Environmental Impact Assessment In Practice: Exploring The Contradictions, Joel Novek Aug 1993

Environmental Impact Assessment In Practice: Exploring The Contradictions, Joel Novek

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

Since its introduction into Canada in 1973, Environmental Impact Assessment (EIA) has been controversial. Proponents argue that EIA is a practical means of achieving sustainable development because major projects are subject to an independent review before they are issued a license to proceed. However, the government's role in promoting resource-based development such as the ALPAC pulp mill (northern Alberta) and the Repap mills (northern Manitoba) has attracted considerable resistance. Public opposition to pulp and paper megaprojects in western Canada has reinforced the contradiction between the government's role as development promoter and as protector of northern resources and aboriginal populations.

Estimated Effect Of Alternative Production Practices On Profit And Ground Water Quality: Texas Seymour Aquifer, Ronald D. Lacewell, Manzoor E. Chowdhury, Kelly J. Bryant, Jimmy R. Williams, Verel W. Benson Aug 1993

Estimated Effect Of Alternative Production Practices On Profit And Ground Water Quality: Texas Seymour Aquifer, Ronald D. Lacewell, Manzoor E. Chowdhury, Kelly J. Bryant, Jimmy R. Williams, Verel W. Benson

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

The Seymour aquifer of north-central Texas is identified as containing elevated levels of nitrate. The area has been designated as a Hydrologic Unit Area under the President's Water Quality Initiative. The effect of alternative production practices on the relative changes in nitrate leaching through the vadose zone was measured by adding an extended soil profile in the EPIC-WQ simulation model. Net returns from alternative production methods were estimated by using returns from associated yield and adjusting the cost of different levels of nitrogen, irrigation, and harvesting. Trade offs between nitrate percolation and net returns were explored by plotting the net …

A Quality Assessment Using The Baldrige Criteria: Non-Academic Service Units In A Large University, Susan M. Fritz

Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research

"More for less" has become the challenge for higher education in the 90's. Budgets in higher education are shrinking at unprecedented rates, programs and services are being cut, and morale is plummeting. As a result, administrators are looking for creative reforms as they try to maintain quality on smaller budgets. One such reform is Total Quality Management (TQM). TQM has been widely applied to business and industry and the spread of TQM has been encouraged by a government-supported competition based on quality called the Malcolm Baldrige Award. The Baldrige Award scrutinizes seven areas: leadership, information and analysis, strategic quality planning, …

Isolation And Characterization Of New Wild-Type Isolates Of Bovine Lentivirus, David Suarez, Martin Van Der Maaten, Charles Wood, Ceclia Whetstone Aug 1993

Isolation And Characterization Of New Wild-Type Isolates Of Bovine Lentivirus, David Suarez, Martin Van Der Maaten, Charles Wood, Ceclia Whetstone

Nebraska Center for Virology: Faculty Publications

Two new isolates of bovine lentivirus, also known as bovine immunodeficiency-like virus (BIV), were obtained from a seropositive cattle herd in Florida. This is the first report of new isolates of BIV since the original BIV strain, R29, was isolated in 1%9. The two new BIV isolates were derived from blood butFy coat cells cocultivated in vitro with fetal bovine lung cell cultures. The new isolates differed in vitro from the original R29 isolate in replication and syncytium formation in fetal bovine lung cells. Both new isolates were confirmed as BIV by immunofluorescence assay, Western blotting (immunoblotting), and polymerase chain …

Cellular Track Model For Study Of Heavy Ion Beams, Judy L. Shinn, Robert Katz, Francis A. Cucinotta, John W. Wilson, Duc M. Ngo Aug 1993

Cellular Track Model For Study Of Heavy Ion Beams, Judy L. Shinn, Robert Katz, Francis A. Cucinotta, John W. Wilson, Duc M. Ngo

Robert Katz Publications

Track theory is combined with a realistic model of a heavy ion beam to study the effects of nuclear fragmentation on cell survival and biological effectiveness . The effects of secondary reaction products are studied as a function of depth in a water column. Good agreement is found with experimental results for the survival of human T-1 cells exposed to monoenergetic carbon, neon, and argon beams under aerobic and hypoxic conditions. The present calculation, which includes the effect of target fragmentation, is a significant improvement over an earlier calculation because of the use of a vastly improved beam model with …

Allotment In Severalty On The Northern Ponca Reservation: The Geography Of Disposession, Oliver Raimund Froehling Aug 1993

Allotment In Severalty On The Northern Ponca Reservation: The Geography Of Disposession, Oliver Raimund Froehling

Department of Geography: Dissertations, Theses, and Student Research

In 1890 the Ponca Reservation in Knox and Boyd county was parcelled up and each individual Ponca received a plot of land as his or her own. The remaining 72,000 acres were opened for settlement under the Homestead Act. During the next few decades, most of the remaining Ponca lands held by individuals were sold to non-Indians. When the Ponca were allowed to acquire some tribal lands under the 1934 Indian Reorganization Act, the land base had already disintegrated. One effect of this disintegrating land base was the increased out-migration of tribal members which eventually led to termination of the …

Atrazine In The Platte River And Lincoln Municipal Water, James D. Carr Aug 1993

Atrazine In The Platte River And Lincoln Municipal Water, James D. Carr

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

The City of Lincoln draws water from a well field along the banks of the Platte River near Ashland. Since 1989 we have monitored the infusion of atrazine into this well field via recharge from the Platte River. Samples of water from the river, several monitoring wells and production wells were analyzed by gas chromatography coupled to mass spectrometer following solid phase extraction. Atrazine concentrations were found to be less than 0.1 ppb before the growing season every year through 1989-1992. Atrazine in the Platte reached maximum concentrations of 5, 11, 19, and 19 ppb respectively in these years. These …

A Grain Agriculture Fashioned In Nature’S Image: The Work Of The Land Institute, Jon K. Piper Aug 1993

A Grain Agriculture Fashioned In Nature’S Image: The Work Of The Land Institute, Jon K. Piper

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

Modern industrialized agriculture is based on monocultures of annual crops requiring massive levels of biocide, fertilizer, and fossil fuel inputs. This form of agriculture has led to soil erosion and chemical contamination of soil and ground water. The Land Institute is studying a new model for grain agriculture, based on the prairie ecosystem, involving diversified plantings of perennial seed crops. Species we have studied include eastern gamagrass, wildrye, Illinois bundle flower, wild senna, Maximilian sunflower, hybrid perennial sorghum, and hybrid perennial rye. The Land Institute s research program develops perennial polycultures based on basic questions concerning high seed yield, over …

Free Trade And The Environment: A Case Study Of The Texas Colonias, F. Andrew Schoolmaster Aug 1993

Free Trade And The Environment: A Case Study Of The Texas Colonias, F. Andrew Schoolmaster

Great Plains Research: A Journal of Natural and Social Sciences (through 2013)

Colonias are unincorporated subdivisions located in the rural, largely unregulated portion of counties where building codes and regulations are either nonexistent or unenforceable. Colonias are characterized by Third World living conditions where basic infrastructure services such as wastewater collection and treatment, drainage, paved streets, and, in some cases, electricity is lacking. Housing is substandard, with poor plumbing, heating and cooling systems. In Texas, there are approximately 1,193 colonias (home to an estimated 280,000 people, mostly Hispanic) concentrated outside of El Paso, and in counties comprising the lower Rio Grande Valley. In 1989 and 1991, voters approved constitutional amendments that authorized …

The Structure Of Ethics In The Early Christian Church: A Sourcebook, James Edward Shaul Jul 1993

The Structure Of Ethics In The Early Christian Church: A Sourcebook, James Edward Shaul

Open Access Master's Theses (through 2010)

Rather than construct a moral monolith, or argue for any specific ethical position, the goal of this thesis is to lay a foundation upon which an ethical system can be built. The goal of this thesis is to construct a solid base of information that will inform and help direct discussion in Christian ethics. In finding a common base, the Christian community may not necessarily find moral consensus, but it certainly is hoped that is can find common understanding and therefore some measure of intellectual unity. This thesis attempts to examine the actual writings of the early Christian church, describing …

A Technical Approach To Groundwater Contamination Problems, Jacqueline C. Burton, Catherine Leser, Candace M. Rose Jun 1993

A Technical Approach To Groundwater Contamination Problems, Jacqueline C. Burton, Catherine Leser, Candace M. Rose

United States Department of Energy: Publications

Argonne National Laboratory has been performing technical investigations at sites in Nebraska and Kansas that have identified groundwater contamination by carbon tetrachloride. This comprehensive program will ultimately provide the affected communities with safe drinking water. The first step in the program is to evaluate the available data and identify sites that will require an Alternate Water Supply Study (AWSS). The objective of the AWSS is to identify options for providing a safe drinking water supply to all users, in compliance with the Safe Drinking Water Act. The AWSS consists of an engineering and cost evaluation followed by implementation of the …

Wreath-Laying In The George Eliot Memorial Gardens Nuneaton, June 27th 1993, John Tounsend

The George Eliot Review Online, ISSN: 2831-5375

Mr. Chainman, Mr. Mayor, Madam Mayoress, Ladies and Gentlemen, I feel particularly honoured by the invitation to address this distinguished annual gathering, not least because, nowadays at any rate, I have no pretensions to literary scholarship.

Twenty-five years ago I spent a lot of time studying 19th-century novelists. On just such an afternoon as today I sat with my contemporaries arguing the relative merits of these novelists. I have to say that even then George Eliot was not my favourite lady novelist: like any good Yorkshireman I was vociferous in my support of Emily and Charlotte Bronte. But soon after …

Early Adolescent Family Formation, Lisa J. Crockett Jun 1993

Early Adolescent Family Formation, Lisa J. Crockett

Department of Psychology: Faculty Publications

In the United States, adolescent family formation has been considered a major social problem since the late 1970s. The sources of concern are multiple. First, teenage childbearing is associated with risks for the mother and her child, including health problems, reduced life chances, and a greater likelihood of living in poverty. Second, a large and increasing proportion of births to teenagers are nonmarital; this appears to compound these risks. Third, the rate of teenage childbearing in the United States far exceeds those in other Western, industrialized countries (Alan Guttmacher Institute, 1986). The high rate of adolescent pregnancy in the United …
