Transportation Practitioners' Reflections On Addressing Transportation Barriers For Vulnerable Populations In Nebraska, Aysan Esmaely
Community and Regional Planning Program: Theses
This study examines transportation planning practices and challenges in Nebraska, with particular attention to how planners and agencies address the needs of vulnerable populations. Using a qualitative approach, thirty-five transportation planners, practitioners, and service providers were interviewed. Participants were selected based on their professional in transportation planning and service delivery. The study explores what institutional and funding barriers planners and practitioners face, and what strategies they consider most effective for improving access and inclusion. Findings reveal that limited funding, fragmented authority, and the absence of a coordinated regional planning framework significantly constrain transportation development across Nebraska. During the fall of 2025, we initiated a pilot migratory bird-banding project in the Nebraska Panhandle. While the project’s goals included examining species composition, volume, and body condition of migratory birds at the western edge of the state compared to the eastern edge of the state, we also used this project to document the occurrence of subspecies and species which are very challenging or impossible to identify through field observation. Here, we report on the first definitive records of two subspecies in Nebraska.

Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. This study first confirms whether Nebraska’s wetlands are still functioning hydrologically in ways that reduce flood impacts. Wetlands are known to lessen flood damage by storing water, slowing runoff, and moderating peak flows, but these benefits depend on the wetlands’ ability to maintain inundation and saturation through time. Many wetlands across the state have undergone drainage, hydrologic alteration, or isolation from surrounding watersheds, raising uncertainty about their present-day functioning. Using seven years of Sentinel-2 imagery processed in Google Earth Engine, this research establishes a clear, long-term record of inundation patterns across thousands of wetland parcels. Rainfall-Runoff Modelling In An Indonesian Humid Tropical Area Using Satellite-Based Precipitation Products, Noordiah Helda

This dissertation explores three rainfall-runoff models in the humid tropical regions of Indonesia using satellite-based precipitation products (SBPPs) and develops integrated machine-learning modeling frameworks. Several ground-based observations from BMKG (Badan Meteorologi, Klimatologi, dan Geofisika (also known as the Indonesian Agency for Meteorology, Climatology, and Geophysics)) stations across Indonesia (133−165 stations) are compared and evaluated against satellite products, indicating that GPM performs well, with R-squared values ranging from 0.54 to 0.76 and correlation coefficients ranging from 0.45 to 0.69, respectively.

This document explores the method by which Jianzhong Wang (王建中) (1933–2016), a celebrated Chinese composer and pianist, integrates traditional Chinese folk melodies with Western compositional techniques in his solo piano works, including Western harmonic techniques and tonal language, contrapuntal and polyphonic textures, formal structure and thematic development, and the imitation of instruments and sounds. Introduced to Wang’s music during high school through the piece, “Embroidering the Golden Plaque” from Four Northern Shaanxi Folk Songs, the author reflects on the artistic challenges posed by Wang. The Miocene of North America is characterized by dynamic changes in herbivore communities, habitat composition, and global climate. Long-term cooling and drying trends influenced large changes in floral and faunal communities. The Great Plains, North America shifted from closed-canopy biomes to open-canopy biomes with C3-grasses to biomes with C4-grasses. This shift affected the herbivore communities as browsing-adapted ungulates were replaced by grazing-adapted ungulates. Much focus has centered on the Great Plains, so it is not well understood how the changes in biomes compare to other regions of North America. Ethiopia is one of the largest countries in Africa, with a fast-growing economy, rich history, diverse agroecology, more than 70 languages, and a population exceeding 130 million. However, the country continues to face serious internal conflict, high malnutrition, and economic hardship, while the study of leadership effectiveness remains limited and lacks consistent longitudinal research. Monitoring plant health, including nutritional status assessment, is an important component of crop management decisions. This doctoral document addresses the use of agricultural remote sensing through focused investigations of plant disease detection and nutrient status assessment technologies that advance precision agriculture. The first chapter provides a comprehensive overview of remote sensing technologies in agriculture and examines current capabilities, limitations, and future directions. The final two chapters address studies that evaluated the virus-nitrogen interaction in wheat and compared methods to determine the nitrogen status of midseason field corn.

The rapid adoption of deep learning has come at the cost of properties long valued in artificial intelligence: intelligibility and safety. This dissertation develops methods that restore these properties by coupling neural networks with symbolic structure.
First, for supervised classification, I propose a differentiable decision tree integrated with a supervised variational autoencoder. The resulting model maintains competitive accuracy and generative performance while exposing clear macro-features in its latent space, improving interpretability.

This dissertation presents an innovative archaeoethnodemographic (AED) analysis of Navajo population dynamics during the Middle Period (AD 1720−1745) of the Gobernador Phase in the Dinétah, the ancestral Navajo homeland in northwest New Mexico. During this critical quarter-century, intensified Ute and Comanche slave-raiding and Spanish military expeditions forced the Diné to abandon traditional dispersed settlement patterns in favor of defensive aggregation around fortified pueblitos—small masonry defensive structures built on boulder-tops and mesa-rims throughout the region.

This dissertation developed disturbance detection models to fulfill the need for remote sensing landcover products describing grassland structure. The use of landcover products derived from remote sensing is increasing over time in pheasant (Phasianus colchicus) research. Such landcover, however, does not provide relevant pheasant structural habitat information (Chapter 1). Pheasants require tall, high-density grassland for nesting, tall grassland with medium density for brood rearing, and tall grassland for wintering. Time since disturbance can serve as a proxy for structure, as it shapes vegetation by removing biomass and resetting succession. Disturbance is easier to detect than structure with current …

Soil systems have the ability to store large amounts of carbon for both short and long periods of time, much like other carbon pools such as oceans and forests. This project examines how land use planning and zoning can support equitable deployment of community solar gardens (CSGs) in rural Minnesota counties and townships. Although Minnesota is widely regarded as a policy leader in community solar, most solar arrays are concentrated in metropolitan areas with greater planning capacity and demand. By contrast, rural jurisdictions must navigate dispersed populations, limited staff, and competing agricultural land uses. Focusing on Clay, Stearns, and Chisago Counties, the study analyzes local ordinances and related land use policies to understand how community-scale solar is defined, sited, permitted, and decommissioned.

This dissertation examines the purposes and roles of Black media in Omaha during the post–Civil Rights Era. It asks how African Americans and their allies in Omaha developed innovative media forms, institutions, and communication strategies to amplify Black voices, build community, and advocate for Black interests amid the rapidly shifting political and social landscape of the time. The overarching goal of this dissertation is to develop an integrated, simulation-driven framework to assess and enhance the resilience of interdependent transportation and healthcare systems before, during, and after natural hazards. By examining how spatial disruptions, social vulnerability, operational constraints, and infrastructure interdependencies affect access to and functionality of hospitals, this research offers a multifaceted evaluation of system performance under stress. Encounters with more-than-human identities are transformative moments that stand to affect dispositional and bodily change in individuals. From close brushes with wild animals in National Parks to everyday interactions with local ecologies, encounters invite us to feel and think differently about the nature of our realities. In Rhetorics of Encounter: Toward a Biocentric Theory of Discourse, I draw from interdisciplinary perspectives to disrupt the idea of rhetoric as a representational medium, arguing that rhetoric occurs not just through textual exchanges of words and symbols, but through embodied moments of contact with other responsive beings. Anoplocephalid cestodes collected from the southern mountain viscacha, Lagidium viscacia, in Boliva in 1986 are here examined, and a new species of Viscachataenia is described. The new species has numerous body measurements that are larger than the existing species, V. quadrata, but the eggs and corresponding structures of the new species are all smaller than those of V. quadrata.

Flooding remains one of the most pressing natural hazards in the United States, with increasing frequency and intensity driven by climate change. This thesis explores the adaptation planning strategies employed to mitigate flood risks in Bellevue, Nebraska, a city significantly impacted by the 2019 floods in eastern Nebraska. Using a mixed-methods approach, the study combines quantitative analysis of flood vulnerability with a critical review of local planning policies using documents, zoning ordinances and institutional frameworks. The genus Alocodesmus Silvestri, 1896 (Polydesmida: Chelodesmidae: Batodesmini) currently comprises six valid species, three of which are recorded for Colombia, including A. danielae Romero-Rincon and Alvear, new species, from Yondó, Antioquia Department. Two species are known from Panama and one from Venezuela. The new species differs from its congeners by having a spoon-shaped prefemoral process that is ventrally extended forming a conspicuous concave space with branch Z being shorter than branches X and Y. Samuel Aughey at age 39 became the first Professor of Natural Science at the new University of Nebraska in Lincoln, serving from 1871 to 1883. He was an ordained pastor of the Evangelical Lutheran Church, with an addendum degree from Pennsylvania College (now Gettysburg College) in 1856 and an A.M. degree two years later. His early pastoral work was in Pennsylvania, but in 1864 he became a home missionary to a church in Dakota City, Nebraska. Aughey’s career at the university was marked with successes and honors, but also criticism and questions about his basic knowledge of the sciences. While …
