In Solar Energy Industries Association v. Federal Energy Regulatory Commission (“Solar Energy”), the court grappled with a complex web of regulatory and environmental considerations. The overall dispute was the promulgation and implementation of Order 872, a directive issued by the Federal Energy Regulatory Commission (“FERC” or “Commission”), and its alignment with the Public Utility Regulatory Policies Act of 1978 (“PURPA”) and the Administrative Procedure Act (“APA”). The dispute in Solar Energy is about FERC’s interpretation and application of PURPA in managing qualifying facilities (“QFs”). This report represents a substantial endeavor aimed at providing a critical examination of the complex interplay between fossil fuel development, environmental justice, and climate justice in a region of the United States that has an enduring legacy of economic injustice and environmental racism. In recent years, the rapid expansion of liquefied natural gas (LNG) infrastructure along the Gulf Coast has raised significant concerns regarding the environmental and social consequences.

This civic engagement project (CEP) is varied in its explorations. Philosophically, this paper uses Waltonian aesthetics to critique the concept of "soundscape.". Practically, this paper examines and details my methods for bringing awareness about soundscapes (as both worthy of aesthetic and ethical consideration) to the community of Missoula, Montana. Utilizing a scaffold of Anglo-American analytic aesthetics, philosophy of animals, and environmental aesthetics, I show (1) that the University of Montana soundscape has been neglected in many serious ways (2) why it should be considered as an aesthetic object worthy of aesthetic engagement and (3) how to engage with it in …

This interdisciplinary portfolio is an investigation into ecological communication through pedagogical design, online collaborative learning spaces, digital and print media, and creative writing. Braiding lenses of queer ecology, decolonial studies, anarchism, and collaborative and creative practice, this work hopes to explore the field of environmental communication through avenues that are reciprocal, community-driven, and oriented towards environmental justice and collective, intersectional liberation. Dispossession Of Ancestral Land: Effect Of Displacement On Indigenous Peoples' Life Satifaction, Kaitlyn Bird, Hailey Shangin, Alana Smutz, Julisa Lopez, Adam Farero, Stephanie Fryberg

North America's history of forced displacement and relocation of Indigenous tribes continues to affect contemporary Indigenous peoples (Wolfe, 2006). As climate change, socioeconomic disparities, and industry encroachment shape displacement, Indigenous people continue to be negatively impacted (Covey, 2021). The current work explores how displacement impacts life satisfaction for Indigenous Peoples, and whether cultural embeddedness modifies this relationship. Using the Indigenous Climate Justice survey (N=282), regression analysis illustrates that those who have not been displaced generally report higher life satisfaction than those who have been displaced (β=-0.255, SE= 0.108 p= 0.019). Lower reported life satisfaction is especially prevalent when those displaced …

Wildfires, Climate, And Equity: Towards Sustainable Forest Management And Conservation, Mark Regier Kreider

Forest and conservation sciences are both fields that inherently combine land and people, concerning topics such as the wildfire crisis, impacts of human-caused climate change on ecosystem functioning, and inequity of access to outdoor spaces. The research and science communication in this PhD dissertation explore these issues, integrating the biophysical and social sciences to promote understanding, stewardship, and conservation of human-forest systems. Chapter 1 assesses how humans shape patterns of fire through fire suppression, inadvertently ensuring that fires occur under the most severe conditions and effectively selecting for high-severity fire occurrences. As grizzly bears (Ursus arctos horriblis) begin to reoccupy more of their historic range, and as humans and large carnivore populations continue to increase, incidences of human carnivore conflict are on the rise. A decolonial curriculum designed in collaboration with the Confederated Salish and Kootenai Tribe’s wildlife biologists stands to increase awareness of Indigenous ecological knowledge and teach youth about the importance of coexistence with carnivores. Additionally, this project could greatly influence youth perceptions of grizzly bears and other large carnivores. In Breathing Hard in Beautiful Places, Lars Chinburg explores his connections to the people and places that have made him who he is in a collection of personal essays. The collection is inspired by the talents of many writers–Bill Bryson’s wry travel observations, Norman Maclean’s lyricism on the interplay of nature and family, Sigurd Olson’s gorgeous descriptions of place, and David Sedaris’ knack for drawing hilarity out of the prosaic, among many others.

Agrobiodiversity, the diversity of crops that been co-produced through humanenvironment interactions over millennia, constitutes an important part of humanity’s cultural heritage. Agrobiodiversity is as much about the local ecosystem and biotic resources, such as soil, water, pollinators, and microbes, as it is about human processes like sociocultural and linguistic practices, including farming methods, knowledge, skills, and natural resource management. River recreation in the U.S. increased dramatically in the 1970s as boating technology and recreational skill level shifted, thus a number of federally- and state-managed river areas instituted use limits over the years to prevent the environmental and social impacts perceived to have stemmed from increased use. These river managers were then faced with the task of allocating this use between private and commercial users (allotment) and within these groups (rationing), complicated by the fact that members of the public perceive equity differently. Early recreation use allocation research explored how different rationing techniques favor different groups, for example those with …

In the wake of a global pandemic and escalating societal challenges, yet another attempt to examine familiar debates about what we preserve and why and the typical arguments for and against historic preservation, seem inconsequential and disconnected from addressing more urgent societal needs such as systemic racism, inequality, police brutality, LGBTQ+ rights, economic and healthy disparities, and environmental justice. The land-based culture of our Shoshone-Bannock Tribes reflects our ability to live a healthy and good life by connecting to the land physically and spiritually in ways of respect, accountability, and other traditions that uphold land-human relations. In consideration of the settler colonialism that has spread across Turtle Island (a.k.a., North America) over the past 500 years, appropriation and contamination of land puts land-based cultures at stake. For the Shoshone-Bannock, two Superfund sites, a result and ongoing issue of settler colonialism, present an issue of environmental justice for the Tribes. River recreation in protected areas throughout the United States is increasing at a rapid pace, thus increasing stresses on river environments and the agencies that manage them. River recreation use allocation systems have been implemented, often in the form of permitting systems, to reduce impacts and distribute use among recreationists. However, these allocation systems are typically studied in the context of user preference, manager preference, and economic and policy considerations, thus it remains unclear to what degree these studies have addressed the concepts of equity and fairness within these systems.
