The D.C. Circuit Court remanded three Brownsville, TX LNG approval orders to FERC for failing to adequately explain conclusions around environmental justice and climate concerns. The Court ordered FERC to reevaluate whether the projects are in the public interest. The LNG terminals and pipeline will disproportionately impact low-income, minority communities, and substantial greenhouse gas emissions from production and export will contribute to anthropogenic climate change. This case note explores the role that environmental justice and climate change play in federal agency decision-making processes, analyzes the legal framework for the Court's decision, and discusses how the outcome of this litigation could …

Energy Islands: Metaphors Of Power, Extractivism, And Justice In Puerto Rico, Catalina M. De Onís

Energy Islands provides an urgent and nuanced portrait of collective action that resists racial capitalism, colonialism, and climate disruption. Weaving together historical and ethnographic research, Catalina M. de Onís challenges the master narratives of Puerto Rico as a tourist destination and site of “natural” disasters. She demonstrates how fossil-fuel economies are inextricably entwined with colonial practices and policies and how local community groups in Puerto Rico have struggled against energy coloniality and energy privilege to mobilize and transform power from the ground up. This work decenters continental contexts and deconstructs damaging hierarchies that devalue and exploit disenfranchised rural, coastal communities. …

Evaluating The Social Impact Of The Roundtable On The Crown Of The Continent, Travis D. Anklam

For over a decade the Roundtable on the Crown of the Continent – a landscape-scale collaborative conservation network– has convened and connected people together to enhance conservation, culture, and community in the Crown of the Continent region. After years of conferences, workshops, and projects, participants have expressed a need to take stock of the difference that the network has made. This paper shares the results of an evaluation that used both qualitative and quantitative methods to assess the social impacts the Roundtable has generated for active participants. Study results reveal that the Roundtable has generated measurable and meaningful impacts for …

Complicity And Climate Change, Shalomita Kristanugraha

As individuals, how should we understand our personal complicity in climate change related harms? In this thesis, I argue that the predominant way we think of complicity within the Western moral paradigm—that is, as a distribution problem—is inadequate in helping us understand the nature of our complicity in climate change related harms. This inadequacy, in turn, psychologically hampers individual citizens residing in high-emitting nations of the Global North from effective and sustainable social and political engagement with climate change. A Policy Analysis Of Lead Paint Disclosure Implementation In Residential Homes In Missoula Montana, Marissa Lein Lehner

Using Weimer and Vining’s (2017) framework and interviews with key actors, this policy analysis evaluates the implementation of federal lead paint disclosure requirements in Missoula Montana. Lead based paint was commonly used in homes built prior to 1978. Disclosure requires landlords and any persons selling a home to disclose known lead-based paint hazards to buyers and renters. The policy was enacted to promote informed decisions to avoid or reduce the risk of lead paint exposure. Lead paint disclosure serves a critical purpose to inform citizens of risk of lead paint in older housing, because any lead exposure is particularly detrimental …

This thesis seeks to explore the similarities and differences between traditional ecological knowledge and Western science as a way to address long-held misconceptions about the efficacy of traditional ecological knowledge, or TEK. The motivation for this project arose from a deep desire to investigate the historical injustices toward Indigenous peoples in the name of conservation. The goal of this analysis is to illustrate that effective collaboration between Indigenous knowledge holders and Western scientists is not only possible, but desirable. Of all the living things on earth, humans have the unique ability to destroy all life. Paradoxically, even though our lives will ultimately be destroyed too, we also seem to have the inability to stop the destruction, or at least alack of will to stop it. As the daily litany of new destructions2 piles up and both the pace and the quantity increase, each loss is buried in the pile beneath humanity’s other problems. With the growing pressure of environmental degradation and exploitation to social and ecological landscapes around the world, conservationists are looking for new approaches to address the complex nature of transboundary issues. Large-landscape conservation supports conservation and management of ecosystems, wildlife, and resources in a more holistic approach that extends beyond protected area boundaries. Transboundary conservation, a distinct form of large-landscape conservation, operates across political and spatial scales by involving two or more countries cooperating to protect a border resource or ecosystem. Formal, government-to-government Consultation between sovereign nations is a process of continuous relationship-building, a partnership and an agreement made with all points-of-view included in the process, with results that have the fingerprint of all nations involved evident. The Federal Government is obligated to work with Federally-recognized Tribes as sovereign nations in matters that have or will impact each Nation’s people and places (reservations, treaty-protected areas)—a process legally known as Consultation. The Environmental Protection Agency (EPA), as a federal agency, must uphold the Federal Trust responsibility which includes the act of Consulting with Federally-recognized Tribes on matters involving human health and the …
