The report submitted herewith pertains to an experimental installation of aluminum guardrails which was completed in February, 1963. Progress reports, as required by PPM's 60-2 and 50-1.1, have been pending since the project began; however, all of the eligible information has been combined into the current report. Of course, long-time performance histories cannot yet be documented; and, for that reason, the report is considered to be interim rather than final.

When Kentucky's 1964 tobacco crop is stripped , there will be about 176,000 tons of stalks in and around stripping barns. There will be more than $2 million worth of nitrogen, phosphorus and potassium in them.

If these stalks are left outside the barn and exposed to winter rains, 61 percent of the nitrogen, 38 percent of the phosphorus, 83 percent of the potassium and 41 percent of the organic matter may be lost.

When a pipe culvert is constructed on or near the natural ground surface and covered by a highway fill or embankment, the weight of the embankment compresses and consolidates the foundation soil, settlement occurs, and the culvert subsides and sags below the original grade line. Experience has shown that culverts which become clogged with silt and debris, become disjointed and faulted, leak, become undermined, and endanger the stability of the embankment. These and other damages attendant to settlement restrict the flow of water, prevent adequate inspection of the structure, and may eventually require extensive maintenance or complete replacement of the …

According to Joe Creason's report appearing in the Courier-Journal June 23, 1957 (copy attached), the Kentucky Rock Asphalt Company elected, June 14, 1957, to liquidate. Among the assets was a stockpile of material which was valued at $197,000 (I recall that the stated price, F.O.B. Sweden, in 1955 was $7.00 per ton); this calculates to be 28,140 tons-- which is a small quantity in comparison to the gross production (200,000 to 275,000 tons; $1.2 to $1.75 million) during some prior years. More than 16 million tons of farm manures valued at more than $47 million are produced on Kentucky farms each year.

Almost half of these manures accumulate in barns, feedlots, and loafing areas. A large part of this will accumulate in these areas between now and pasture time next spring. These manures must be removed from time to time and the cost of handling is unavoidable. Preserving their value and using them wisely on crops and soils that benefit from them will give a fair return on handling costs.

The Drakesboro-Paradise Road (KY 176), extending 2.84 miles from its junction with KY 70 at Drakesboro to a point on KY 176 approximately 1.8 miles southwest of Paradise, was surfaced in early August with a 1 1/4-in, course of Class I, Type A bituminous concrete containing 40 percent wet-bottom-boiler slag from the T.V.A. power plant at Paradise, Kentucky. The use of the slag was on an experimental basis, and the objective was to determine the feasibility of utilizing the slag as an anti-skid aggregate in other, high-type,bituminous surfacing in that area.
