An Opportunity To Improve Service Delivery In Nepal Through Local Governance, Yam Sharma, Abd Muwonge

Himalayan Research Papers Archive

There is a strong foundation on which to reestablish a local government system in Nepal. Nepal society is constituted and strengthened by strong community traditions. Likewise, decentralization has existed historically. Nepali State is at a crucial moment. After remaining a unitary and centralist state for about 240 years of its formation, a new constitution is being written by Nepali people through the Constituent Assembly (CA). The Interim Constitution directs that Nepal will be a federal democratic republican state. In order to institutionalize the directives, different committees of the CA have been drafting the constitution along the federal line. Traditionally, federalism …

Media Contribution In Transfer Of Power In Nepal, Binod C. Agrawal

Himalayan Research Papers Archive

Land locked Himalayan Kingdom of Nepal was known for relative isolation and state controlled media access and exposure until late twentieth century. The limited print and electronic media produced and distributed within the kingdom was fairly restrictive though news papers and magazines, radio and television signals were received without much restrictions from the neighboring countries particularly from India. Other countries like China also broadcast Nepal focused information and news. On the turn of the twenty first century, Nepals cultural and political scene have taken revolutionary path in which kingship has been replaced by democratic order. The aim of the paper …

Creating Digital Heritage Content; Bridging Communities And Mediating Perspectives, Judith Van Der Elst, Heather Richards-Rissetto, Jorge Garcia

Latin American Energy Dialogue, White Papers and Reports

In this paper we focus our attention on an often overlooked aspect of digital heritage content, namely by whom how, and with what purpose such content is created. We evaluate digital materials that are anthropological and archaeological in nature, both digitized archives and newly created materials. In our work and efforts to understand and represent different cultural perspectives, we have encountered differences in cultural knowledge systems that have shown the need for cross-cultural consultation and communication as an essential first step in the creation of digital content for new systems of representation and knowledge transfer. Our efforts focus on developing …

Digital Tools, Strategic Alliances, And The Protection Of Traditional Knowledge, B Singer, Judith Van Der Elst, J Garcia Sep 2010

Digital Tools, Strategic Alliances, And The Protection Of Traditional Knowledge, B Singer, Judith Van Der Elst, J Garcia

Latin American Energy Dialogue, White Papers and Reports

This white paper provides a means for indigenous peoples to communicate current information and impacts among constituents and tribal groups. These concepts are very important in understanding how these groups disseminate policy and resource utilization impacts such as energy policies related to traditional knowledge associated to generic resources. In todays society the development of Information Communication Technologies (ICT) is imminent yet, large segments of the world remain marginalized. Our contention is that peer-to-peer and inter-institutional networks can be used to connect local with global systems to close this divide. Using today virtual and digital technologies the gap can be bridged …

The Construction Of Blackness In Honduran Cultural Production, A. Erin Mason-Montero Sep 2010

The Construction Of Blackness In Honduran Cultural Production, A. Erin Mason-Montero

Spanish and Portuguese ETDs

This dissertation investigates how marginalized communities of Afro-Hondurans are represented in literature and cinematic productions of non-black writers and film producers. Despite the efforts of the dominant Honduran community to suppress or alter the image of Afro-descendants, a small handful of Ladinos, or individuals of a mixed indigenous and Spanish background, have chosen to explore the Afro-Honduran image in their works. Chapter I, 'Through the Eyes of Another: Racial Identity in Honduras,' discusses the Honduran search for national identity during the twentieth and twenty-first centuries. After experiencing periods of political and economic instability, the Honduran government began to promote ancient …

Brokering Mathematics Reform: How Principals In Predominantly Hispanic-Serving Schools Conceive Of Their Leadership Roles In The Implementation Of A District-Wide Mathematics Reform Initiative, Barbara Trujillo

Teacher Education, Educational Leadership & Policy ETDs

Mathematics reform efforts have been of interest to educational researchers for many years, particularly since the first Curriculum and Standards for School Mathematics over twenty years ago. Yet, despite efforts to improve the teaching and learning of mathematics for all students, many students, particularly poor and minority students, still do not have access to instructional practices that allow them opportunities to learn important mathematics. Researchers have called this a problem of scale (Cobb & Smith, 2008), and have begun to consider the important role of the principal in scaling up the reforms. This qualitative cross-case study investigated the conceptions of …

Assembling Caliban: French And Other European Depictions Of American Bodies In The Sixteenth Century, Matthew Berch Sep 2010

Assembling Caliban: French And Other European Depictions Of American Bodies In The Sixteenth Century, Matthew Berch

History ETDs

The present study elucidates several of the key tropes and figures employed by a select group of French and European commentators and artists in their attempt to contextualize New World discovery. Utilizing travel narratives, voyager reports, and literary materials, this study traces a specific thematic genealogy from the late thirteenth century to the end of the Renaissance. Over a period of three hundred plus years, various European texts from Mandevilles Travels to The Tempest depicted European encounters with foreign bodies. While descriptions varied, certain recurring themes and tropes gradually developed as European explorers expanded the scope of their ethno-geographic inquiry. …

Cleaning Up After Sex: An Environmental History Of Contraceptives In The United States, 1873—2010, Sarah Ruth Payne Sep 2010

Cleaning Up After Sex: An Environmental History Of Contraceptives In The United States, 1873—2010, Sarah Ruth Payne

History ETDs

I argue in my dissertation, 'Cleaning Up After Sex: An Environmental History of Contraceptives in the United States, 1873—2010,' that through the processes of contraceptive production, consumption, and disposal, over time, the role of contraceptives in human/nature interactions has become more significant and the impact more direct. I examine the production, consumption, and disposal histories of condoms, diaphragms and cervical caps, intrauterine devices, and hormonal birth control. Production, consumption, and disposal of the birth control methods I study have determined physical experiences with both our bodies and with the non-human natural world, but those three processes have also shaped discourse …

Three Case Studies Of National Narratives In Central American Art, Gustavo Larach

This discussion centers on Moraless lithographic portfolio of seven images titled La saga de Sandino, which recounts the rebellion led by Augusto César Sandino (1895-1934) between 1926 and 1933. The second artist discussed is the Honduran Arturo López Rodezno (1908-75), who set out to produce, between the 1940's and 1960's, murals that focused on the figures of ancient Maya rulers …

Nuances In A Panethnic Southwest Landscape, Angelica Solares Jul 2010

Nuances In A Panethnic Southwest Landscape, Angelica Solares

Architecture and Planning ETDs

Urban landscapes of places with large immigrant populations are transformed as immigrants bring a different use of space with them. Mexican immigrants throughout the southwestern United States have physically transformed the landscape, and these trans-formed places often result in spaces that foster socialization and assert cultural identity. This thesis proposes that a three-stage cycle of spatial production exists in Mexicano communities in the United States, and describes the authors three-stage cycle of spatial production model in detail. The cycle begins with the formation of an enclave, followed by the transformation of the urban landscape which then results in one of …

Time and Cultural awareness play into the understanding of comedy. Time can situate the humor in a piece of writing. Cultural understanding can unlock the laughter in a joke. The second section breaks down comedy into a linguistic model. Expression, meaning, and context are the different parts of comedy. Each part has impact on humor. An audience understanding these three parts is critical to the concept of "comedy equals a …

U.S. Press Representation Of The Southern Sudanese Civil War, 1983-2005, Abdissa Zerai

Communication ETDs

The study examines how the U.S. print news media discursively represented the civil war that raged from 1983-2005 between southern Sudan and the central government in the north over the tenures of three successive war-time Sudanese administrations. The study was situated within the broader theoretical umbrella of cultural studies. However, the theory of representation and postcolonial theory served as the principal theoretical frames for the study. The lexicon of LSF and ASL may be derived from several sources such as gestures, home signs created by deaf individuals living with their hearing families, North American Indian sign languages, Martha Vineyard sign language, and new signs added to LSF and ASL through the generations. Before the emergence of LSF …

Syllables And Concepts In Large Vocabulary Speech Recognition, Paul A. De Palma May 2010

Syllables And Concepts In Large Vocabulary Speech Recognition, Paul A. De Palma

Linguistics ETDs

Transforming an acoustic signal to words is the gold standard in automatic speech recognition. While recognizing that orthographic transcription is a valuable technique for comparing speech recognition systems without respect to application, it must also be recognized that transcription is not something that human beings do with their language partners. In fact, transforming speech into words is not necessary to emulate human performance in many contexts. By relaxing the constraint that the output of speech recognition be words, we might at the same time effectively relax the bias toward writing in speech recognition research. This puts our work in the …

Figuration & Frequency: A Usage-Based Approach To Metaphor, Daniel Sanford May 2010

Figuration & Frequency: A Usage-Based Approach To Metaphor, Daniel Sanford

Linguistics ETDs

Two of the major claims of the cognitivist approach to metaphor, the paradigm which has emerged as dominant over the last three decades, are 1) that metaphor is a conceptual, rather than strictly linguistic, phenomenon, and 2) that metaphor exemplifies processes which are at work in cognition more generally. This view of metaphor is here placed within the context of the functionalist approach to language, which asserts that linguistic structure is emergent in nature, the use of language directly influencing the storage and representation thereof. The dissertation argues that metaphors, as conventionalized cognitive structures, are themselves highly influenced by frequency …

The Role Of Standardization In Specialization Of Ceramic Production At San Marcos Pueblo, New Mexico, Kari Lynn Schleher May 2010

The Role Of Standardization In Specialization Of Ceramic Production At San Marcos Pueblo, New Mexico, Kari Lynn Schleher

Anthropology ETDs

In my dissertation research, I examine decorated pottery production at San Marcos Pueblo, in the Galisteo Basin of north central New Mexico. San Marcos Pueblo was occupied from A.D. 1250 until the Pueblo Revolt against the Spanish in 1680. In previous research, San Marcos Pueblo was suggested to be a production center for Northern Rio Grande Glaze Wares (Glaze Ware) (Warren 1976, 1979). I evaluate this claim by examining over 700 pottery sherds and whole vessels from the site and surrounding region. In addition, I examine how pottery production at San Marcos was organized and how this structure changed through …
