Universal Jurisdiction And The Concept Of A Fair Trial Prosecutor V. Fulgence Niyonteze: A Swiss Military Tribunal Case Study, Joshua E. Kastenberg

It is the overall goal of this article to assess and evaluate concepts of universal jurisdiction and the interrelated right to a fair trial within the capsule of Prosecutor v. Niyonteze. This article analyzes the Niyonteze trial both within a framework of comparative law and against contemporary international law theories of universal jurisdiction and fair trial standards. In this article the term "due process" is subsumed into the larger concept of a fair trial. Likewise, a specific theory of universal jurisdiction is adopted. While universal jurisdiction and the right to a fair trial are often seen as exclusive areas, this …

Olson Significant Developments As of July 1, 2003, the Center for Academic Program Support separated administratively from the General Library, becoming responsible for all budgetary concerns (student employment, hiring, and payroll; staff hiring, payroll, and leave; purchasing and budget reconciliation) and for its technology. CAPS began the fall semester 2003 with TutorTrac, a commercial, web-based, scheduling, payroll, and reporting program. TutorTrac replaced the customized program that CAPS had used for over ten years. Neural Networks, Knowledge And Cognition: A Mathematical Semantic Model Based Upon Category Theory, Michael John Healy, Thomas Preston Caudell

Category theory can be applied to mathematically model the semantics of cognitive neural systems. We discuss semantics as a hierarchy of concepts, or symbolic descriptions of items sensed and represented in the connection weights distributed throughout a neural network. The hierarchy expresses subconcept relationships, and in a neural network it becomes represented incrementally through a Hebbian-like learning process. The categorical semantic model described here explains the learning process as the derivation of colimits and limits in a concept category. It explains the representation of the concept hierarchy in a neural network at each stage of learning as a system of …

I invite you to read this report Contract & Grant Awards, fiscal year 2004, which lists contract and grant (C&G) awards received by the University of New Mexico (UNM) during the period from July 1, 2003 - June 30, 2004 (FY04). These awards represent new funds that were acquired during FY04 by the main campus, branch campuses and education centers, and the Health Sciences Center (HSC). The HSC includes the School of Medicine, College of Nursing and College of Pharmacy. Biology Faculty & Staff Publications

Although it is commonly assumed that closely related animals are similar in body size, the degree of similarity has not been examined across the taxonomic hierarchy. Moreover, little is known about the variation or consistency of body size patterns across geographic space or evolutionary time. Here, we draw from a data set of terrestrial, nonvolant mammals to quantify and compare patterns across the body size spectrum, the taxonomic hierarchy, continental space, and evolutionary time. We employ a variety of statistical techniques including "sib-sib" regression, phylogenetic autocorrelation, and nested ANOVA. This report analyzes Raton’s shifting labor market following the end of coal mining, identifying emerging opportunities in tourism and coalbed methane extraction while documenting significant skill gaps, aging workforce trends, and over 170 current job vacancies.
