The Project54 system was developed to introduce advanced technologies into the operations of the New Hampshire Department of Safety and other law enforcement agencies. The application of computing, sensing and telecommunication technologies within the Project54 system enables advanced telematics services that can provide benefits to vehicle operators, fleet managers and the public. This thesis describes the implementation of remote diagnostics and fleet management services for the Project54 system and investigates the use of radar equipped police vehicles as traffic probes.

The current study examines inmates' transition into the community upon release from the Strafford County Department of Corrections (SCDOC), a rural county jail in New Hampshire, in 2006. The present goals are to analyze the degree to which these individuals were able to successfully reintegrate into the community and to identify potential risk factors for future engagement in crime. The reentry of inmates back into the community is a hotly debated topic in society today. A descriptive study was conducted to analyze what mental health services were being provided to inmates who were participants in the Serious and Violent Offender Reentry Initiative (SVORI). Additionally, barriers to implementing comprehensive mental health services, along with trends within and across the New England Region regarding mental health services were examined. The data collected was from three program evaluation surveys completed by Project Directors for SVORI in 2003, 2005, and 2006. Winter Performance Assessment Of Permeable Pavements: A Comparative Study Of Porous Asphalt, Pervious Concrete, And Conventional Asphalt In A Northern Climate, Kristopher M. Houle

This study presents the findings from two active parking lots constructed of permeable pavements: porous asphalt and pervious concrete. Focus is given to the performance of these pavements in a cold-climate setting. Winter places great demands on pavements so it is of particular interest to evaluate how they compare to conventional designs. Analyses include measurements of frost penetration, surface infiltration rates, snow and ice cover, skid resistance, chloride retention, and effective salt loads. Infiltration rates were retained in winter conditions and with frost depths as high as 27-inches. A 75% average reduction in annual salt use was observed for porous …

Fire is the dominant disturbance in forest ecosystems across Canada and Alaska, and has important implications for forest ecosystems, terrestrial carbon dioxide emissions and the forestry industry. Large fire activity had increased in Canadian and Alaskan forests during the last four decades of the 20th century. Here we combined the Palmer Drought Severity Index and historical large fire databases to demonstrate that Canada and Alaska forest regions experienced summer drying over this time period, and drought during the fire season significantly affected forest fire activity in these regions.
