In 1966, exactly fifty years before Hillary Clinton vilified middle America as racist, sexist and all the rest, Diana Trilling poured scorn on the “virtuous, substantial, Republican, churchgoing, civicminded citizens of the Middle West” in a commentary on In Cold Blood (1965) in Partisan Review. Not only, however, did Diana Trilling deride these citizens. She held one of them in particular, Herbert Clutter of Holcomb, Kansas, responsible for the murder of his own family even though he was murdered himself. How was it possible to arrive at such a perverse reading of Capote’s “nonfiction novel”? This essay argues that …

Elevating Rural Disability Data For Policy Impact, Rtc: Rural

Independent Living and Community Participation

In late 2023, the Research & Training Center on Disability in Rural Communities (RTC:Rural) and the Urban Institute partnered to better understand issues related to using and accessing rural disability data. First, we hosted two listening sessions to explore challenges and opportunities to improve the relevance, access, and accuracy of rural disability data. One listening session focused on perspectives from data users and rural community stakeholders. The other focused on perspectives from data producers including multiple federal agencies that collect and disseminate national, state, and local data. Night sky recreation is an emerging yet relatively unexplored segment of the tourism industry within Montana. Despite being home to some of the darkest skies in the nation, little is known about those who choose to stargaze in Montana. This study was designed to gather insights from previous visitors to Montana to better understand night sky recreation in the state and how visitors perceive Montana’s night skies. In the days and months following Hurricanes Irma’s and Maria’s landfall in Puerto Rico, photos and videos of the catastrophic impacts were broadcast throughout the world. These successive hurricanes in September 2017 tore down the electric grid, many of the wires, poles, and towers, and flooded substations. The almost total lack of electric service for 3.2 million people sent shockwaves throughout the archipelago as outside observers watched, horrified by the collapse of almost all other critical services dependent on electricity. Disrupted services included water supply and treatment, medical services, education, communications, and economic and business transactions. The decimated centralized transmission …

This Article is about needed updates to Montana’s Uniform Commercial Code. The Uniform Commercial Code provides a structure of rules to facilitate commerce. This Article begins by explaining where the Uniform Commercial Code came from and when Montana enacted it. It then summarizes Montana’s historical amendments to its Uniform Commercial Code and points out a pattern of amendments following new industries or significant changes to existing industries. Collaborative Research Report: Personal Assistance Workforce Capacity And Quality Outcomes, Luke Santore, Catherine Ipsen, Lillie Greiman, Lina Stepick

Employment

The growing demand for home-based care services contends with a major shortage of personal care aide (PCA) workers. PCAs support older adults and people with disabilities in home and community-based settings with activities of daily living, such as bathing, dressing, eating, and more. A thriving PCA workforce is necessary to match demand for home and community-based care. However, persistently low wages and poor job quality lead to high rates of turnover and shortages in the workforce. This research report aims to understand the relationship between PCA workforce capacity and quality of consumer-reported care for long-term services and supports.
