On the four major rivers in South Korea (Han River, Nakdong River, Geum River, and Yeongsan River), 16 weirs were installed in 2011 to secure water resources. However, there is controversy that the weirs allow the summer Green Tide (hereafter referred to as GT) to thrive, so the South Korean government has been opening them since 2017 to evaluate their effectiveness. Kentucky’s legislation legalizing sports wagering in the Commonwealth and delineating its taxation, HB551 of the 2023 Regular Session of the General Assembly, has been implemented and posted numbers in its early months that suggested it will exceed revenue projections for the Commonwealth. Researchers have raised concerns, particularly in studying West Virginia, which implemented similar legislation in 2019, that sports betting may be cannibalizing existing gambling revenue for states that implement it. However, this was not conclusive. Procurement represents a substantial portion of public spending in state and local governments, and thus is an essential element of responsible public financial management. This paper explores the procurement process on the local government level and provides research into best practices that are conducive to equity and economic development. It takes a look specifically at Prince George’s County, Maryland and analyzes its procurement function in relation to these best practices. Property tax revenue is widely known as the largest own source revenue for local governments. However, other taxes such as local sales taxes (LST) and local incomes taxes (LIT) also provide significant revenue streams for local governments. For example, in Kentucky, “[e]xcluding Fayette and Jefferson, counties collected a total of $353.5 million in occupational license fees on payroll and net profits in FY 2022, making up 42.7 percent of all tax revenue” (Smith 2024).

If any group is to endure over time, individual frustrations, while inevitable, must be usually experienced as acceptable, or at least tolerable. Failing that, little would prevent the losers in these conflicts from leaving or revolting, which would be cumulatively debilitating to the group. As opposed to holding law’s job to impose order and police infringers, the second approach suggests that finding the balance between group and individual desires is the ‘major difficulty of all law—the problem of really getting a fresh start in relations between litigants after disposition of a trouble-case. On September 11, 2006, Jerry Schlichter, a personal injury lawyer from Saint Louis, Missouri, filed some of the first lawsuits claiming that excessive fees in 401(k) plans violated ERISA’s fiduciary standards. Since then, hundreds of suits have been filed challenging retirement plan fees, and the Supreme Court has rendered two decisions in cases claiming that excessive 401(k) plan fees violated ERISA’s fiduciary standards. Since the Supreme Court issued the second decision in 2022, retirement plan excessive fee litigation may have begun to slow. There may, however, be a new frontier in plan fee litigation: health care plan fees.

One of the challenges in the applications of instrumented indentation is to simultaneously measure elastic modulus and Poisson’s ratio of homogeneous, isotropic materials. This work proposes empirical equations for simultaneous calculation of elastic modulus and Poisson’s ratio of bulk metallic glasses (BMGs) from the ratio of the short diagonal length to the long diagonal length and the area of the Knoop imprint. The parameters pre- sented in the empirical equations are determined first by Knoop microhardness tests of 24 BMGs, whose elastic moduli and Poisson’s ratios are measured by resonant ultrasound spectroscopy. LiNi0.6 Mn0.2Co0.2 O 2 (NMC622) is a widely used positive electrode material for lithium-ion batteries, including electric vehicles. In this work, we investigated the effects of porosity, ranging from “zero” to the typical 35%, on the electrochemical behavior of high- loading NMC622 electrodes. Although it is well known that the energy density of the electrode increases with increasing areal capacity and decreasing porosity, NMC-positive electrodes with exceedingly low porosity (e.g., near zero) and high loading (e.g., 4 mAh cm−2 ) have not been investigated. A deeper appreciation of Stephen Sondheim’s Into the Woods may be achieved by examining the work under a new magnifying glass. After a synopsis of background information of the musical itself, the assertion is made that Into the Woods shows three basic stages of life that occur in a cycle: innocence, experience, and realization. This is supported by the proposition that the idea of innocence is represented by a recurring five-note motive (commonly referred to as the “bean theme”), and that the ideas of experience and realization are revealed through particular musical numbers. This project is a performance guide of Ben Moore’s (b. 1960) Ode to a Nightingale (2014), a song cycle for baritone set to the poetry of John Keats. Song cycles are an important fixture in classical voice performance, as well as academia, and there is a need to promote new works by American composers. Moore’s Ode to a Nightingale is a unique contribution to the song cycle catalog as it sets John Keats’s eight stanzas of the singular poem to eight separate songs, something that is exceedingly rare in practice. As the articulation technique of double-tonguing is becoming more necessary and desirable for oboists to learn, this document explores the benefits of incorporating Body Mapping methods and kinesthetic awareness exercises into the double-tonguing learning process. These methods of body exploration are applied only to the areas of the body deemed highly relevant to accomplishing double-tonguing: the atlanto-occipital joint, the temporo-mandibular joint, the throat, the tongue, and the roof of the mouth. This ethnographic study of U.S. popular music festivals subverts the impression of festivals as strictly ‘presentational’ live music events by utilizing a nuanced approach that is grounded in ethnographic fieldwork, historical analysis, and participant interviews.
Interlocutors, drawn from the author’s personal network of festival attendees, musicians, and promoters, reflect on “particularly positive festival moments,” the social and emotional benefits of festivals, and the corporeality of festival aesthetics. Discourse and published media play a vital role in festival participants’ perception of the festival field and their place within it; therefore, this study draws inspiration from the tripartite focus of iconic festival …

With increasing herbicide resistant weed populations in Kentucky winter wheat, producers are looking for new weed control options for Italian ryegrass (Lolium perenne L. ssp. multiflorum Lam.). A field study was conducted to better understand Italian ryegrass seed dispersal and the effectiveness of the Redekop seed control unit at winter wheat harvest in Kentucky. During harvest, the number of Italian ryegrass seeds shattering at the combine header, in the chaff, and contained in the grain tank was not significantly different. When the grain and chaff samples were combined, significantly more Italian ryegrass seed entered the combine. The integrated …

Soybeans, which are widely grown in the United States, are used as food, animal feed, and industrial oil. The rise in plant-based diets highlights the high protein content and versatility of soybean. Understanding seed development is crucial for increasing yield. Soybean seed development includes three phases: lag, seed-filling, and maturation. Post-fertilization, the seed undergoes cell division in the lag phase, forming the embryo, endosperm, and seed coat. The embryo absorbs the endosperm and develops into two cotyledons. During the seed-filling phase, cotyledon cells accumulate starch, proteins, and lipids. During maturation, seeds dry out and become quiescent. Studies indicate that the …

INTRODUCTION: Research-oriented autopsy cohorts provide critical insights into dementia pathobiology. However, different studies sometimes report disparate findings, partially because each study has its own recruitment biases. We hypothesized that a straightforward metric, related to the percentage of research volunteers cognitively normal at recruitment, would predict other inter-cohort differences.
METHODS: The National Alzheimer’s Coordinating Center (NACC) provided data on N = 7178 autopsied participants from 28 individual research centers. Research cohorts were grouped based on the proportion of participants with normal cognition at initial clinical visit.
RESULTS: Cohorts with more participants who were cognitively normal at recruitment contained more individuals who …

The dissertation consists of three chapters exploring three different facets of corporate debt structure choice. In the first chapter, “Risk Management and the Choice between Secured and Unsecured Debt: Evidence from Natural Experiment,” I study whether and how corporate hedging affects firms’ choice between secured and unsecured debt. Exploiting the introduction of steel futures as a natural experiment, I provide causal evidence that risk management enables firms to switch from secured to unsecured debt without sacrificing debt capacity. Cross-sectional evidence supports the interpretation that risk management drives the results. The effects are stronger for firms that are more likely to …

Their murders sparked outrage, protests, and calls for action and change in the United States through a critical examination of race relations across numerous facets of society. Structures such as educational institutions were called to perform this critical examination much in the same way that cities and industries were. This study investigates how higher education institutions in the Appalachian region collect, assess, and utilize data to inform diversity, equity, and inclusion (DEI) initiatives and broader institutional transformations. It focuses on understanding how data influences policy reforms, operational practices, and cultural shifts within these institutions. Through a mixed-methods approach—comprising surveys, semi-structured interviews, and focus groups—the study examines the perspectives of key stakeholders, including DEI administrators, non-DEI administrators, and executive-level leaders.

This phenomenological study examines the success strategies employed by professional African American women (AAW) at predominately white higher education institutions (PWIs). Grounded in Black Feminist Thought (BFT), the “Outsider Within” framework (Collins, 1986), and the concept of “failed citizenship” (Banks, 2017), it explores how AAW navigate and redefine success within environments shaped by exclusionary white patriarchal norms. Through interviews with ten co-laborers, two themes emerged: liberation from unsupportive environments and negotiation strategies to define success.
Findings reveal that AAW’s success strategies center on identity, self-awareness, and rejecting institutional oppression. Co-laborers articulated their liberation by naming the environment as oppressed, fostering …

Licochalcone A (LCA) is a characteristic compound of Glycyrrhiza inflata with anti-inflammatory, antioxidant and antitumor activities. However, G. inflata produces LCA in low quantities that does not meet the market demand. In this study, we found that DNA methylation inhibitor 5-azacitidine (5-azaC) successfully improved the LCA contents in G. inflata seedlings. Transcriptome analysis revealed a series of differentially expressed genes (DEGs), including transcription factors such as MYB, ERF, WRKY, and some structural genes related to flavonoid biosynthesis. However, whole genome bisulfite sequencing (BS-seq) results showed little effect of the 5-azaC treatment on the alteration of DNA methylation on these genes, …

Gamete nuclear migration is a critical process during fertilization in flowering plants, yet its molecular mechanisms remain poorly understood. Recent studies have highlighted the essential role of cytoskeletal elements, particularly F-actin, in directing sperm nuclear migration, contrasting with the microtubule-driven migration in animals. We summarize the process of sperm nuclear migration in plants and the involvement of Class XI myosin XI-G in Arabidopsis, along with the ROP8-SCAR2 pathway’s ARP2/3-independent mechanism for F-actin nucleation. We also provide a comparative overview of examples from sea urchins, C. elegans, mice and yeast contrasting these mechanisms with those in plants. Finally, we …
