BACKGROUND: Associations between air pollution and a multitude of health effects are now well established. Given ubiquitous exposure to some level of air pollution, the attributable health burden can be high, particularly for susceptible populations. OBJECTIVES: An international multidisciplinary workshop was convened to discuss evidence of the effectiveness of actions to reduce health impacts of air pollution at both the community and individual level. The overall aim was to summarize current knowledge regarding air pollution exposure and health impacts leading to public health recommendations. Development's Victim Or Its Beneficiary?: The Impact Of Oil And Gas Development On The Fort Berthold Indian Reservation, Raymond Cross

This article assesses whether oil and gas development on the Fort Berthold Indian Reservation, given the critical geographic, legal, and socio-cultural differences which set it apart from the rest of North Dakota, will bring with it potentially devastating and unmanageable impacts that may overwhelm the tribal people of that reservation. The article seeks to fill an analytic gap in the existing oil and gas scholarship that has not, in the author's estimation, given sufficient regard to development's unique rights and impacts in Indian Country.

Distribution, Use And Cultural Meanings Of Ciprés De Las Guaitecas In The Vicinity Of Caleta Tortel, Chile, Kyla Sara Zaret

This study examined the changing roles of ciprés de las Guaitecas (Pilgerodendron uviferum) in the lives and livelihoods of Tortel community members. A political ecology framework built on concepts of power, scale and social construction was used to problematize the availability of the tree as a resource by revealing the multiple, contrasting perspectives of different socio-political actors. National and international policy documents were analyzed in order to uncover the discourses that drive decision-making at those scales. Building a 21st century movement capable of inspiring social and structural change requires creative education, resourceful collaboration, and civic engagement. The U.S. environmental movement is in need of strategies that bring a wide spectrum of people together, facilitate appropriate interpretation of problems, and prompt innovative, forward-thinking solutions. Environmental documentary film has the ability to dramatize the reality of environmental issues and empower audiences to become an active part of the change necessary to address environmental crises. In the semi-arid Inland Northwest, water is undoubtedly the most important natural resource. Western Montana’s Clark Fork River basin is no exception. As the population of western Montana continues to grow, the Clark Fork River basin below the Flathead Indian Reservation is largely in de facto closure to the establishment of new water rights. Communities face a great amount of uncertainty with respect to their ability to establish new water rights to accommodate future growth due to the de facto closure, along with the ongoing adjudication process and the inability for communities to grow into their claimed water rights established …

The Ethics - A Bridge for Communities and Scientists (E-ABCs) project was conducted in the community of Libby, Montana where it examined the ethical, legal, and social implications of asbestos contamination. The project was designed to explore how an awareness of ethics can support and enrich community dialogue and inform decision-making.
During the six year funding cycle for this project, a number of efforts were undertaken in order to provide resources for Libby residents who have diverse and changing needs and interests. The lessons learned from these efforts are reflected throughout the website and are summarized in the manual entitled, …

Collaborative Conservation Planning (CCP) has proven to create solutions to challenges many Montana and Americans face with protecting or restoring their natural resources and rural lifestyles from previous non-sustainable land use practices and rural land development. This planning model has proven to be successful when organized groups consisting of multiple stakeholders come together to find common ground and address decreased biodiversity, fragmented habitat, threatened traditional farming, timber, and ranching rural lifestyles through open space protection and restoration efforts. This article discusses the impact of the National Environmental Policy Act (NEPA) on the development of noncarbon energy sources and raises the question of whether the NEPA process should be altered to bring clean power online faster. The article examines the ability of the market to respond to the call for rapid adaptation to climate change and for rapid development of noncarbon sources of energy, given the regulatory environment and existing regulatory treatment of NEPA processes. In addition, the article examines examples of current streamlining of the NEPA process in the energy arena. The author notes arguments for and against …

In this article the author argues that the aims, contexts, and methods of client activism are paramount in progressive lawyering theory, and as such precede and define the question of how progressives should lawyer. The author suggests precursory paradigms that 1) clarify the ultimate political goals to which activism is and should be directed; 2) analyze the social conditions shaping and defining grassroots activity; and 3) specify and systematize the myriad methods that can and should be used to further these ends. Despite the availability of affordable, clean water from taps in our homes, increasing numbers of people are willing to pay for the convenience of portable water, and to consume bottled water imported from an exotic location, such as Fiji. Consequently, FIJI Water, an American-owned multinational corporation, now constitutes approximately 29 percent of Fiji’s domestic exports. At present, progress in mitigating global GHG emissions is impeded by political stalemate at the national level in the United States and the People's Republic of China. Through the conceptual lenses of multilevel governance and framing politics, the article analyzes emerging policy initiatives among subnational governments in both countries. Effective subnational emission-mitigating action requires framing climatic-stabilization policies in terms of local co-benefits associated with environmental protection, health promotion, and economic advantage. The industrialized world is littered with tens of thousands of acres of vacant, decaying, and often contaminated industrial and commercial sites. These sites, commonly referred to as “brownfields,” scar the landscape of communities, expose citizens to possible health risks, deteriorate surrounding land values, and erode the tax base of municipalities. Vacant and abandoned industrial sites are present in every state, but the blight associated with brownfields is worst in America’s “rustbelt,” the chain of once great industrial cites and towns stretching along historic canals and rail lines from Baltimore to Boston, and west to Milwaukee.
