Buffett Early Childhood Institute: Five Year Report 2013-18, Buffett Early Childhood Institute
Buffet Early Childhood Institute Reports and Publications
The Buffett Early Childhood Institute began operations in June 2013. We were charged with creating a new model for how public higher education can engage in early education by helping to transform the lives of young children and their families. This report presents a by-thenumbers profile of who we are and what we’ve accomplished in our first five years. Following the numbers you’ll find brief descriptions of programs, initiatives, financials, and the Institute itself.

The Child Care and Development Block Grant (CCDBG) Act of 2014 was reauthorized with renewed emphasis placed on the Child Care and Development Fund (CCDF) program, which seeks to provide equal access to quality child care for families. The CCDF program is necessary to ensure children from low-income families have the opportunity to experience stable, high-quality early experiences while their parents experience a pathway to economic stability. A primary goal of the CCDF program is to ensure that low-income families receive CCDF funds to help them access quality child care in the same manner as families that pay the full …

Femtosecond laser direct writing is widely exploited in surface periodic structures processing. However, this technique still faces challenges in obtaining high surface homogeneity and flexible morphology controllability. In this study, a flexible and efficient approach has been proposed to fabricate highly homogeneous and controllable nanogratings on silicon via chemical etching-assisted femtosecond laser modification. By precisely manipulating the laser-material interaction process, alternating amorphous-crystalline nanofringes are generated when employing femtosecond laser scanning over a Si sample, with almost no material removal. Following auxiliary chemical etching, highly homogeneous nanograting structures are obtained, and the morphology of the nanogratings can be flexibly managed through …

Effect Of Titanium And Zirconium Carbide Interphases On The Thermal Conductivity And Interfacial Heat Transfers In Copper/ Diamond Composite Materials, Clio Azina, Inaki Cornu, Jean-Francois Silvain, Yongfeng Lu, Jean-Luc Battaglia
Department of Electrical and Computer Engineering: Faculty Publications
Thermal properties of metal matrix composite materials are becoming ever more relevant with the increasing demand for thermally efficient materials. In this work, the thermal conductivity and heat transfers at the interfaces of copper matrix composite materials reinforced with diamond particles (Cu/D) are discussed. The composite materials contain either ZrC or TiC interphases and exhibit, respectively, higher and lower thermal conductivities with respect to their pure Cu/D counterparts. These thermal conductivities are accounted to the presence of strong covalent bonds and increased relative densities. The role of these interphases is also discussed regarding the phonon transmission at the interfaces.

International student mobility has been a highly discussed topic in higher education in the United States (U.S.). Yet current geopolitical issues necessitate a reexamination of how international students, especially those who would be considered students of Color, are transitioning to U.S. higher education institutions. Findings from three interviews that spanned participants’ first year on campus include the importance of social interactions, challenges with academic adjustments, and navigating the effects of politics. Suggestions for student affairs practice are addressed, including pre-sojourn connections and peer engagement.

National Collegiate Honors Council Monographs: Chapters
Our professional organization, the National Collegiate Honors Council (NCHC), has provided a good general definition of honors education while at the same time recognizing the “diversity of honors experiences across many institutions of higher learning.” Here’s how the definition reads, in part, from the NCHC website:
Honors education is characterized by in-class and extracurricular activities that are measurably broader, deeper, or more complex than comparable learning experiences typically found at institutions of higher education. (NCHC 2013)

Wildlife Viewing: The Impact Of Money-Back Guarantees, Takahiro Kubo, Taro Mieno, Koichi Kuriyama

Wildlife sightings are not always guaranteed. To address this risk, tour operators often offer a money-back guarantee as a refund mechanism. However, studies have overlooked the influences of such refund mechanisms on tourists' tour participation decisions and tourism revenue. We conducted choice experiments to examine the impact of such mechanisms using a case of Amami rabbit tourism in Japan. We found that the guarantee significantly influences the tourists’ decision-making and tour revenue. In particular, we found that the expected tourist participation rate and tour guide revenue vary drastically depending on the probability of the rabbit encounter. The maximum expected revenue …

Simple curiosity has sparked many a book, and that is true of this book, too. We wanted to know what role Frankfurt am Main played in the rise of the commercial art market in general and in particular of painting and printmaking during the early modern period. We were surprised to find no ready answer to our question, for although the Frankfurt Book Fair remains a major publishing event, art historians have not yet focused sufficiently on its precursor, the Frankfurt fair, an important location for the trade in paintings and prints. Frankfurt's hub function as …

The competition-colonization trade-off, by which species can partition spatial niches, is a potentially important mechanism allowing the maintenance of species diversity in plant communities. We examined whether there was evidence for this trade-off among tree species in a subtropical forest and how it correlated with eight functional traits. We developed and estimated a metric for colonization ability that incorporates both fecundity and seed dispersal based on seed trap data and the sizes and distributions of adult trees. Competitive ability was estimated as survival probability under high crowding conditions based on neighborhood models. Although we found no significant relationship between colonization …

It is well‐documented that content teachers (e.g., math, science, social studies, etc.) have not been adequately prepared to address the increasing number of multilingual students in their classes (Freeman & Freeman, 2014; Lucas, 2011). While many teacher education programs strive to prepare teachers during initial licensure programs (e.g., de Oliveira & Yough, 2015; Freeman & Freeman, 2014; Levine, Howard, & Moss, 2014) and recent work has focused on secondary teacher preparation at both pre‐service and in‐service levels (de Oliveira & Obenchain, 2018; de Oliveira, Obenchain, Kenney, & Oliveira, in press; de Oliveira & Shoffner, 2016; de Oliveira & Wilcox, 2017), …

“I Felt Valued”: Multilingual Microteachings And The Development Of Teacher Agency In A Teacher Education Classroom, Theresa Catalano, Hanihani C. Traore Moundiba, Hadi Pir
Department of Teaching, Learning, and Teacher Education: Faculty Publications
Existing research has explored the value of multilingual pedagogies that focus on utilizing the linguistic / cultural resources of students (e.g., García & Kleyn 2016, Turner 2017); however, there is still a need to examine how the kinds of teacher agency that can lead to multilingual pedagogies actually being implemented can best be developed in teacher education classrooms. The present study incorporates collaborative auto-ethnography to examine microteaching activities / reflections of three researcher-participants in a teacher education course on schooling and multilingualism. The authors found that playing the role of students in the microteachings enabled them to reflect on their …

Introduction: The Demonstrable Value Of Honors Education, Andrew J. Cognard-Black
National Collegiate Honors Council Monographs: Chapters
In May of 2016, a small cadre of scholars was called to the campus of Wayne State University in Detroit, Michigan, for the Honors Education Research Colloquium, a two-day meeting focusing on the future direction of research in honors education. The participants were assembled by Jerry Herron, who at the time was president of the National Collegiate Honors Council (NCHC), close on the heels of a decision by the NCHC Board of Directors in June of the previous year to make research—along with professional development and advocacy—one of three strategic priorities.
After a day of presentations, in turn, by each …

My children like to say that it is dangerous to ride on a plane or even an elevator with me. They know that, at some point, after the doors have closed or the seat belts are fastened, I am going to start talking about honors. As NCHC president this past year, I have had the honor to speak with a great many people about honors and, especially, to address the false dichotomy between “high ability” students, on the one hand, and those who have “high financial need” or are considered in some way “high risk”—students who are from low-income families …
Teaching Visual Literacies: The Case Of The Great American Dust Bowl, Mary F. Rice, Ashley K. Dallacqua
Teaching Visual Literacies: The Case Of The Great American Dust Bowl, Mary F. Rice, Ashley K. Dallacqua
SANE journal: Sequential Art Narrative in Education
Teachers and students require a range of tools to engage with visual texts. Using The Great American Dust Bowlby Don Brown (2013) as an exemplar text, we outline four conceptions of visual literacy: rhetorical, instructional, industrial and visuo-spatial and discuss their use in our literacy education practice. In addition, we provide a brief model of a second text, The Arrival (Tan, 2013) and a list of suggested texts for students at different levels (elementary, middle, and high school). We argue that these tools have the potential to deepen conceptions of visual literacies and empower teachers and students to understand …

The Least Accountable Branch?, James L. Gibson, Michael J. Nelson
Court Review: Journal of the American Judges Association
Under what conditions should judges be held accountable to their constituents for the decisions they make? In framing our question as we have we are immediately tipping our hand on two crucial issues: (1) we assume that judges have constituents, which is, of course, technically true of more than 90% of American judges, and (2) we imply that under at least some conditions, accountability is not only appropriate but required by most theories of liberal democracy. Our arguments run as follows:
• In many areas of law, including sentencing, judges are given by statute an enormous amount of discretion.
• …

We present here a complement to Judge Wayne Gorman’s article on the law of sniffer-dog searches in Canada found on page 52. Similar to Judge Gorman’s article, we examine U.S. Supreme Court cases about the use of police dogs in searches.
The U.S. Supreme Court first addressed the issue of dog sniffs in U.S. v. Place 1 pursuant to the Fourth Amendment protection from unreasonable government searches and seizures and requirements for obtaining a search warrant.2 We start with a brief historical 3 reminder of Fourth Amendment case law to provide context for current sniffer-dog questions. Next, we provide an …
Custom-Tailored Law: When Statutory Interpretation Meets The Internal Revenue Code, Michelle M. Kwon
Custom-Tailored Law: When Statutory Interpretation Meets The Internal Revenue Code, Michelle M. Kwon
Nebraska Law Review
When it comes to statutory interpretation, the traditional approaches fail to consider how the laws being interpreted by the courts were actually made. Instead, they tend to presume a uniform lawmaking process. In reality, the lawmaking process tends to be highly variable, both among, and even within, different areas of law. Traditional interpretive approaches also fail to consider the actual institutional capabilities of Congress or the courts. Textualist approaches give primacy to the words that Congress chose. By doing so, they implicitly assume that legislators accurately constructed the statutory text but pay no attention to whether the actual lawmaking process …

In spring 2018, two honors colleges—Indiana State University (ISU) and University of Wisconsin-Stout (UW-Stout)— came together to create a cross-institutional collaboration blurring the boundaries between campuses. This project connected first-year honors students with the core curriculum of two geographically separated honors colleges. Building on their studies of Classical mythology, ISU honors students in Classical Cultures of Greece and Rome reviewed, advised, and critiqued screenplays composed by UW-Stout students in Honors English, leading to the production of short films presented at ISU’s Spring Classics Fest and UW-Stout’s 4:51 Short Film Festival and Exhibition. Drawing on our NCHC 2018 panel presentation in …
Broaching Threshold Concepts: The Trouble With “Skills” Language In Defining Student Learning Goals, Angela J. Zito
Broaching Threshold Concepts: The Trouble With “Skills” Language In Defining Student Learning Goals, Angela J. Zito
To Improve the Academy: A Journal of Educational Development
This essay argues that description of student learning goals as various “skills” presents a conceptual threshold lying between and connecting routinely dichotomized characterizations of student learning—most notably, “concrete” versus “abstract.” Qualitative analysis of instructor interviews shows that “skills” language tends to conceal abstract (that is, affective) learning goals behind more concrete (that is, cognitive) ones. Ultimately, this essay proposes that cognitive and affective student learning goals might be more clearly articulated using threshold concepts within and across disciplines, and that the recognition of “skills” as both affective and cognitive is itself a threshold concept in educational development.

Identifying cropping systems with small global warming potential (GWP) per unit of productivity is important to ensure food security while minimizing environmental footprint. During recent decades, double-season rice (DR) systems in central China have progressively shifted into single-crop, middle-season rice (MR) due to high costs and labor requirements of double-season rice. Ratoon rice (RR) has been proposed as an alternative system that reconciliates both high annual productivity and relatively low costs and labor requirements. Here we used onfarm data collected from 240 farmer fields planted with rice in 2016 to evaluate annual energy balance, environmental impact, and net profit of …

Handling George Eliot’S Fiction, Peter J. Capuano

An argument that George Eliot was a novelist intellectually, philosophically, and aesthetically ahead of the majority of her peers thankfully needs no defense two hundred years after her birth. This lofty status, however, does not mean that Eliot was impervious to the cultural preoccupations of her time. Quite the contrary. A central contention of this essay is that Eliot, despite her imposing intellectual reputation, engaged with her culture’s popular interest in human hands in ways that profoundly affected her fiction. As I have argued elsewhere,1 the Victorians became highly cognizant of the physicality of their hands in large part …

Sustenance of the growing world population calls for increased agricultural production. However, this will have to be done while forecasts of water withdrawals on a global scale predict sharp increases in future demand to meet human needs. The inadequacy of irrigation water supplies has led to the need to consider deficit irrigation (DI) as a water saving strategy. DI is a deliberate under-application of water to growing crops.
In this study we carried out an economic analysis of DI in sugarcane farming with an aim of developing an understanding of the economic impact of various irrigation water management strategies. The …

COPE (Committee on Publication Ethics) is a non-statutory body which aims to provide practical publication ethics guidance for journal editors working in all research disciplines. COPE was first conceived by an editor of a specialist medical journal at the BMJ Publishing Group but has since grown to become a fully multidisciplinary organisation. As a result of perceptions within COPE that some members not in Science Technology and Medicine (STM) disciplines might not consider COPE to be as relevant, in early 2019 COPE, with the support of Routledge (part of the Taylor & Francis Group), commissioned primary research to better understand …
