The Natural Resources Outreach Coalition (NROC) is a multi-organizational initiative providing technical and educational assistance to communities in New Hampshire’s coastal watersheds dealing with the effects of growth. The NROC program offered to communities includes an initial educational public presentation, Dealing with Growth, followed by a series of follow-up meetings to help the community focus their goals, develop an action-oriented work plan, and provide the technical and educational assistance needed to help the community meet its goals.

Working within the University of New Hampshire (UNH) Cooperative Extension/Sea Grant Program, the Great Bay Coast Watch (GBCW) is New Hampshire’s most wide ranging program for direct citizen involvement in monitoring estuarine and coastal systems. GBCW has a fifteen year history of educating citizens about the Great Bay Estuary, New Hampshire Seacoast, and Gulf of Maine watershed through active participation in monitoring and an accompanying education program. Based in Durham, NH, GBCW coordinates over 100 volunteers drawn from 19 New Hampshire and Southern Maine communities. In 1990, volunteers began monitoring eight sites on a monthly basis April through October. Today, …

The grant funding has allowed us to further address the continuing need for community awareness for open space and natural resource protection in the City of Dover. This funding has enabled the City of Dover Planning Department in partnership with the City of Dover Open Lands Committee to present several events throughout October and November 2004. The events offered participants information about natural resource and open space protection as well as an opportunity to enjoy nature. Snow Accumulation, Surface Height Change, And Firn Densification At Summit, Greenland: Insights From 2 Years Of In Situ Observation, Jack E. Dibb, Mark Fahnestock

Weekly measurements of surface height change were made at an accumulation forest of 100 stakes at Summit, Greenland, over a 2-year period (17 August 2000 to 8 August 2002). On average, the surface height relative to the stakes increased 64 (±4.8) cm in the first year and 65 (±5.3) cm in the second, identical to the average (65 ± 4.5 cm yr⁻¹) previously reported for the period 1991–1995 in a similar forest 28 km to the southwest. This study examined the synoptic and regional-scale meteorological controls on summertime O₃ at Mount Washington, the highest peak (1910 m) in the northeastern United States. Analysis of air mass transport to Mount Washington was conducted for the summers of 1998–2003 using backward trajectories. Distinct patterns in air mass history were revealed using this approach that helped explain extreme variations in O₃ mixing ratios. Most enhanced (≥90th percentile) and depleted (≤10th percentile) O₃ events were short-lived and spread out over the summer months. Enhanced O₃ events at Mount Washington were generally associated with westerly transport, while depleted …

According to the Environmental Protection Agency, sprawl is among the biggest environmental challenges facing New England, where more than 1,200 acres of open space are lost to development each week. New Hampshire is the fastest growing state in New England, and much of this growth is located within the 42 community coastal watershed served by the New Hampshire Estuaries Project. The Resource Clearinghouse for Rapidly Growing Communities project was created out of an interest in getting community decision makers the information and access to resources that they need to make informed decisions in this challenging time. The Gundalow Company (a non-profit 501(c)3 organization) sponsors maritime history and environmental educational programs for school groups and the public onboard the replica gundalow Captain Edward Adams from May through November in 12-15 riverfront locations in the Piscataqua region. The project funded by the NHEP in 2004 included the development of an expanded Gundalow Company education program curriculum in order to motivate all gundalow visitors to appreciate the relationship between regional maritime history, contemporary water quality issues and future stewardship responsibilities. Stratham voters approved a 5 million dollar conservation bond issue in 2002 to preserve open space through easement or outright purchase. The Ad-hoc Conservation Bond Subcommittee to the Conservation Commission is helping achieve Stratham’s open space goals and is continuing to reach out to landowners that have undeveloped land that may be suitable for Stratham’s open space initiative. It was an opportune time for the subcommittee to provide updated outreach materials when a grant by the Natural Resources Outreach Coalition (NROC) Implementation Grant Program became available. Log and core data document gas saturations as high as 90% in a coarse‐grained turbidite sequence beneath the gas hydrate stability zone (GHSZ) at south Hydrate Ridge, in the Cascadia accretionary complex. The geometry of this gas‐saturated bed is defined by a strong, negative‐polarity reflection in 3D seismic data. Because of the gas buoyancy, gas pressure equals or exceeds the overburden stress immediately beneath the GHSZ at the summit. We conclude that gas is focused into the coarse‐grained sequence from a large volume of the accretionary complex and is trapped until high gas pressure forces the gas to migrate through …

Electromagnetic ion cyclotron waves in the plasma depletion layer measured by Wind on three inbound passes of the magnetosheath near the stagnation streamline are modeled using theoretical results from Gnavi et al., J. Geophys. Res., 105, 20973, 2000. The kinetic dispersion relation in a plasma composed of electrons, protons, and alpha particles, is solved with each species modeled by a bi-Maxwellian distribution function with parameters taken from observations, where available, and from average values found in the literature. Working within the domain of inviscid incompressible MHD theory, we found that a tangential discontinuity (TD) separating two uniform regions of different density, velocity and magnetic field may be Kelvin-Helmholtz (KH) stable and yet a study of a transition between the same constant regions given by a continuous velocity profile shows the presence of the instability with significant growth rates. Since the cause of the instability stems from the velocity gradient, and since a TD may be considered as the ultimate limit of such gradient, the statement comes as a surprise. [1] In this paper we derive the average configuration of the ring current as a function of the state of the magnetosphere as indicated by the Dst index. We sort magnetic field data from the Combined Release and Radiation Effects Satellite (CRRES) by spatial location and by the Dst index in order to produce magnetic field maps. From these maps we calculate local current systems by taking the curl of the magnetic field. We find both the westward (outer) and the eastward (inner) components of the ring current. This final report describes the grant program funded by NHEP and administered by DES. A Memorandum of Agreement (MOA) between NHEP and DES created a grant program to provide assistance to coastal communities to develop storm sewer infrastructure maps. DES issued a request for proposals (RFP), chose grant recipients, and managed the grant agreements. This report provides details on the grant projects completed by Farmington, Dover, Durham, Seabrook, Somersworth, and North Hampton. The deadline for completion of all grant projects was December 31, 2004.

The story of Siglufjörour (Siglufjordur), a north Iceland village that became the "Herring Capital of the World," provides a case study of complex interactions between physical, biological, and social systems. Siglufjörour's natural capital - a good harbor and proximity to prime herring grounds - contributed to its development as a major fishing center during the first half of the 20th century. This herring fishery was initiated by Norwegians, but subsequently expanded by Icelanders to such an extent that the fishery, and Siglufjörour in particular, became engines helping to pull the whole Icelandic economy. Presents findings from the FBI’s National Incident-Based Reporting System (NIBRS). By collecting data on pornography/obscene material offenses from law enforcement jurisdictions, NIBRS enables researchers to draw conclusions about the number, locations, and characteristics of these crimes. NIBRS data suggest that approximately 2,900 crime incidents of pornography with juvenile involvement were known to state and local police in 2000; these offenses most often were committed by a lone adult male offender, occurred in a residence, and did not involve a computer. Presents results of an analysis comparing selected findings from the second National Incidence Studies of Missing, Abducted, Runaway, and Thrownaway Children (NISMART–2) and its predecessor, NISMART–1. The analysis, which is based on household surveys of adult caretakers and covers victims of family abductions, runaways, and children categorized as "lost, injured, or otherwise missing," highlights trends from 1988 to 1999. The most important finding is the absence of increases in any of these problems. For some types of episodes, the incident rates decreased. This Bulletin is part of a series summarizing results from NISMART–2.
