We present the first data on the concentration of sea-salt aerosol throughout most of the depth of the troposphere and over a wide range of latitudes, which were obtained during the Atmospheric Tomography (ATom) mission. Sea-salt concentrations in the upper troposphere are very small, usually less than 10 ng per standard m3 (about 10 parts per trillion by mass) and often less than 1 ng m−3. This puts stringent limits on the contribution of sea-salt aerosol to halogen and nitric acid chemistry in the upper troposphere. Within broad regions the concentration of sea-salt aerosol is roughly proportional to water vapor, …

Hydrographic Survey Validation And Chart Adequacy Assessment Using Automated Solutions, Giuseppe Masetti, Tyanne Faulkes, Christos Kastrisios
Hydrographic Survey Validation And Chart Adequacy Assessment Using Automated Solutions, Giuseppe Masetti, Tyanne Faulkes, Christos Kastrisios
Center for Coastal and Ocean Mapping
The rising trend in automation is constantly pushing the hydrographic field toward the exploration and the adoption of more effective approaches for each step of the ping-to-public workflow. However, the large amount of data collected by modern acquisition systems - especially when paired with the force multiplier factor provided by autonomous vessels - conflict with the increasing timeliness expected by today’s final users. Such a situation represents a processing challenge for the largely human-centered solutions that are currently available, and the adoption of automated and semi-automated data quality procedures seems the only scalable and long-term solution to the problem. At …

The Low Water Mark For Beach Access: Defending Government Protection Of Intertidal Recreation As A Lawful Exercise Of State Power, Alexander Gazikas
The Low Water Mark For Beach Access: Defending Government Protection Of Intertidal Recreation As A Lawful Exercise Of State Power, Alexander Gazikas
The University of New Hampshire Law Review
Beaches are a natural resource ideally suited for public recreation. The public generally has a right to access this intertidal land, but the purpose and scope of public access vary greatly between states. Consistent with national trends toward greater public access, the legislatures of Massachusetts and Maine have attempted to expand public beach access rights to include the right to engage in general recreation below the mean high tide line. However, the Supreme Judicial Courts of both states have declared that such legislation would be an unconstitutional taking of property requiring compensation to the abutting landowners and held that public …

No Good Deed Goes Unpunished: How The New Hampshire Probate Court Has Strengthened The Power Of The Attorney General In Charitable Trust Suits, Angelina M. Spilios
The University of New Hampshire Law Review
As Americans increasingly use estate planning tools to provide for their favorite charities, the charitable trust is an important instrument that fits uniquely into general trust law. While charitable trusts are similar to private trusts to a great extent, there are also some critical differences between the two vehicles, especially regarding their enforcement. Specifically, state attorneys general play a special role in the enforcement of charitable trusts. This Note examines this special role of the state attorney general—namely, how trustees interact with the attorney general, arguments for why the role of the attorney general needs to be reformed or eliminated, …

A Funny Thing Happened On The Way To The Forum: Prospects For An Ethical Theory Of Accountability, Melvin Dubnick
A Funny Thing Happened On The Way To The Forum: Prospects For An Ethical Theory Of Accountability, Melvin Dubnick
Faculty Publications
This paper is intended to restate the case for the development of an "ethical theory of accountability" as an alternative to current theoretical frames being applied by students of accountable governance. I would emphasize the word "alternative" at this juncture, noting that an ethical theory should not be regarded as replacement for current models; rather it is offered as a reframing of accountability that can provide a significantly different perspective -- one rooted in (and built upon) ontologically distinct presuppositions about the nature of account-giving/receiving.
Central to the effort is establishing accountability as the capacity to engage in account-giving/receiving behavior …

Sanders & Biden Lead Democratic Field; Trump Holds Large Lead Over Kasich And Weld Among Republicans 2/28/2019, Unh Survey Center
All UNH Survey Center Polls
Bernie Sanders and Joe Biden are the current favorites in the 2020 New Hampshire Democratic Presidential Primary, with Kamala Harris and Elizabeth Warren trailing. However, most voters are still trying to decide whom to support. Among Democratic candidates, primary voters believe Biden is most likeable, has the right experience, and has the best chance to win the general election, while Sanders is seen as the most progressive. Just over two-thirds of Republican primary voters would vote for Donald Trump if the primary were held today, while one in six would vote for John Kasich and very few would support William …

Granite Staters Prefer More Physical Barriers On U.S.-Mexico Border But Oppose State Of Emergency Declaration 2/27/19, Unh Survey Center
All UNH Survey Center Polls
Approval of President Trump from New Hampshire residents continues to be low and unchanged over the past year. Nearly half of Granite Staters would like to see more miles of physical barrier on the U.S.-Mexico border, but nearly two-thirds believe Trump was not justified in declaring a state of emergency to get money to pay for constructing a physical barrier. Core Trump supporters are strongly in favor of increased physical barriers on the border and believe he was justified in declaring a state of emergency.
