The Traveling Wilburys of the Colorado River
If the Colorado River Basin (Basin) experiences another dry year, similar to Water Year 2025, it is likely that reasonably accessible storage in Lake Powell and Lake Mead would be mostly depleted, even if consumptive uses and losses are at or near historic lows. Run-of-the-river operations would shortly ensue. This would be an outcome with devastating consequences. In contrast, if next year is very wet, similar to Water Year 2023, the Basin’s largest federal reservoirs would recover somewhat, but would provide only about two years of cushion before we find ourselves again in the same position we are in today, …

Mechanically ventilated patients who are boarding in rural emergency departments face an increased risk of inconsistent sedation management due to the lack of standardized protocols and the extended transfer times to higher levels of care. The variability in sedation practices can lead to both under- and over-sedation, which negatively affects patient comfort, safety, and clinical outcomes. Research suggests that sedation protocols incorporating the Richmond Agitation-Sedation Scale (RASS) can shorten mechanical ventilation duration and improve clinical outcomes. In New Mexico, the water law of prior appropriation rules. As a result, no individual holds a complete right to ownership of water in New Mexico. Instead, New Mexico landowners hold only a right to put appropriated waters to beneficial use. Appropriation of waters requires diversion, a distinct feature that prevents landowners from claiming natural watercourses flowing through their property boundaries. The unappropriated waters of the state are then vested in the state via public trust, to be used and enjoyed by the public. This public right to use often abuts landowner property rights, as water flows over and through …

Adapting The Hermit’S Peak/Calf Canyon Fire Assistance Act To Address The Needs Of The Community It Was Meant To Serve, Kieran Raney

In 2022, New Mexico experienced its worst documented wildfire season on record, and the Hermit’s Peak/Calf Canyon Fire was the largest among them. Over 340,000 acres of Northern New Mexico burned, devastating a multi-generational, subsistence community. In response, Congress passed the Hermit’s Peak Fire Assistance Act, the second-ever act of its kind to provide full and expeditious compensation for wildfire damage. Yet, more than four years later, many community members still have not received any funding and litigation continues over whether the Act is meant to provide noneconomic damages. Nonclassicality in quantum sensors can improve sensitivity, but often increases susceptibility to noise. Thus, modeling physically relevant noise sources and analyzing their effect on quantum metrology are both of importance to the field of quantum sensing. In this dissertation, I demonstrate that local noise sources, which are present in almost all many-spin systems, can be tractably modeled when assuming permutation symmetry of the noise, and we show that many common local noise sources can be mapped to a Fokker-Planck equation on quantum phase space. We apply this description of noise to study quantum sensing using noisy probe states and establish …

This dissertation presents two experimental investigations at the intersection of quantum sensing and precision optical instrumentation. The primary project demonstrates optically detected nuclear magnetic resonance (NMR) of 13C nuclear spins in diamond, using state-selective Landau-Zener transitions under microwave frequency sweeping to bidirectionally transfer spin polarization between nitrogen-vacancy (NV) electron spins and remote 13C nuclear spins. This enables optical polarization and readout of large ensembles of polarized nuclear spins at low magnetic fields and room temperature, with spin dephasing times limited by longitudinal relaxation of nearby NV electron spins. This thesis explores the intersection of tribal sovereignty, ethical research conduct, and data ownership through an auto-ethnographic examination of my experience seeking research approval with the Pueblo of Santa Clara Tribal Council. Using the Pueblo’s protocols and decision-making processes as a lens, the study highlights how sovereignty is practiced in daily governance and how it shapes relationships between Indigenous communities and academic institutions. Three themes frame the analysis: (1) tribal sovereignty and building trust, (2) ethical research conduct and navigating the research process, and (3) data ownership, sensitivity, and sharing results. This thesis explores two key works of Mexican literature published in the late 20th century in terms of their cultural relevance in the Mexican literary sphere. The novels En el verano, la tierra by Carlos Martínez Assad and Las hojas muertas by Bárbara Jacobs center around the infrequently-explored identities of Lebanese immigrants to Mexico and their Mexican-born descendants through a sociocultural lens, discussing their identity negotiation in the context of 20th-century Mexico, which was in the process of redefining its national identity after the Mexican Revolution. Short-form video platforms like TikTok have quickly become the fastest growing segment of social media, thanks to powerful algorithms serving up personalized content driven by large quantities of user data. This study investigates the neuropsychological correlates of digital media use, with a particular focus on TikTok and smartphone screen time among young adults. Combining correlational analyses and an experimental design (n = 49; n = 44 included in final sample), we examined the relationship between digital media use and cognitive and emotional functioning across multiple domains. Research on sexual fluidity has relied on categorical, gender-based measurement frameworks that prioritize quantifying change over exploring the lived experience of sexually fluid people. This study employed Interpretive Phenomenological Analysis (IPA) to qualitatively and ideographically explore how self-identified sexually fluid people made sense of their own sexual identity, gender (more broadly), and attraction as it relates or does not relate to gender. Three participants completed structured interviews with open-ended questions. Participants unanimously made sense of identity as a self-constructed journey and tied to their social realities. Isotopic compositions of plants from the past provides empirical evidence for paleoclimatic shifts and plants physiologically response. This study used Neotoma paleomiddens (fossilized debris piles) collected from Death Valley National Park, which contained preserved abundant plant materials. These middens range from modern to >35,000 years and capture different climatic events in Earth history. Employing Juniperus osteosperma (Utah Juniper) leaves found in middens, I investigated variation in carbon and nitrogen stable isotopic composition. Fetal Alcohol Spectrum Disorders involve morphologic and neurobiological abnormalities in offspring subjected to prenatal alcohol exposure. Although not as well studied as high exposure, moderate prenatal alcohol exposure represents the most common and undetected form in humans. While learning and memory deficits have been well characterized at the behavioral level in humans with Fetal Alcohol Spectrum Disorders and in animal models of moderate prenatal alcohol exposure, few studies have determined the circuit or systems level mechanisms of the behavioral deficits. Torá, an Amazonian language of the Chapacuran family, went dormant as the Torá people survived colonization. Yet, in the early 1920’s, over 600 Torá words, phrases, and sentences were documented. Despite interest by today’s Torá community in language revitalization, no comprehensive analysis of the data has been undertaken. This project used methods of linguistic reconstitution, cross linguistic comparison, and the creation of an open-access database to produce a phonological and morphosyntactic analysis of Torá. Phonological findings of particular interest include evidence for vowel harmony and variable oralization of nasals. In structure, Torá is very similar to related languages, displaying a …

The Seeds Of Empire: Endogenous Influences On The Politics Of Bakumatsu And Meiji Era Japan (1853-1912), Benedict M.D. Talley

In this thesis, I argue the roots of Japanese nationalism, exceptionalism, and imperialism long preceded renewed contact with the West following American Commodore Matthew Perry’s historic 1853 expedition. Rather, late Edo Period (1603-1868) and Meiji Era (1868-1912) intellectuals and political figures looked to and were inspired by endogenous forces, ideologies, and intellectual movements of the Edo Period. Through a synthesis of secondary scholarship and analysis of Bakufu and Meiji Era figures’ writing, I seek to uncover the endogenous influences and de-emphasize western influence on the development of late nineteenth and early twentieth century Japanese nationalism and imperialism.

After the U.S. annexed much of Mexico following the Mexican-American War, Mexicans in the incorporated regions began to think of themselves as a racial group within the U.S. rather than a distinctive nationality. The 1848 Treaty of Guadalupe Hidalgo promised citizenship rights to all Mexicans in the area. The Treaty promises rarely were put into practice, as they were left up to the enforcement of territories and states. Single-molecule fluorescence spectroscopy is a powerful technique for resolving transient biomolecular dynamics and quantifying free energy landscapes, kinetics, and binding interactions. However, two fundamental limitations restrict its broader application: slow, labor-intensive data acquisition and the limited observation time imposed by fluorophore photobleaching. These limitations hinder its use in drug discovery and biomedical engineering applications that require both high-throughput and access to long-time dynamics. In this work, both challenges are addressed through technical advancements. To meet the stewardship and modernization initiatives set by the Department of Energy new technologies must enter the manufacturing facilities within the nuclear deterrent complex. Predictive solutions begin with collecting data. An equipment health monitoring device was created to streamline data collection and organization for equipment and processes. A predictive and process performance dashboard was developed for a deionized water system. The dashboard used Western Electric statistical process rules and a machine learning regression algorithm to predict when the resistivity would fall out of specification. Hypoxic environments, resulting from decreased atmospheric partial pressure of oxygen, reduce oxygen availability in the blood and tissues, leading to a mismatch between supply and demand. This elicits several physiological adaptations and may influence bone metabolism. Although evidence suggests that hypoxia can modulate bone remodeling through hypoxia-inducible pathways, findings remain mixed, with most data derived from chronic hypoxic exposures in animal and cell culture models. Exercise, an essential stimulus for bone health, may exacerbate hypoxic stress; however, the skeletal response to acute hypoxic exposure combined with exercise remains unclear. In this research report, I examine the benefits of a daily Advisory period at a southwestern, urban, dual-language middle school and explore the impact of the Culturally Responsive Advisory Framework (CRAF), a curriculum I developed as a researcher-practitioner. This work is situated within research on Advisory programs, urban schooling, and dual-language education, while addressing implementation challenges. Grounded in democratic learning theory, CRAF integrates social-emotional learning (SEL), social-cultural learning (SCL), and literacy.
