It’S Up To The States: The Role Of State-Based Safety Net Programs In Maternal Health Outcomes, Brooklyn Hall

This thesis explores the relationship between state-based safety net programs and maternal health outcomes in the United States. Using the case studies of five states, namely Mississippi, Alabama, Wisconsin, Minnesota, and California, this research examines how variations in programs such as Medicaid, the Earned Income Tax Credit (EITC), Temporary Assistance for Needy Families (TANF), and Paid Family Leave (PFL) influence maternal mortality rates and overall maternal health outcomes. The analysis shows that states with more generous and comprehensive safety net programs, like California and Minnesota, tend to report lower maternal mortality rates. The coordination between Unmanned Aerial Vehicles (UAVs) and Unmanned Ground Vehicles (UGVs) holds significant potential for completing complex tasks such as disaster response and construction surveillance by leveraging the strengths of aerial flight and stable on-ground transportation. Unfortunately, coordination between UAVs and UGVs is extremely complex and task-dependent, leading to limited understanding of autonomous collaboration. This thesis explores the process of designing an UAV-UGV collaborative system capable of aerially scouting a target destination, relaying its coordinates to a ground vehicle, and performing a precision landing for unison travel. Bacterial communities are important to ecosystem function in coastal environments, but the response of these communities to short term increased salinity conditions is understudied. This study utilized a microcosm setup to investigate the response of coastal seawater bacterial communities to three treatments: an unamended seawater control, a reference treatment that received reverse osmosis (RO) water, and an elevated salinity treatment that received artificial seawater dissolved in RO water. Microcosms were sampled four times over a five-day period to analyze the effects of time under different salinity conditions on the seawater bacterial community. 16S rRNA gene sequencing was used to analyze …

This thesis will examine how artificial intelligence (AI) regulation and development differ across political regime types, arguing that governance outcomes are fundamentally shaped by institutional political structures. This thesis will draw on comparative frameworks analyzing democratic and authoritarian systems. This thesis will also include case studies of the European Union, the United States of America, China, and Russia. The study finds that democratic regimes tend to emphasize transparency, accountability, and rights-based regulation of AI. This often results in slow regulation of AI, but it is more ethically legitimate and constrained. In contrast, authoritarian regimes prioritize centralized control, strategic coordination, and …

The notion that punishment should “fit” the crime dates back to legal retribution’s origins. Retributivism posits that offenders deserve punishment matching the severity of their crimes, lending intuitive appeal over utilitarianism, which critics argue ignores moral wrongdoing by focusing solely on social benefits like reduced harm.

Yet Adam Kolber’s work exposes proportionality’s vagueness: it raises more problems and questions than it solves. This Dissertation in Practice examines the potential integration of gender-sensitive Hostile Environment and First Aid Training (HEFAT) into journalism education to enhance the preparedness of women journalists for high-risk reporting contexts. Manuscript I investigates existing gaps in curricula, highlighting the distinct physical, psychological, and ethical risks encountered by women in hostile environments. Right (Or Wrong) To Bear Arms: Regional-Campus Women Students' Perceptions Of Campus Carry, Daniel Christian

Campus carry legislation remains one of the most contested higher education policy issues in the United States, particularly in states where concealed carry permit holders may legally carry firearms on public college campuses. Although prior research has included women as one of many demographics, there is a dearth of scholarship that focuses on college women exclusively to investigate their response to campus carry. This gap is concerning given documented gender differences in attitudes toward gun policy and the disproportionate impact of sexual violence and safety concerns on women in collegiate settings.

Health Data And Policy Related To Methamphetamine-Use Suicide In Mississippi, Mary C. Drane

The purpose of this research is to investigate how methamphetamine use in Mississippi, especially in its rural areas, intersects with public health, policy, and suicide outcomes in the state. Mississippi's methamphetamine crisis has evolved significantly, shifting from locally produced drugs to cartel-supplied crystal methamphetamine, while state and federal policies have struggled to keep pace with the scale and complexity of the problem. Using a convergent parallel mixed-methods design, this research analyzed CDC Wonder multiple causes of death data and SAMHSA Treatment Episode Data Set Admissions (TEDS-A) data from 2018 to 2024 alongside four qualitative key informant interviews with stakeholders across …
