Scaling clean energy in low-income communities through solar and deep efficiency retrofits presents financing challenges, but that is only part of the problem. Drawing on research conducted by the Carsey School’s Center for Impact Finance, this white paper outlines a road map depicting the ecosystem needed to deliver clean energy projects to underserved communities.

Aquaculture is one of the fastest growing forms of food production globally. In the United States, there has been a renewed interest in aquaculture development in domestic waters. With widespread expansion of shellfish aquaculture started by local entrepreneurs and fishermen, the states of Maine and New Hampshire have experienced aquaculture driven economic development in coastal communities impacted by the decline in wild capture fisheries. Additionally, aquaculture farming practices can provide ecosystem services such as water quality improvement, nutrient removal, and habitat availability. When implemented carefully, marine food products from aquaculture can be among some of the most environmentally responsible choices …

The urgency to adapt to climate change presents important questions about who stands to benefit from these efforts. The previous two decades of scholarship devoted to social justice in climate adaptation has established an important theoretical basis to evaluate these questions. Less understood however, is how and under what conditions climate adaptation policy implementation promotes or inhibits justice for socially vulnerable populations. Food policy councils (FPCs) are an increasingly common mechanism to improve participation in food system decision-making. Including individuals from under-represented groups can foster greater understanding of their needs and experiences with food system barriers and is an important part of food justice. However, engaging under-represented groups in food systems decision-making remains challenging for FPCs. Addressing social inequities has been recognized as foundational to transforming food systems. Activists and scholars have critiqued food movements as lacking an orientation towards addressing issues of social justice. To address issues of inequity, sustainable food systems education (SFSE) programs will have to increase students’ equity-related capabilities. Our first objective in this paper is to determine the extent to which SFSE programs in the USA and Canada address equity. We identified 108 programs and reviewed their public facing documents for an explicit focus on equity. We found that roughly 80% of universities with SFSE programs do not provide evidence that …

The previous two decades of scholarship devoted to the role of social justice in climate change adaptation has established an important theoretical basis to evaluate the concept of just adaptation, or, in other words, how the implementation of climate adaptation policy affects socially vulnerable groups. This paper synthesizes insights from relevant literature on urban climate change governance, climate adaptation, urban planning, social justice theory, and policy implementation to develop three propositions concerning the conditions that must occur to implement just adaptation. New Hampshire’s aquatic resources provide many important ecosystem services and values, such as recreation, wildlife habitat, flood storage, nutrient reduction, community identity and aesthetic enjoyment. However, the many competing interests that seek to benefit from New Hampshire’s aquatic resources present challenges for efforts to steward public aquatic resources in the public interest. This thesis presents findings about the environmental justice outcomes of New Hampshire’s compensatory mitigation program, the Aquatic Resource Mitigation (ARM) fund, to inform aquatic restoration policy.

Lead contamination in municipal drinking water is a national public health issue and is generally the result of water contact with leaded distribution piping and on-premise plumbing. As a result, the US Environmental Protection Agency’s Lead and Copper Rule requires point of use sampling methods at a small fraction of consumer taps on the public water distribution system. While this approach is practical, it leaves large gaps of consumers without direct monitoring and protection. Drinking water treatment is essential to obtain a healthy source of water that can be distributed throughout a community. There are various methods to disinfect water, and all have trade-offs regarding public health and the environment. For example, chemical disinfectants that use chlorine can produce disinfection by-products within treated drinking water. The Environmental Protection Agency regulates these disinfection by-products because of their potential to cause cancer. Ultraviolet (UV) light is a physical disinfection method that does not produce these disinfection by-products, which is why it is becoming a preferred method for water treatment.
