Prelude To Democracy: A Study Of Proportional Representation And The Heritage Of Weimar Germany, 1871-1920, Donald J. Ziegler

Surprisingly little has been written in critical analysis of German election systems. Herman Finer, Sigmund Neumann, and Carl Friedrich, among others, have dealt for the most part with political parties. James Pollock has written descriptions of election machinery and procedures. Ferdinand Hermens has produced the standard work on proportional representation, one confined in the section on Germany to its alleged role in the disintegration and collapse of the Weimar Republic. With the recent exception of Eugene Anderson's excellent analysis of Prussian politics, however, treatments of election systems have been for the most part unrelated to the context of German society …

Studies of the prairie by the writer and Fitzpatrick during 1922-33 were both extensive and intensive. They were extensive in that they included an area of 60,000 sq. mi. in western Iowa, eastern Nebraska and portions of the four adjoining states. They were intensive in that a record of the kinds and distribution of grasses, the abundance and relative importance of forbs, and other pertinent data were ascertained and recorded separately for each of 135 selected areas. In 1958, geographic intelligence in the US Armed Forces was decentralized. US Army Corps of Engineers was primarily responsible for creation of military intelligence concerning the surface of the earth excluding the oceans and seas for the armed forces of the United States. The Beach Erosion Board, originally an agency performing civil functions, had been preparing coast and beach intelligence since early in World War II. Engineer intelligence guides were issued to provide guidance concerning collection, processing, production, and dissemination of geographic intelligence to elements of the Corps of Engineers.

In addition, it includes aircraft markings and illustrations of uniforms and rank insignia. The descriptions of mines also include instructions for disarming them. Much attention was given to small arms, artillery, and armored vehicles, and little to aircraft.
