In assembling this Annual Report we appreciated the opportunity to review major accomplishments and growth of the Space, Cyber, and Telecommunications Law (SCTL) program during the 2019-2020 academic year. Crime In Televised Presidential Campaign Ads: The Making Of Visual Metaphor, Lisa A. Kort-Butler

In televised campaign advertisements, political rhetoric potently combines with visual metaphors. Drawing on a digital library of presidential campaign ads from 1952 to 2016, the qualitative media analysis scrutinized how crime rhetoric became visual metaphor. Crime images were positioned and manipulated alongside other content to craft a story about crime and the candidates. Across all ads, two tactics emerged: depicting crime as a problem akin to other social ills – a dark stain; and posing crime as the sinister side to an otherwise vibrant society – a lurking shadow. Ground penetrating RADAR (GPR) is a widely used nondestructive testing (NDT) method for bridge deck evaluation. However, the current GPR signal and data processing software and algorithms are not able to provide comprehensive information about bridge deck condition. Although the original objective of this research project was to develop GPR analysis algorithms for condition assessment of bridge decks with asphalt overlay, the scope of work has been expanded to concrete bridge decks with or without overlays.

Material And Seismic Assessment Of The Great House At Casa Grande Ruins National Monument, Arizona, Douglas W. Porter, Anjali Mehrotra, Matthew J. Dejong, Angelyn Bass, Matthew Guebard, John Ochsendorf

The authors characterized earthen wall materials and plasters in a mid-fourteenth-century Hohokam great house at Casa Grande Ruins National Monument (Arizona) and assessed the seismic susceptibility of its puddled earth walls. Characterization included determining the microstructure, microcomposition, porosity, aggregate mineralogy, and identification of phases in the binding matrix for each of 36 samples and reconstructing plaster technologies, including material selection, preparation, and application sequences. Findings support the ideas that earthen materials were manipulated to optimize their performance to suit the unique site conditions and needs of the ancient people using the structure and included finishes that were unusual in southwestern …

This study is designed to determine if tiny houses offer a viable seasonal and/or permanent living environment for Nebraska residents. Two objectives are used to assess the viability of tiny housing in this Midwestern state. The first analyzes the economics (demand, supply, and cost) of tiny housing in metropolitan areas of Nebraska. The second identifies barriers to occupancy of tiny houses in the state. The transportation system is crucial for transferring people and goods from point A to point B. However, its reliability can be decreased by unanticipated congestion resulting from planned special events. For example, sporting events collect large crowds of people at specific venues on game days and disrupt normal traffic patterns.

The goal of this study was to understand issues related to road traffic management during major sporting events by using widely available INRIX data to compare travel patterns and behaviors on game days against those on normal days. There is research available on campus safety perspectives and issues, but these studies are primarily from the student perspective. Of the few studies that show campus safety perspectives from the faculty and staff viewpoint, fewer of these studies reflect these perspectives as they occur on community college campuses. The purpose of the study was to examine the perspectives of faculty and staff members on campus safety. For the study, twenty faculty and staff members were interviewed about their perceptions of campus safety.

In Nebraska, variations of bills attempting to amend mandatory minimum laws in the state have been introduced. The harshness of the mandatory sentences, as well as the looming state of emergency caused by prison overcrowding, have sustained the debate over sentencing laws. This essay identifies the core issues of mandatory minimum sentencing laws and analyzes the states of Nebraska, Texas, Alabama, California, and the federal system’s use of mandatory minimums for felony charges to identify potential solutions. Nebraska agricultural property taxes are among the highest in the United States. Over the last three years, Nebraska farmers and ranchers have paid nearly 31 percent of their net farm income as property taxes (47 percent in 2017). When state and federal taxes are factored in, this represents an effective tax rate of more than 50 percent (over 60 percent in 2017). While no one particularly enjoys paying property taxes (or any other tax), property taxes are especially burdensome for Nebraska farmers and ranchers.

The present paper utilizes (multimodal) critical discourse studies and cognitive linguistics to analyze the verbal and visual metonymies/metaphors found in online news sources that report on unaccompanied youths from Central America and Border Patrol/immigration officials in the U.S. Findings reveal verbal and visual metonymies that dehumanize and criminalize child migrants, while Border Patrol/immigration enforcement discourse creates WAR/WILD WEST metaphors that justify the militarization of the border. Although the 2018-19 Term at the Supreme Court did not include any blockbuster rulings like Carpenter v. United States,1 the Court issued a number of significant criminal law and procedure rulings. It addressed warrantless blood-alcohol testing, the dual-sovereignty doctrine, the right to trial by jury, ineffective assistance of trial counsel, questions of incorporation, prisoners’ competence to be executed, permissible methods of execution, and some important statutory interpretation questions.
