New techniques have recently been developed and applied to capture reactive nitrogen species, including nitrogen oxides (NOx=NO+NO2), nitrous acid (HONO), nitric acid (HNO3), and particulate nitrate (pNO−3), for accurate measurement of their isotopic composition. Here, we report – for the first time – the isotopic composition of HONO from biomass burning (BB) emissions collected during the Fire Influence on Regional to Global Environments Experiment (FIREX, later evolved into FIREX-AQ) at the Missoula Fire Science Laboratory in the fall of 2016. We used our newly developed annular denuder system (ADS), which was verified to completely capture HONO associated with BB in …

Learned Hand And The Objective Theory Of Contract Interpretation, Daniel P. O'Gorman
Learned Hand And The Objective Theory Of Contract Interpretation, Daniel P. O'Gorman
The University of New Hampshire Law Review
When scholars discuss Judge Learned Hand’s approach to contract interpretation, they refer to him as a “great formalist commercial lawyer” who was a “pure objectivist” exhibiting a “crusader’s zeal” for the objective theory of contract. He is identified as a leading advocate of the classical approach to contract interpretation, which dominated American law in the late nineteenth and early twentieth centuries. But Hand’s reputation—built from three of his opinions—clashes with his reputation as a pre-Realist critic of formalism and as an intentionalist in statutory interpretation. This Article explores just how far Hand applied a strict objective approach to contract interpretation …

First In Elections, First In Reforms: Can New Hampshire Be First In The Nation To Implement Changes To Campaign Finance?, Lisa M. Bianco
The University of New Hampshire Law Review
As Americans prepare for the 2020 presidential election, one thing is for certain—the candidates will make their way into your home. While they might not physically step foot into your living room, they will appear on your television, on your laptop, and on your phone. Why? Because in the United States, campaigns are won by candidates communicating with you, the voters. It is not feasible to physically shake hands with the entire population of the country. Instead, individuals running for office have to introduce themselves to voters some other way. Television advertisements, sponsored posts on social media, and robocalls are …
New Hampshire Demographic Trends In An Era Of Economic Turbulence, Kenneth M. Johnson
New Hampshire Demographic Trends In An Era Of Economic Turbulence, Kenneth M. Johnson
Carsey Publications
In this brief, author Kenneth Johnson reports that New Hampshire gained 40,000 residents (a 3 percent increase) between 2010 and 2018, and the population reached 1,356,458 on July 1, 2018, according to the Census Bureau. Population gains in New Hampshire have diminished over time, though growth has recently picked up. Migration is the biggest driver of population change, and the pattern of demographic change is uneven across the state. New Hampshire’s population is aging and becoming more racially diverse, particularly among children. Johnson notes that, although New Hampshire is a relatively small player on the nation’s huge demographic stage, there …

Regulation of photoreceptor phosphodiesterase (PDE6) activity is responsible for the speed, sensitivity, and recovery of the photoresponse during visual signaling in vertebrate photoreceptor cells. It is hypothesized that the physiological differences in the light responsiveness of rods and cones may result in part from differences in the structure and regulation of the distinct isoforms of rod and cone PDE6. Although rod and cone PDE6 catalytic subunits share a similar domain organization consisting of tandem GAF domains (GAFa and GAFb) and a catalytic domain, cone PDE6 is a homodimer whereas the rod PDE6 catalytic dimer is composed of two homologous catalytic …

Family Perspectives On Newborn Screening For X-Linked Adrenoleukodystrophy In California, Katharina Schwan, Janey Youngblom, Kara Weisiger, Jessica Kianmahd, Rebecca Waggoner, Joanna H. Fanos
Institute on Disability
X-linked adrenoleukodystrophy (ALD) is caused by gene variants in the ABCD1 gene, resulting in a varied clinical spectrum. Males with ALD present with symptoms ranging from isolated adrenal insufficiency and slowly progressive myelopathy to severe cerebral demyelination. Females who are heterozygous for ALD typically develop milder symptoms by late adulthood. Treatment for adrenal insufficiency associated with ALD exists in the form of cortisol, and cerebral ALD may be treated with stem cell transplantation. Currently, there is no treatment for myelopathy. Since 2013, at least 14 states have added ALD to their newborn screening (NBS) panel, including California in 2016. We …

Public Impact-Focused Research Survey Results, Kevin H. Gardner, Scott Slovic, Terri Goss-Kinzy, Christopher Keane
Office of Research Scholarship
The Association of Public and Land Grant Universities (APLU) Council on Research (COR) led an initiative to define, identify, and develop a recommended path forward for public impact research (PIR). A survey was conducted of APLU institution in order to:
- To characterize the extent of public impact research (PIR) occurring at APLU institutions.
- To understand how institutions (or leaders within institutions) think about, define, and communicate about this type of work.
- To provide perspectives about the challenges, opportunities, and rewards that may be associated with this type of scholarship.
Responses were received from a diverse set of seventy public and …

Investment In Latin America Will Limit Migration North, Ryan J. O'Riordan, Stanley P. Kowalski
Investment In Latin America Will Limit Migration North, Ryan J. O'Riordan, Stanley P. Kowalski
Law Faculty Scholarship
The refugee crisis at the US Southern Border is due to multiple compounding factors: Latin America’s over-reliance on commodities, failure to economically diversify to innovation, and a lack of coherent US strategic engagement with the region. The situation is hemispheric; imploding states and a serious humanitarian calamity loom ever larger on the southern horizon. Since this represents a long-term problem requiring strategic and sustainable development initiatives, a new Alliance for Progress for the 21st Century is proposed which will build partnerships to advance innovation-driven development across the region.

Government Spending Across The World: How The United States Compares, Michael P. Ettlinger, Jordan Hensley, Julia Vieira
Government Spending Across The World: How The United States Compares, Michael P. Ettlinger, Jordan Hensley, Julia Vieira
Carsey Publications
In this brief, authors Michael Ettlinger, Jordan Hensley, and Julia Vieira analyze how much the governments of different countries spend, and on what, to illuminate the range of fiscal policy options available and provide a basis for determining which approaches work best. They report that the United States ranks twenty-fourth in government spending as a share of GDP out of twenty-nine countries for which recent comparable data are available. The key determinant of where countries rank in overall government spending is the amount spent on social protection. The United States ranks last in spending on social protection as a share …
