Social And Cultural Impact Of A Proposed Reservoir On A Rural Kentucky School District, Charles R. Smith, Philip Drucker

This study utilizes anthropological concepts and research methods to study the educational system of a Central Kentucky school district with the goal of predicting the impact on it of a proposed multi-purpose (flood control, recreation, etc.) reservoir, and proposing options for forestalling dysfunctional aspects of that impact. The impact will result from the fact that although the county is now rurally oriented, the proposed reservoir will attract (has already begun to attract) urbanite residents from nearby Louisville, Kentucky's largest urban center, who can be expected to bring urban values concerning education, as well as other areas. All efforts to improve the criminal law of this commonwealth prior to 1972 were directed toward relatively narrow problems. Legislative changes in the law had been made from time to time, almost always without conscious regard for the manner in which related principles were affected. Defects of considerable importance resulted. The criminal law became substantially disjointed and difficult of administration. Unjust and inequitable treatment of offenders was more prominent than its opposite. In some instances sanctions were clearly inadequate for the type of behavior sought to be controlled. Before-And-After Analysis Of Safety Improvements On I 75 In Northern Kentucky, Jerry G. Pigman, Don L. Cornette

Kentucky Transportation Center Research Report

In an attempt to evaluate the effectiveness of various safety improvements on approximately five miles of I 75 in northern Kentucky, a before-and-after analysis of accidents was conducted. Safety improvements were: 1) a variable message signing system in the northbound direction; 2) a New Jersey-type median barrier wall; and 3) general improvements such as guardrail end treatments, break-away sign installations, contour grading, etc.

Results indicate the safety improvements were effective in reducing the overall accident rate. Separate analysis also revealed that variable message signs were effective in bringing about a significant reduction in accident rates. There were no fatalities during …

Kentucky Transportation Center Research Report

Several ASTM and Kentucky CBR tests were performed at different molding moisture contents and compactive energies on the AASHO embankment soil, four representative Kentucky soils, and one soil from Ohio. These data were compared to CBR data previously reported by Shook and Fang. For CBR's ranging from about 4 to 12, a relationship was developed between Kentucky and ASTM CBR's. Within this range, Kentucky and ASTM CBR's are approximately equal. Molding specimens under the static pressure of 2000 pounds per square inch as used in the Kentucky CBR procedure produced specimens with initial dry densities that averaged about 6 percent …

Models Of Outdoor Recreational Travel, John A. Deacon, Jerry G. Pigman, Kenneth D. Kaltenbach, Robert C. Deen

Kentucky Transportation Center Research Report

The purpose of this investigation was to evaluate models of travel flow from population centers throughout the United States to outdoor recreational areas in Kentucky. Data were obtained by means of a license-plate, origin-destination survey at 160 sites within 42 recreational areas and by means of a continuous vehicle counting program at eight of these sites. Attempts to simulate distributed travel flows concentrated on various single-equation models, a cross-classification model, and gravity and intervening opportunities models. The cross-classification model was found to be an acceptable means for simulating and predicting outdoor recreational travel flows and was decidedly superior to the …

Elongate, low-amplitude flexures in strata of Pennsylvanian age have been delineated in recent mapping by the U. S. Geological Survey in co­operation with the Kentucky Geological Survey in a 600-square-mile (l ,536- square-kilometer) area between Pine and Cumberland Mountains in south­eastern Kentucky. Cresta! culminations on gentle anticlinal folds may indicate loci of subsurface closures for entrapment of oil and gas. The area studied is underlain by more than 15,000 feet (4,500 meters) of Paleozoic strata containing potential source-beds, reservoirs, and cap rocks. Faults, unconformities, abrupt facies changes, and regional thickness variations en­hance the geologic setting for possible oil and gas …

Several states have recently enacted legislation regulating dredge and fill operations in certain classes of nonnavigable waters. Professor Ausness examines some of the decisions arising under these acts to determine if any distinguishable trend has emerged regarding the nature and extent of constitutional limitations on the regulation of such activities.
