An Ethical Framework For Interpreting The United States Endangered Species Act, Cathryn M. Elgin

In this study I argue that a holistic approach is better than an individualistic approach for interpreting the United States Endangered Species Act (ESA). I propose that the use of a holistic ethical framework, based on fundamental environmental philosophy, is better in that it more effectively fulfills the ESA's goals of species and ecosystem conservation. Holistic ethics is based on concern for a community as a whole, while individualistic ethics is based on concern for the individual. A holistic approach, I argue, is more beneficial to nature than is an individualistic approach or other non-holistic approaches. I set up basic …

This thesis describes and discusses research which proposes that a system dynamics based-workshop can promote meaningful public participation in the resource management decision making process. The research tested the effectiveness of a system dynamics computer model for: (1) improving communication about technical data and stakeholder views; (2) increasing learning and insight into resource management issues; and (3) enhancing public trust in the decision making process. Seven research workshops were conducted to test the effectiveness of the model-based workshop for facilitating public participation in the management of the Las Vegas, NV water system. Public lands designated as part of the National Wilderness Preservation System are removed from multiple-use management for protection of their natural condition. Opponents argue that "locking up" the natural resources on these lands through designation will undermine the rural economies in the west that are dependent upon extractive industries such as mining and logging. Oxygen isotope analysis of shell material from the Camarones West Shell Midden and from the site of Quiani has revealed that year-round collection of shellfish for food by the people of the Chinchorro Culture was not practiced. Additional shell demographics from the site of Quiani further support the oxygen isotope results. Radiocarbon dating revealed that the midden sample spanned the Classic Chinchorro and Transitional Chinchorro epochs, from 5590 to 3830 B. P. Nitroaromatic and nitramine explosives have been found in the soil and water from many government military bases due to improper storage, weapons testing and production. Run-off from contaminated soil and water can enter underground water and potentially contaminate drinking water for near-by communities. During the summer of 1999, soil samples were taken from the Overton Wildlife Management Area (OWMA), located in the Moapa Valley of Clark County, Nevada. Although lead shot has been banned for the hunting of waterfowl since 1986, it is still legal for upland game hunting. The field sampled serves primarily as a dove hunting area and is cultivated. A large sample size was taken to indicate the short-term effects of the deposition of lead shot in the area and a small sample size, the long-term. The current recycling program on the University of Nevada Las Vegas (UNLV) campus does not have a special event recycling aspect. The purpose of this study was to develop a special event recycling program and make recommendations of how to effectively implement it on the UNLV campus. In order to develop this special event recycling program data was collected through surveys and a pilot study. The data collected was then used to formulate recommendations. Sea turtles appeared more than 200 million years ago in the late Triassic period. They grow very slowly, taking an average of 25 years to reach sexual maturity, with a life span averaging 40-50 years. From May to October green sea turtles (Chelonia mydas) emerge during the night and follow light cues toward the sea. Recently, beachfront development has increased hatchling mortality rate. When hatchlings emerge from nest, high densities of artificial lights lead them toward the land where they either desiccate and die, or are preyed upon. This thesis is a case study of the redevelopment project of the former Armory site in Las Vegas, Nevada, a United States Environmental Protection Agency Brownfield Pilot Project. This investigation uses benefit-cost analysis to determine whether the project is economically feasible. This examination includes a description of the Brownfield program, a description of the site, selection criteria, and the proposed future use of it. The results show that the benefits exceed the costs.

This paper will compare three remediation technologies to determine which is the most efficient and effective remediation treatment for a petroleum contaminated groundwater site. The three remediation technologies are in situ bioremediation, in situ air sparging, and air stripping with carbon filtration. This comparison will be done through a literature review. It will take the information derived from the review and then apply it to the information about a petroleum contaminated groundwater location. For unknown reasons horses went extinct on the North American continent approximately ten thousand years ago and were subsequently reintroduced by Spanish settlers in the 1400's. As European settlers moved westward, horses were perceived as competition for grasslands and their numbers were curtailed. Wild horses were granted Federal protection in 1959 with the passage of the 'Wild Horse Annie' law and further protected with the passage of the Wild, Free-Roaming Horse and Burro Act of 1971. Lead shot has been banned for hunting waterfowl since 1974, but lead poisoning continues to be a major problem in many waterfowl habitats. In December of 1999, soil samples were collected from the Honeybee pond at the Overton Wildlife Management area to determine the lead pellet concentration and the availability of lead shot to waterfowl. There were no shot pellets recovered from the thirty-one samples taken from the pond. Based on this information waterfowl do not appear to be exposed to lead in the pond areas at OWMA.

Samples of banded veins, microcrystalline quartz veins, and hydrothermal breccias +/- Au in the southern Castle Mountains, California were collected from four different zones within and up to 5 km outside the mine area in order to construct a paragenesis, interpret fluid origin, describe the thermal history, and examine fluid inclusion gas compositions as an exploration tool for low-sulfidation deposits. Two-thirds of the gold from the Lesley Ann deposit is associated with pyrite, found in zones of intense silicification, and precipitated due to sulfidation of rhyolitic host rock during the earliest stages of hydrothermal activity. Currently, a baseline study of water quality is being conducted in the Boulder City Wetlands. A 100 meter X 100 meter study site was chosen at White Rock Springs in Red Rock Canyon National Conservation Area, Nevada. To examine Syntrichia caninervis, a desert crustal moss, reciprocal transplantations (20 mm and 40 mm diameter cores) were performed between shaded to shaded, exposed to exposed, and shaded to exposed microsites to determine if it was possible to transplant the study organism with reasonable survivorship. Transplants were inspected following rain events for percent hydration, number of dead stems, and change in percent cover. Move-In collected cardboard boxes for recycling while Move-Out collected usable items such as shoes, clothes, food, bedding, and school supplies for resale. The Nevada Test Site (NTS) has served a crucial role in protecting the nation's security over the last 50 years. Changing national budgets and fiscal priorities have signaled dramatic adjustments for the NTS. Following the 1992 nuclear testing moratorium, the U.S. government has begun to make parts of the NTS available for private-sector use in an effort to generate money, utilize the Test Site's unique resources and capabilities, and provide economic development to southern Nevada. Automobile exhaust is a major contributor of harmful air pollutants. Exhaust emissions include water (H2O), carbon dioxide (CO2), carbon monoxide (CO), nitrous oxides (NOX), sulfur oxides (SOX), hydrocarbons (HC), and particulate matter (PM), and of these the four major air pollutants are CO, HC, NOX, and PM. Particulate matter is predominantly emitted from diesel fuel burning vehicles. In order to aid in reduction of air pollution, and reduce dependence on foreign oil imports, federal legislation has been enacted. Having large water users (i.e. golf courses) irrigate their turf with recycled water, they will significantly impact the water management efforts in the Las Vegas Valley. When each course is irrigating their turf with recycled water, this will help ease the drinking water demand in the valley, especially during the peak demand season (summer).

The assessment and cleanup of various nuclear sites throughout the country has become an increasingly important issue. Methods for assessment of radioactive material within pipe and duct systems at these sites must be cost effective, efficient, and safe. Several tests were conducted at the University of Nevada, Las Vegas, using both steel and aluminum pipes with a Cesium 137 source placed inside. A Geiger-Muller pancake detector was used to measure gamma rays from several angular positions and at various axial distances along the outside of the pipe. Elemental signature analysis (ESA) is a term that describes the use of the presence/absence or relative abundance of elements in samples. Several studies have been performed on the identification of these elemental signatures or fingerprints of water using inductively coupled plasma mass spectrometry (ICP-MS); Lake Mead is the primary water supply for the Las Vegas Valley. During the summer months, several large underground aquifers are used to supplement the Lake Mead water supply. The Nevada Test Site has over 400 subsidence craters formed by the collapse of overlying rock following underground nuclear tests. Under natural conditions, infiltration and recharge would not be considered likely due to infrequent precipitation events and extreme evapotranspiration. Crater U5a in Frenchman Flat was chosen for study because it intercepts significantly more drainage than surrounding craters. Vadose zone modeling was conducted to test the sensitivity of water movement to boundary and initial conditions. The Mojave Desert is affected by fire every year. With each fire comes the removal of old growth and, in its place, new growth – consisting primarily of those species which thrive in disturbed areas. The focus of my research is to look at plant communities that have been disturbed by fire, and examine the successional pathway of these disturbed environments. The seven environments I analyzed were burned within the last twenty years and are found in the Coleogyne ramosissima ecotone throughout the Spring Mountain range near Las Vegas, Nevada.
