Trading Securities As Digital Tokens: Is A Secondary Market Practicable For Tokenized Exempt Securities?, Chen Wang

Securities offered under exemptions such as Regulation Crowdfunding, Regulation A, and Rule 506 without registering with the Securities and Exchange Commission (SEC) are classified as exempt securities. These securities typically lack liquidity in the secondary market. However, the growing popularity of blockchain technology and smart contracts has made token offerings increasingly prevalent. Fintech firms like tZERO and Securitize provide services to tokenize securities that have already been offered, while numerous crypto trading platforms facilitate the trading of digital tokens. In theory, tokenizing exempt securities and making the resulting tokens available for resale on digital token trading platforms could grant these …

Interpreting Parenting Plans As Contracts, William B. Reingold Jr.

When parents are divorced or separated, a parenting plan serves as a legal instrument to govern the means by which they raise their children. Most parents are able to compromise and reach an agreed-upon parenting plan without resorting to a trial or court intervention. These agreed-upon parenting plans are, in a manner of speaking, contracts that these parents must abide by. But too often parenting plans are not treated or considered in the same way we perceive ordinary contracts. They should be. This essay examines the interplay between courts reviewing agreed-upon plans, the best interest standard, and basic contract interpretation.

Tropical Montane Cloud Forests (TMCF) are characterized by frequent cloud immersion and host a rich community of canopy epiphytes. Epiphytes rely on atmospheric inputs of water, making them susceptible to reductions in cloud immersion. We used an experimental cloud reduction experiment in a Peruvian TMCF to examine the potential of five functional groups of vascular epiphytes (orchids, ferns, shrubs, bromeliads, and succulents) to acclimate to reduced cloud immersion via plasticity in morphological and physiological traits related to water use, water storage, and productivity. Complementary data for vascular and nonvascular epiphyte growth and dieback collected over a 3-year period provided additional …

Using Large Language Models To Modify Robot Behavior In Response To Natural Language Prompts, Garrick Michael Craft

A common scenario in robotics is needing to change the behavior of a deployed robot according to new requirements. This usually requires intervention from the creators of the robot, which both labor- and time-intensive. In this work, we explore the capability of a large language model (LLM) to address this issue by modifying the existing behavior of robots represented using PDDL. Specifically, we prompt the GPT-4 LLM to generate new PDDL problem files given an existing problem file and a natural language description of how the robot's behavior should change. On January 17-18, 2023, the CRRC and NOAA’s DPP co-sponsored a virtual workshop titled “Great Lakes Harmful Algal Bloom (HAB) Communication Preparedness Workshop”. This workshop was a focused discussion on HAB preparedness and response capabilities across the federal government and state agencies. The specific objectives for this workshop were: 1) Ensure effective coordination and communication across local, state, and federal governments, and other relevant entities; 2) Compile and review existing plans, policies and procedures about effectively communicating HAB threats, including benthic and nuisance blooms, across relevant agencies; 3) Determine the points of contact (POC’s) responsible for HAB event preparedness and …

Granite Staters say they are worse off financially than a year ago and report struggling to afford basic necessities and paying winter energy costs. However, New Hampshire residents are slightly more optimistic about their future finances and the overall business conditions in the state. Most say they have been impacted by rising interest rates, and that high interest rates have made them less likely to purchase a car. Amid calls for increased aid, few Granite Staters feel the United States is not doing enough to support Israel. A quarter feel the U.S. should not support Israel at all, particularly self-described socialists, progressives, and libertarians. Four in five state residents feel that antisemitism is a serious problem in the U.S. while a smaller majority see Islamophobia as a serious problem. Approval of President Joe Biden's job performance remains low and support for his handling of foreign affairs continues to fall.
