Research has clearly demonstrated the significant short- and long-term impacts of adverse childhood experiences (ACEs) and the social determinants of health (SDOH) on child health and well-being.1 Identifying and addressing ACEs and SDOH will require a coordinated and systems-based approach. Pediatric primary care* plays a critical role in this system, and there is a growing emphasis on these issues that may be impacting a family. As awareness of ACEs and SDOH grows, so too does the response effort within the State of New Hampshire. Parental Substance Use In New Hampshire: Who Cares For The Children?, Kristin Smith

In this brief, author Kristin Smith examines parental substance use and who cares for children when their parents cannot. It uses data from the New Hampshire Department of Health and Human Services’ Division for Children, Youth, and Families Results Oriented Management and the Statewide Automated Child Welfare Information System (NH Bridges), and the American Community Survey. She reports that the number of child abuse and neglect reports assessed by the New Hampshire Division for Children, Youth, and Families increased by 21 percent between 2013 and 2016. In this brief, author Kristin Smith analyzes inpatient hospital discharge data (2012–2015) to assess the prevalence of neonatal abstinence syndrome (NAS) in New Hampshire; describes one hospital’s successful program for treating pregnant women and newborns; discusses how comprehensive and coordinated care and home visiting services provided through community based organizations can support new mothers and families; and discusses how a recent change to New Hampshire law intended to support child protection may be having unintended consequences. The relationship between stability and change in social-ecological systems has received considerable attention in recent years, including the expectation that significant environmental changes will drive observable consequences for individuals, communities, and populations. Migration, as one example of response to adverse economic or environmental changes, has been observed in many places, including parts of the Far North. In Arctic Alaska, a relative lack of demographic or migratory response to rapid environmental and other changes has been observed. To understand why Arctic Alaska appears different, we draw on the literature on environmentally driven migration, focusing on three mechanisms that could account for …

Most U.S. School Districts Have Low Access To School Counselors: Poor, Diverse, And City School Districts Exhibit Particularly High Student-To-Counselor Ratios, Douglas J. Gagnon, Marybeth J. Mattingly

In this brief, authors Douglas Gagnon and Marybeth Mattingly examine access to school counselors in public school districts, as well as how this access is mediated by district demographic and location characteristics. They use a large nationally representative data source compiled from the 2013–2014 Civil Rights Data Collection, the 2014 Small Area Income and Poverty Estimates, and 2007 urban centric locales made available by the U.S. Census Bureau to conduct their analyses. The authors report that only 17.8 percent of school districts meet the American School Counselor Association’s recommended student-to-school counselor ratio of 250:1 or lower. The median ratio is …
