Illuminating The Dark Corners: The New Mexico Inspection Of Public Records Act’S Law Enforcement Exception, Nicholas T. Davis
Illuminating The Dark Corners: The New Mexico Inspection Of Public Records Act’S Law Enforcement Exception, Nicholas T. Davis
New Mexico Law Review
The New Mexico’s Inspection of Public Records Act is a sunshine law created to allow the public access to its government’s operations. From its inception, the IPRA has been interpreted broadly towards disclosure of documents to keep government agents accountable for their conduct. While there are enumerated exceptions to the IPRA, they are narrowly construed and specific. However, of late government agencies have been pressing to enlarge the construction of these exceptions. A series of cases have been brought under the IPRA to challenge the use of the Law Enforcement Exception by New Mexico’s Department of Public Safety as a …

Show Us The Money: How Patchwork State Freedom-Of-Information Laws Impede Accountability In High School Athletics, Frank D. Lomonte, Harrison O'Keeffe
New Mexico Law Review
High school sports have evolved into a large, complex business enterprise, complete with seven-figure broadcast contracts and $60 million stadiums rivaling collegiate facilities. Some 8 million Americans take part in school-sponsored competitive athletics each year, and their health and safety is of undeniable public concern. Because of their popularity and outsized cultural significance, interscholastic sporting events regularly become theaters of combat for the political and social issues of the day, from desegregation to women's equality to LGBT rights. Yet despite the intense public interest in interscholastic sports, the public's ability to stay informed about how sporting events are organized and …

In The Matter Of Anhayla H.: The Nexus Between The “Reasonable Efforts” Requirement And Incarceration, Brent Chapman
New Mexico Law Review
State proceedings that initiate and effect involuntary termination of parental rights occur only in egregious circumstances. In New Mexico, before an abusive or neglectful parent’s rights may be terminated, the state must prove, among other requirements, that it made “reasonable efforts” to provide assistance to the involved parent to remedy the causes and conditions that led to the subject abuse. Courts continue to grapple with precisely what constitutes reasonable efforts to this day because it is not concretely defined. Special cases, such as when parents have become incarcerated after an adjudication of abuse or neglect, are particularly vexing because parents …

Data Mining Of Chinese Social Networks: Factors That Indicate Post Deletion, Meisam Navaki Arefi
Data Mining Of Chinese Social Networks: Factors That Indicate Post Deletion, Meisam Navaki Arefi
Computer Science ETDs
Widespread Chinese social media applications such as Sina Weibo (Chinese Twitter), the most popular social network in China, are widely known for monitoring and deleting posts to conform to Chinese government requirements. Censorship of Chinese social media is a complex process that involves many factors. There are multiple stakeholders and many different interests: economic, political, legal, personal, etc., which means that there is not a single strategy dictated by a single government authority. Moreover, sometimes Chinese social media do not follow the directives of government, out of concern that they are more strictly censoring than their competitors.
One crucial question …

Can Referrals To A Pediatric Osteopathic Manipulative Medicine (Omm) Clinic Be Increased Through Provider Education?, Arpita Sinha, Elizabeth Yakes Jimenez
Quality Improvement/Patient Safety Symposium
Purpose:
Many pediatricians in the U.S. have trained in osteopathic medicine and have a Doctor of Osteopathy degree. However, other members of the health care team are often unaware of what osteopathic manipulative medicine (OMM) is or its indication in pediatrics. This quality improvement (QI) project aims to increase the average number of referrals to the University of New Mexico Hospital’s (UNMH) pediatric OMM clinic by 25% by May 2020.
Methods:
The QI project was designed based on the Model for Improvement. As the first Plan-Do-Study-Act (PDSA) cycle, health care provider trainings on pediatric OMM were implemented in November 2019. …

BACKGROUND: Although the association between diabetes mellitus (DM) and tuberculosis (TB) has been well-documented for centuries, evidence of the link between diabetes and drug resistance among previously treated TB patients remains limited and inconsistent.
METHODS: An observational study was performed that involved 1791 retreated TB-no DM patients (refers to TB cases without diabetes) and 93 retreated TB-DM patients (refers to TB cases with diabetes) in Shandong, China from 2004 to 2017. Baseline data including demographic and clinical characteristics, drug susceptibility test (DST) results, and diabetes status were collected. Categorical baseline characteristics were compared by Fisher's exact or Pearson Chi-square test. …

The reliance of many cancers on aerobic glycolysis has stimulated efforts to develop lactate dehydrogenase (LDH) inhibitors. However, despite significant efforts, LDH inhibitors (LDHi) with sufficient specificity and in vivo activity to determine whether LDH is a feasible drug target are lacking. We describe an LDHi with potent, on-target, in vivo activity. Using hyperpolarized magnetic resonance spectroscopic imaging (HP-MRSI), we demonstrate in vivo LDH inhibition in two glycolytic cancer models, MIA PaCa-2 and HT29, and we correlate depth and duration of LDH inhibition with direct anti-tumor activity. HP-MRSI also reveals a metabolic rewiring that occurs in vivo within 30 min …

Pathology Research and Scholarship
How receptor tyrosine kinase (RTK) growth signaling is controlled physiologically is incompletely understood. We have previously provided evidence that the survival and mitotic activities of vascular endothelial cell growth factor receptor-2 (VEGFR2) signaling are dependent on C3a/C5a receptor (C3ar1/C5ar1) and IL-6 receptor (IL-6R)-gp130 joint signaling in a physically interactive platform. Herein, we document that the platelet derived and epidermal growth factor receptors (PDGFR and EGFR) are regulated by the same interconnection and clarify the mechanism underlying the dependence. We show that the joint signaling is required to overcome dominant restraint on RTK function by the combined repression of tonically activated …

Evaluation Of Commercial Next-Generation Sequencing Bioinformatics Software Solutions, Rama R. Gullapalli
Pathology Research and Scholarship
Next-generation sequencing (NGS) diagnostics continue to expand rapidly in clinical medicine. An ever-expanding menu of molecular biomarkers is deemed important for diagnostic, prognostic, and therapeutic assessment in patients. The increasing role of NGS in the clinic is driven mainly by the falling costs of sequencing. However, the data-intensive nature of NGS makes bioinformatic analysis a major challenge to many clinical laboratories. Critically needed NGS bioinformatics personnel are hard to recruit and retain in small- to mid-size clinical laboratories. Also, NGS software often lacks the scalability necessary for expanded clinical laboratory testing volumes. Commercial software solutions aim to bridge the bioinformatics …

While we completely understood that a binary dwarf companion of the Sun has not been accepted by majority of astronomers, allow us to present some new arguments, along with our own serendipitous encounter with such a binary companion of the Sun. We hope that the present note will be found useful for further investigations, in relation to Planet Nine and such a dwarf star companion of the Sun (sometimes dubbed as Nemesis). Nonetheless, this article is not an exhaustive review of such dwarf companion star theories.

In a recent paper published in JCMNS in 2017, Francesco Celani, Di Tommaso & Vassalo argued that Maxwell equations rewritten in Clifford algebra are sufficient to describe the electron and also ultra-dense deuterium reaction process proposed by Homlid et al. Apparently, Celani et al. believed that their Maxwell-Clifford equations are an excellent candidate to surpass both Classical Electromagnetic and Zitterbewegung QM. Meanwhile, in a series of papers, Bo Lehnert proposed a novel and revised version of Quantum Electrodynamics (RQED) based on Proca equations. Therefore, in this paper, we gave an outline of Lehnert’s RQED, as an alternative framework to Celani …

This Article considers the decade, 2010 to 2019, in respect to indigenous peoples in the United States. The degree of invisibility of indigenous peoples, in spite of the existence of 574 federally recognized tribes with political status, is a central issue in major cases and events of the decade. Land and environment, social concerns, and collective identity are the three areas through which this Article considers the decade. The Declaration on the Rights of Indigenous Peoples, endorsed in 2010, sets a measure for the nation-state’s engagement with indigenous peoples possessed of self-determination. The criticality of a new place in the …

Paradoxism is an international movement in science and culture, founded by Florentin Smarandache in 1980s, based on excessive use of antitheses, oxymoron, contradictions, and paradoxes. During three decades (1980-2020) hundreds of authors from tenth of countries around the globe contributed papers to 15 international paradoxist anthologies.
In 1995, the author extended the paradoxism to a new branch of philosophy called neutrosophy, that gave birth to many scientific branches, such as: neutrosophic logic, neutrosophic set, neutrosophic probability and statistics, neutrosophic algebraic structures and so on with multiple applications in engineering, computer science, administrative work, medical research etc.

In the rising trends of information technology, the concepts of uncertainty have started gaining greater importance with time in solving operational research problems in supply chain model, project management, transportation problem, or inventory control problems. Moreover, day-by-day competition is becoming tougher in imprecise environments. For instance, customer demand is often being affected by several varying factors like production price, income level, and the like. In these cases, the demand either remains unfulfilled or is difficult to obtain with certainty in the real-world market. Fuzzy sets are not always able to directly depict such uncertainties because they exhibit numeric only membership …

During scientific demonstrating of genuine specialized framework we can meet any sort and rate model vulnerability. Its reasons can be incognizance of modelers or information mistake. In this way, characterization of vulnerabilities, as for their sources, recognizes aleatory and epistemic ones. The aleatory vulnerability is an inalienable information variety related with the researched framework or its condition. Epistemic one is a vulnerability that is because of an absence of information on amounts or procedures of the framework or the earth [7]. Right now, we examine fourfold neutrosophic numbers and their potential application for practical displaying of physical frameworks, particularly in …

This paper explores cultural inclusivity in online learning design by discussing two international capacity development projects: an online tutor mentor development program in Sri Lanka and a hybrid physician assistant training program in Ghana. Inclusivity involves establishing partnerships and conducting needs assessments to maximize the capacity that already exists within a given context, and addressing cultural factors that impact online learning- — developing a learning community, negotiating identity, power, and authority, generating social presence, supporting collaboration, engaging in authentic inquiry-based learning, navigating interactions in a second language, and developing co-mentoring relationships to support learning. Transformative online pedagogies call for innovative ways of conceptualizing the online environment and the student, teacher, and peer relationships. In this paper, we focus on how distributed co-mentoring can scaffold both social and knowledge building processes to develop culturally inclusive online learning communities. We critique traditional mentoring relationships, which have often sustained a biased class structure exclusive of diverse populations. We conceptualize co-mentoring drawing from the perspectives of two alternative mentoring theories: (1) feminist postmodern values that bring women and minorities into educational networks, and (2) mentoring mosaic where a diverse range of individuals of different ranks, ages, genders, ethnicities, …

The increased incidence of opioid use during pregnancy warrants investigation to reveal the impact of opioid exposure on the developing fetus. Exposure during critical periods of development could have enduring consequences for affected individuals. Particularly, evidence is mounting that developmental injury can result in immune priming, whereby subsequent immune activation elicits an exaggerated immune response. This maladaptive hypersensitivity to immune challenge perpetuates dysregulated inflammatory signaling and poor health outcomes. Utilizing an established preclinical rat model of perinatal methadone exposure, we sought to investigate the consequences of developmental opioid exposure on
