Accurate prediction of CHF is still a challenging issue in the study of boiling heat transfer. Many factors contribute to the occurrence of CHF and the various trigger mechanisms are proposed to unravel physical phenomena behind CHF. However, those mechanisms cannot cover the multiple primary factors simultaneously and even some of them still remain controversially unresolved. In light of the complexity and difficulty of CHF modelling, hereby an ensemble-learning based framework is proposed to model and predict CHF based on the databank of CHF. Some prior trials have been done for three primary aspects of dominant factors, that is, surface …

In the present paper we discuss: a) how Hilbert’s unification program failed completely, and b) we outline a new electron model based on Helmholtz’s electron vortex and Kolmogorov theory of turbulence. Novelty aspect: we discuss among other things, electron capture event, and von Karman vortex street. We also discuss a new model of origination of charge and matter. This paper is a sequel to a preceding paper on similar theme.

Students are emerging scholars whose work should be recognized and shared along with work created by established scholars. Libraries are actively engaged with student-created content and encourage students to see themselves as producers, not just consumers, of information. By shifting priorities, libraries should include student-created content in their spaces and become participants in high-impact educational practices, increasing student investment in their learning, their engagement with scholarship at the institutional level, and their success and retention. These new priorities also open the library to new campus partnerships, making student scholarship and content a common goal.
Scholarship in the Sandbox is broken into …

Our ability to make informed decisions about ebooks is constrained by our limited understanding of how students perceive and use them. A team of librarians and a professor in learning sciences asked graduate students to serve as informants on student experience with ebooks. In two semester-long studies we analyzed student work, focusing on barriers and affordances they identified. In the first cohort, students who chose to explore ebooks uncovered affordances. In the second cohort, student comfort levels with PDF formats increased, while comfort with ebooks decreased. We discuss strategies for minimizing challenges and increasing desirable difficulties to support ebooks as …

This report describes the prototype and demonstration of a reliable local area network (LAN) of devices able to interconnect a crew of fire fighters with a communications node. The data consists of images for thermal cameras at a given rate and other low bandwith data taken from the different sensors of the fire fighter gear, that are connected to the transmitter using a Bluetooth personal area network (PAN). The physical environment is indoors and it is expected that all nodes of the communication networks are distributed in different positions into a building.

Strengthening The Health Workforce Through The Echo Stages Of Participation: Participants' Perspectives On Key Facilitators And Barriers, Suzuho Shimasaki, Erin Bishop, Michelle Guthrie, John F Fred Thomas
Project ECHO Bibliography
INTRODUCTION: Project Extension for Community Health Outcomes (ECHO) was originally developed by the University of New Mexico's Health Science Center (UNMHSC) to build the capacities of primary-care providers and to increase specialty-care access to rural and underserved populations. ECHO Colorado, a replication site at the University of Colorado Anschutz Medical Campus (CUAMC), was developed with the same purpose and to help build the health workforce of Colorado. The CUAMC and its community-based partners recognized that by reducing unnecessary referrals to the medical campus and building primary-care capacity in communities, both would increase their scope and expand overall capacity. This study …

The aim of this paper is to make a proposal for an easy–to–use approach to the evaluation of customer satisfaction in restaurants. In order to provide a reliable way to collect respondents’ real attitudes, an approach based on the use of smaller number of evaluation criteria and interactive questionnaire created in a spreadsheet file is proposed in this paper, whereby an easy-to-understand and simple-touse procedure is proposed for determining weights of criteria. In addition to the said, the proposed approach applies the simplified SERVQUAL-based approach, for which reason a simplified version of the Weighted Sum Method based on the decision …

Entropy Of Polysemantic Words For The Same Part Of Speech, Mihaela Colhon, Florentin Smarandache, Dan Valeriu Voinea
Branch Mathematics and Statistics Faculty and Staff Publications
In this paper, a special type of polysemantic words, that is, words with multiple meanings for the same part of speech, are analyzed under the name of neutrosophic words. These words represent the most difficult cases for the disambiguation algorithms as they represent the most ambiguous natural language utterances. For approximate their meanings, we developed a semantic representation framework made by means of concepts from neutrosophic theory and entropy measure in which we incorporate sense related data. We show the advantages of the proposed framework in a sentiment classification task.

Can A State's Water Rights Be Damned? Environmental Flows And Federal Dams In The Supreme Court, Reed D. Benson
Can A State's Water Rights Be Damned? Environmental Flows And Federal Dams In The Supreme Court, Reed D. Benson
Faculty Scholarship
Interstate rivers are subject to the doctrine of equitable apportionment, whereby the Supreme Court seeks to ensure that all states that share such rivers get a fair portion of their benefits. The Court has rarely issued an equitable apportionment decree, however, and there is little law on whether the doctrine protects river flows for environmental purposes. The ongoing Florida v. Georgia litigation in the Supreme Court raises this issue, as Florida seeks to limit consumptive uses by upstream Georgia to preserve flows in the Apalachicola River, which provide both economic and environmental benefits. This Article summarizes both the equitable apportionment …

Book Review: Jonathan P. Thompson, River Of Lost Souls: The Science, Politics, And Green Behind The Gold King Mine Disaster (2018), Clifford J. Villa

On August 5, 2015, contractors for the U.S. Environmental Protection Agency (EPA) investigating the Gold King Mine in southwestern Colorado accidently released some three million gallons of contaminated water into the Animas River, triggering weeks of front-page headlines, months of congressional hearings, and now years of litigation. River of Lost Souls: The Science, Politics, and Greed Behind the Gold King Mine Disaster, a new book by Jonathan P. Thompson, suggests by its title a human folly behind this “disaster” much broader and deeper than one tragic accident wrought by EPA contractors. On this thesis, Thompson certainly delivers. However, what …
Evaluating Judicial Standards Of Conduct In The Current Political And Social Climate: The Need To Strengthen Impropriety Standards And Removal Remedies To Include Procedural Justice And Community Harm, Joshua E. Kastenberg

Chief Justice Warren Burger warned that when “people who have long been exploited . . . come to believe that courts cannot vindicate their legal rights from fraud,” an “incalculable damage [is done] to society.”
Part I of this Article presents an examination of the current common frameworks shared by the states for addressing judicial conduct appealing to popular social and political influences. Included in this section is an analysis of the interrelationship between implicit bias and impropriety, as well as on community harm and procedural justice.
Part II provides both a historical and contemporary analysis of “populism,” including the …

Sexual Violence Among New Mexicans Living With Intellectual/Developmental Disabilities, Theresa Cruz, D E. Ross-Reed
Sexual Violence Among New Mexicans Living With Intellectual/Developmental Disabilities, Theresa Cruz, D E. Ross-Reed
Reports & Documents
Sexual violence among people living with intellectual and developmental disabilities (I/DD) is highly prevalent in New Mexico and in the United States. More than one in four New Mexican adults with I/DD report a history of forced sex or attempted forced sex, compared to fewer than 1 in 10 among people without I/DD. Power imbalances between caregivers and clients, lack of sexuality education for people with I/DD, isolation, gaps in caregiver training, frequent staff turnover, a culture of ableism and compliance, and underreporting of sexual violence all contribute to disparities in sexual violence victimization.

A Pilot Study On Adolescent Mobile Phone Use, Indirect Mental Health Costs And Cultural Context Considerations – Report, Siobhan K. Yilmaz, Alok Bohara
Himalayan Research Papers Archive
Adolescents are being recognized as a generation, worldwide, that require different policy approaches to improve their health and wellbeing, including the adoption of mobile based health interventions (e.g. mHealth). While mHealth interventions are growing in popularity, many researchers/policy-makers have neglected assessing potential (indirect) costs/negative consequences from their use. Evidence from the developed world shows strong associations between cell phone use and negative mental health outcomes, but such findings are minimal in developing world contexts. Using primary data from a large-scale, school-based survey of 17-19-year-old adolescents in southwestern Nepal, this report provides background information to motivate additional work investigating the presence …
