Everything The Light Touches Is Not Your Kingdom: Understanding The Statutory Silence In The Antiquities Act To Restrict Presidential Power, Lillian A. Bourne Feb 2026

Everything The Light Touches Is Not Your Kingdom: Understanding The Statutory Silence In The Antiquities Act To Restrict Presidential Power, Lillian A. Bourne

Natural Resources Journal

There is no greater threat to our public lands than energy dominance. The 1906 Antiquities Act gave presidents the power to proclaim national monuments on public lands, and today the federal government protects over 11 million acres as national monuments. President Trump plans to revoke and shrink monument protections so that these lands can be used for oil, gas, and mineral drilling, destroying cultural artifacts with detrimental impacts to air, water, and land. The Antiquities Act does not give the president the power to revoke or shrink national monuments designated by prior presidents; the Act reserves this power solely to …

Comparing Microgrids With Nuclear Energy: Which Is Better To Catapult New York Toward Its Green Energy Future?, Justin R. Ochs Jan 2026

Comparing Microgrids With Nuclear Energy: Which Is Better To Catapult New York Toward Its Green Energy Future?, Justin R. Ochs

Natural Resources Journal

This Note examines New York’s climate goals under the Climate Leadership and Community Protection Act (CLCPA) by comparing two pivotal energy solutions: nuclear energy and microgrids. Microgrids remain notably underexplored in legal scholarship, particularly their potential to achieve compliance with the CLCPA. By analyzing the economic, environmental, regulatory, and public perception challenges associated with nuclear energy and microgrids, this Note argues that microgrids offer a safer, more flexible, and sustainable option for accelerating New York’s path toward its green energy future. This Note evaluates microgrid projects across New York, along with common critiques regarding the scalability and viability of hybrid …

Healthy Places Healthy People Toolkit: A Resource For The Navajo Nation, Sally Davis, Elijah Maas

Healthy Places, Healthy People Toolkit

The University of New Mexico’s Prevention Research Center (UNM PRC) developed an evidence-based model to increase physical activity in rural communities in NM. Starting in the small, rural town of Cuba, NM, the model was expanded to other rural communities. Given the success of the model, the PRC was invited to partner with 10 Navajo Chapters (communities) in the Eastern Agency of the Navajo Nation, with funding from the Centers for Disease Control and Prevention (CDC). Together, they engaged in a project called Healthy Places— Healthy People.

Acoustic Black Hole Structures Using 3d-Printed Polymer Concrete, Siham S. Al Shanti Dec 2025

Acoustic Black Hole Structures Using 3d-Printed Polymer Concrete, Siham S. Al Shanti

Civil Engineering ETDs

Mitigating unwanted vibrations is essential in the design of structural and mechanical systems to ensure safety, reliability, and long-term performance. This dissertation advances the Acoustic Black Hole (ABH) concept, passive vibration control strategy, by replacing geometric tapering with controlled material properties. Using Euler–Bernoulli beam theory, elastic modulus variation in polymer concrete (PC) enabled wave velocity reduction without compromising fatigue resistance. The high strength, excellent damping, and rheological properties of PC makes it ideal for 3D-printed ABH structures. This work examined bond performance between normal concrete properties, developed PC mixes with tailored rheological and mechanical properties, and evaluated their 3D-printability. A …

Neutrosophic Sets and Systems

In recent years, Guayaquil fell prey to higher levels of organized extortion compared to territorialized criminal organizations over territory, institutional weaknesses, and socio-spatial inequalities. Thus, while extortion emerged as an increasingly specialized crime, there are limited empirical studies to evaluate the crime's spatiotemporal nature or its determinants. Therefore, this study aims to identify and characterize extortion "criminal severity zones" of Guayaquil from 2021-2024, via a novel geostatistical approach, in addition to the Neutrosophic Analytic Hierarchy Process (NAHP). By implementing Exploratory Spatial Data Analysis (ESDA), Kernel Density Estimation (KDE), dimensionality reduction techniques (PCA, MDS, and t-SNE), hierarchical clustering, and Bayesian hierarchical …

Identification Of Gaps In Ecuadorian Inclusive University Education Through Plithogenic Offsets, Genesis Carmen Alcívar Junco Dec 2025

Identification Of Gaps In Ecuadorian Inclusive University Education Through Plithogenic Offsets, Genesis Carmen Alcívar Junco

Neutrosophic Sets and Systems

Although Ecuador has made strides in regulation, the barriers to inclusive universities reveal a fragmented vision for access and non-termination of special educational needs (SEN) persons. This research aims to assess the impact of physical, academic, and political-institutional barriers on successful inclusion. The importance of this study stems from the need to promote equality in education, a fundamental trait in equitable and fair societies where an increasingly diverse population renders diversity a value. Scholars note barriers regarding spaces and human resources; however, few touch upon the ambiguity and uncertainty of perceptions from all educational stakeholders. Thus, a mixed-method design approach …

Dialectics Of Inclusion In Physical Education: A Neutrosophic N‑Alectic Approach To The Creation And Communication Of Digital Content, Giceya De La Caridad Maqueira Caraballo, Lenin Esteban Loaiza Dávila, Germán Rafael Rojas Valdés

Neutrosophic Sets and Systems

This is how digital creations can foster inclusion in physical education, one of the more applicable and challenging aspects of today's diverse school realities. This study is significant, considering that we live in a digital world that requires the balance of such creations to promote equitable environments for increasingly functional, diverse school populations. While previous studies focused on inclusion in the physical education arena at school, none have studied the field based upon the uncertainties and discrepancies associated with communication and pedagogical endeavors, let alone from a digital perspective. Thus, the gap in the research is filled by the Neutrosophic …

Neutrosophic Sets and Systems

This special issue presents the advances and applications of neutrosophy in artificial intelligence, stemming from the joint conferences organized by BARNA Management School and the Universidad del Trabajo del Uruguay in August 2025. The volume explores how neutrosophy—conceived by Dr. Florentin Smarandache—integrates truth, falsehood, and indeterminacy to address the complexity of reasoning in uncertain contexts. It highlights the potential of neutrosophic logic to overcome the limitations of current AI systems, which often struggle with incomplete or contradictory information. The issue also emphasizes the importance of critical thinking as a human strength in the age of intelligent machines and incorporates a …

Artificial Intelligence In Cuban Audiovisual Production: An Approach To Technological Sovereignty Evaluated Through Neutrosophic Pest-Foda Analysis, Natalia Del Carmen Díaz Riverón

Neutrosophic Sets and Systems

This article aims to respond to the need to generate a public policy for the regulation of artificial intelligence (AI) use in Cuban audiovisuals from technological sovereignty through a neutrosophic PEST-SWOT analysis. After a theoretical-contextual study composed of the history of AI, its scientific and technological bases and the ethical and regulatory issues of use, international experiences and studies and the current state of affairs in Cuba (comprised of technology based barriers, training impediments and absence of a specific regulatory approach), the research takes place through triangulation via a mixed-methodology where theoretical and empirical approaches are integrated with neutrosophic PEST-SWOT …
