This paper aims to understand the effect of management of change on the success of information system (IS) implementation. Drawing on change management research and self-determination theory, a research model is developed. Data collected from a longitudinal field survey before, during, and after an enterprise-wide IS implementation are analyzed to test the proposed hypotheses. Readiness for change positively impacts satisfaction during an implementation but not after. Contrary to the literature, No significant relationship exists between resistance …

Strategic Recovery Requires Leadership, Christine G. Springer Nov 2010

Strategic Recovery Requires Leadership, Christine G. Springer

Public Policy and Leadership Faculty Research

As public managers work toward a successful recovery post-midyear elections, we all must deal with system-wide problems arising from the recession. This requires first recognizing that the crisis continues and must be addressed not just by increasing revenue but by fixing system-wide structural and operational issues.

To do so involves developing the skills required in a recovery, identifying the causes of the crisis so that future crises can be better managed and concentrating on the key areas of leadership expertise needed to effectively communicate and deliver better outcomes.

Making The Most Of Opportunities During A Recession, Christine G. Springer

Public Policy and Leadership Faculty Research

The best public managers know that conventional thinking won’t get them through tough times and that a recession is a rich opportunity to reinvent their organization and to lay the groundwork for future successes. Good times are when managers experience their greatest success. But bad times provide the greatest opportunities to rethink how the organization will persist through the inevitable up and down economic cycles so as to be successful in the future. Smart managers today that I have engaged regarding this process say that they plan for both the good and bad times by continually focusing on six processes: …

Adaptive Management Of Complex Environmental Problems – Comparison Of National Nuclear Waste Management Policies, Carmel Letourneau May 2010

Adaptive Management Of Complex Environmental Problems – Comparison Of National Nuclear Waste Management Policies, Carmel Letourneau

UNLV Theses, Dissertations, Professional Papers, and Capstones

Many of today's challenging environmental problems, to the point of manifesting themselves on a scale that has global, political consequences, likely result from long-term evolutionary developmental processes. The degree to which humans can manage the evolution of these problems remains an open question. Faced with such challenges, since the mid 1980s, an increasing number of scholars have developed other forms of management, in particular, adaptive management. Scholars suggest that improving the performance of adaptive management requires that environmental problems be understood as 'complex', open, evolving systems of interacting social and environmental subsystems. To date, narrative has been the primary approach …

Subsequent performance failures by FEMA, specifically preparation for and response to Hurricane Katrina, led to a number of internal and external reviews and investigations to determine the causes of these failures and to identify potential solutions. Congressional concern led to the passage of PL109-295, the Post-Katrina Emergency Management Reform Act of 2006, which set in motion a series of expectations and provided considerable resources for FEMA’s ‘transformation’. Since then, …

Beginning in November, 2007, the Las Vegas Metropolitan Police Department implemented organizational changes to the Financial/Property Crimes Bureau by decentralizing all property crime detectives. Although no previous research was found on the decentralization of police detectives specifically, there is existing research on similar concepts that suggest at least two benefits of decentralizing police detectives: improved communication with patrol officers and increased efficiency of investigations. With these benefits in mind, the current study examines the following hypotheses: hypothesis 1: decentralizing property crime detectives will lead to improved quality of communication between property crime detectives and patrol officers; hypothesis 2: decentralizing property …

Diversity Leader: Case Study Of A Selected Organization's Transformation, Aileen Guerrero Zaballero

UNLV Theses, Dissertations, Professional Papers, and Capstones

Diversity initiatives have evolved from a focus on compliance-oriented training to a systematic approach which integrates the many dimensions of diversity in all aspects of business to enhance performance through the practice of organization development (OD) (Bendick, Egan, & Lofhjelm, 2001). Many organizations have implemented short term solutions to address the demographic changes in the workforce, but have had minimal results. When diversity interventions are conceptually grounded in organization development practices the results are much more substantial for both the employees and the organization (2001). The purpose of this qualitative case study was to explore the perceived influential factors of …

Emergency Managers As Change Agents, Christine G. Springer Jan 2009

Emergency Managers As Change Agents, Christine G. Springer

Public Policy and Leadership Faculty Research

Since 2001, FEMA and others have been defining and refining competencies for emergency management professionals. In so doing, they have addressed directly and indirectly the qualities of leaders. We know that leadership is not a person or a position. It is a complex relationship between people, based on trust, obligation, commitment, emotion, and a shared vision of the good. We also know that transformational or change-based leadership has become an organizational necessity given the fact that emergency management as a profession is just now coming into its own and emergency management jobs are not traditional in terms of the how, …

An Overview Of Change Management In The Hospitality Industry, Jennifer Lee

UNLV Theses, Dissertations, Professional Papers, and Capstones

An organization operates based on shifting circumstances, both internal and external. Such a dynamic environment demands adaptability within the organization and consequently, capabilities to absorb inevitable change. Such focus requires the commitment of an organization’s staff. In the hospitality industry, this is especially so, considering the labor-intensive operations that respond to the volatile sales and the seasonality of a perishable good. This paper considers critical issues in change management that are relevant to the hospitality industry. Research studies in change management over the last several years will be identified and analyzed. In addition, case studies which support common findings will …

Organizational Credibility Counts, Christine G. Springer Sep 2008

Organizational Credibility Counts, Christine G. Springer

Public Policy and Leadership Faculty Research

As economic stressors increase and voting participation decreases, it is important for public administrators to find ways to minimize the negative consequences of distrust in government and to rebuild credibility by making the necessary changes to organizational culture, improving business practices, working with the media to build new more positive relationships, and by accentuating the good news about progress made. Events like Hurricane Katrina tragically teach us how long lasting one negative event can truly be because it is truly a disaster not only for those directly affected but also for those indirectly involved due to its negative affect on …

Boulder City, Nevada Revenue Generating Analysis, Mayra A. Castro, Dolores P. Leyva, Arnetta M. Meagher, Wade Zimmerman

UNLV Theses, Dissertations, Professional Papers, and Capstones

Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

Managing With Foresight And Insight, Christine G. Springer Jan 2008

Managing With Foresight And Insight, Christine G. Springer

Public Policy and Leadership Faculty Research

As we begin the New Year, it is important to look at the trends that need to be considered in the future and how or if these driving forces will define what strategic management means in 2008. It is also important to understand that looking to the past alone for guidance may skew our view of present facts even when those facts are supported by sound data. Strategic managers make sense out of what is going on around them and what is possible in the future by looking and listening to forecasts for the future, to what is critical for …
