we think is fantastic, but in fact it is real. A reality that we cannot reach with understanding, because of our low level... Are we not perhaps relevant and do we understand the incomprehensible? Some are connected to the universe better than others, do they have extra senses? How can we “gather” ideas from “air”? How does the spark in the …

New Trends In Neutrosophic Theories And Applications, Volume Iii, Florentin Smarandache, Surapati Pramanik

Branch Mathematics and Statistics Faculty and Staff Publications

The field of neutrosophic set theory and its applications has been rapidly expanding, particularly since the introduction of the journal "Neutrosophic Sets and Systems." New theories, techniques, and algorithms are being developed at a very high rate. One of the most notable trends in neutrosophic theory is its hybridization with other set theories such as rough set theory, bipolar set theory, soft set theory, hesitant fuzzy set theory, and more. Various hybrid structures like rough neutrosophic sets, neutrosophic soft set, single valued neutrosophic hesitant fuzzy sets, among others, have been proposed in a short period. Neutrosophic sets have proven to …

A Review At Two Nuclear Reactor Problems In Asia, Victor Christianto, Florentin Smarandache

Branch Mathematics and Statistics Faculty and Staff Publications

The development of nuclear power plants (NPP) is often a heated debate, especially in developing countries [1]. In relation to this, it is worth the public's attention that lately, it seems that there have been increasingly frequent press releases from various parties representing the government regarding plans to build the first nuclear fission reactor in Indonesia in the not too distant future. Reportedly there will be a large amount of additional energy supply planned (around 100 GW to be built in Indonesia within the coming decade). For this reason, the authors would like to invite readers to take a moment …

University Libraries & Learning Sciences Faculty and Staff Publications

This survey investigates artificial intelligence (AI) literacy among academic library employees, predominantly in the United States, with a total of 760 respondents. The findings reveal a moderate self-rated understanding of AI concepts, limited hands-on experience with AI tools, and notable gaps in discussing ethical implications and collaborating on AI projects. Despite recognizing the benefits, readiness for implementation appears low among participants. Respondents emphasize the need for comprehensive training and the establishment of ethical guidelines. The study proposes a framework defining core components of AI literacy tailored for libraries. The results offer insights to guide professional development and policy formulation as …

Limiting Tourism To Sustainable Levels: Options For HawaiʻI, Barry D. Solomon Jan 2024

Limiting Tourism To Sustainable Levels: Options For HawaiʻI, Barry D. Solomon

Natural Resources Journal

Many popular tourist destinations across the world are experiencing overtourism, which can cause a variety of negative environmental and socio-cultural impacts. As a result, an increasing number of governments are searching for solutions to overtourism. In the United States, Hawaiʻi needs such solutions. Until recently, many legal scholars and other observers believed that restricting tourism may be unconstitutional. However, a careful examination of the United States Supreme Court’s decisions on the Dormant Commerce Clause and the interstate right to travel show that certain restrictions on tourism may be constitutionally permissible. Indeed, recent federal court rulings support state action designed to …

Bend Down Select: Analysis Of Secondhand Clothing Waste In Africa Under The Current Anti-Dumping Regime, Bisi Ogunmefun Jan 2024

Bend Down Select: Analysis Of Secondhand Clothing Waste In Africa Under The Current Anti-Dumping Regime, Bisi Ogunmefun

Natural Resources Journal

The second-hand clothing market is a multi-billion-dollar industry that has helped many developing countries stimulate their economy. Over the years, however, the quality of secondhand clothing has declined as the fast-fashion market rises. Countries such as India and the Philippines have banned secondhand clothing imports to protect their textile industries from demise. African countries like Kenya, Rwanda, and Uganda also attempted to ban secondhand clothing imports but were sanctioned with a threat of removal from the African Growth Opportunity Act. This article explores how Anti-Dumping Laws fail to fulfill their ordinary meaning in the secondhand fashion market in African countries …

First Amendment Fetishism, John M. Kang Jan 2024

First Amendment Fetishism, John M. Kang

Faculty Scholarship

The Supreme Court, starting in 1971, has lit upon a reckless path of protecting speech that is, by any reasonable measure, appallingly vulgar, emotionally hurtful, and dangerous. Against the wishes of the community, the Court has protected a roster of extremely offensive speech:

• a rageful repetition of the F-word uttered by a teacher before children in a school auditorium

• a White skinhead’s cross burning on the front lawn of a Black family’s house

• the public burning of the American flag by an avowed Communist who hated the United States and who cared nothing for the emotional pain …

Automated Stategraft: Electronic Enforcement Technology And The Economic Predation Of Black Communities, Sonia Gipson Rankin, Melanie E. Moses, Kathy Powers

Faculty Scholarship

Automated traffic enforcement systems disproportionately impact Black communities in the United States. This Essay uncovers a troubling reality: while technologies such as speed cameras and red light cameras are often touted as tools for public safety by the National Highway Safety Transportation Administration, they disproportionately burden Black and Hispanic neighborhoods. The authors coin the term “automated stategraft” to describe this phenomenon—an insidious process that siphons financial resources from already vulnerable groups under the guise of law enforcement. In doing so, it exacerbates economic disparities and erodes trust in legal and governmental institutions.

This Essay delves into the biases inherent in …

Trial By Ambush: The Prosecution Of Indians In Federal Court, Samuel Winder

Faculty Scholarship

This Article addresses the Federal Rules of Criminal Procedure’s unjust impact in the prosecution of Indians in federal court. As the rules of engagement used by federal prosecutors and defense attorneys in federal court when prosecuting Indians under the Major Crimes Act and the General Crimes Act, the Federal Rules of Criminal Procedure differ from those of Civil Procedure with regard to discovery procedures. Specifically, the Federal Rules of Criminal Procedure are unjust because they do not allow defense attorneys to conduct pretrial interviews or depositions of prospective witnesses whose evidence the United States will introduce at trial or use …

The Mistaken Law Of Mistakes Of Law: Mistakes Negating Culpability Under The Model Penal Code, Scott England Jan 2024

The Mistaken Law Of Mistakes Of Law: Mistakes Negating Culpability Under The Model Penal Code, Scott England

Faculty Scholarship

This Article examines the relationship between two core principles of American criminal law. On one hand, ignorance of the law is no excuse. On the other hand, criminal liability requires not just a guilty act but also a guilty mind. As the criminal law has become more complex, criminal offenses have increasingly raised issues about whether they require culpability as to issues of law, often bringing culpability requirements and the ignorance maxim into apparent conflict.

In 1962, the American Law Institute published the Model Penal Code (“MPC” or “the Code”). The MPC changed American criminal law significantly, and the Code’s …

A New Day For Environmental Justice At The U.S. Epa, Clifford Villa Jan 2024

A New Day For Environmental Justice At The U.S. Epa, Clifford Villa

Faculty Scholarship

September 24, 2022, was a big day in the history of the EPA. On this day, EPA Administrator Michael Regan signed an order creating a new Office of Environmental Justice and External Civil Rights (“OEJECR”) within the EPA. We’re very excited about our new office of environmental justice at the EPA. However, the EPA takes environmental justice seriously across all the offices, including my own Office of Land and Emergency Management (“OLEM”).

In this lecture, we will begin with some early history of environmental justice, how we realized the existence of environmental injustice in the first place. Then we’ll talk …

According to NASA, the Earth experienced its hottest day in recorded history on July 22, 2024, surpassing the previous hottest day, which was set in 2023. The year 2024 will enter the record books as the hottest year since pre-industrial times. The temperatures in 2024 exceeded the year 2023, during which the average global surface temperature was the warmest ever recorded in the past 174 years. These meteorological facts—although alarming on their own—are the backdrop for the legal analysis contained in this Article. The driest states in the Southwest, including Arizona, Colorado, Nevada, New Mexico, and Utah, have long relied …

Roberts Rules Of (Dis)Order: Doctrinal Doublespeak On Affirmative Action And Stare Decisis, Vinay Harpalani Jan 2024

Roberts Rules Of (Dis)Order: Doctrinal Doublespeak On Affirmative Action And Stare Decisis, Vinay Harpalani

Faculty Scholarship

In this Article, I argue that Chief Justice John Roberts engaged in doublespeak in his SFFA v. Harvard/UNC majority opinion. He essentially overruled Grutter v. Bollinger (2003) but did not admit doing so, and even structured the SFFA opinion as if he was following Grutter's precedent. My Article considers why Chief Justice Roberts engaged in this "stealth overruling" of Grutter and exposes his doctrinal sleight of hand in doing so. I first consider how Chief Justice Roberts may have been concerned about the Court's legitimacy in the wake of its ruling in Dobbs v. Jackson Women's Health Organization (2022)-where …

Race-Consciousness And Black Humanity: Reinterpreting The Brown Footnote 11 Doll Studies, Vinay Harpalani Jan 2024

Race-Consciousness And Black Humanity: Reinterpreting The Brown Footnote 11 Doll Studies, Vinay Harpalani

Faculty Scholarship

Much has been written about Brown v. Board of Education and the doctrinal conflicts between the anti-classification principle, which espouses colorblindness, and the antisubordination principle, which allows race-consciousness under certain circumstances. But one aspect that is unexplored is how Brown Footnote 11 and reactions to it played a role in the Supreme Court's move away from race-consciousness. In Footnote 11, the Court cited social science evidence to establish the harm of segregation. Footnote 11 is particularly known for the famous doll studies conducted by Professor Kenneth Bancroft Clark and Dr. Mamie Phipps Clark. The Brown Court took the doll studies, …
