Capillary-Diffusion And Self-Diffusion Of Liquid Water In Unsaturated Soils, Ronald E. Phillips, V. L. Quisenberry Jr.
Capillary-Diffusion And Self-Diffusion Of Liquid Water In Unsaturated Soils, Ronald E. Phillips, V. L. Quisenberry Jr.
KWRRI Research Reports
Capillary-diffusion coefficients were measured by use of inflow and outflow methods. With both methods the capillary-diffusion coefficients decreased very rapidly with decreasing water content. The lighter textured soils were found to have the higher diffusion coefficients over the entire moisture content range studied, 0 to 1 bar tension.
Self-diffusion coefficients were measured over a moisture content range from air dryness to saturation using 3H as a tracer of water. Each of the soils gave the same diffusion characteristics when the self-diffusion coefficients were expressed as a function of either water content or average number of water layers on the …

Detection And Identification Of Molecular Water Pollutants By Laser Raman Spectroscopy, Eugene B. Bradley, Charles A. Frenzel, John Reeves, Robert Mcconnell, Kay Lane
Detection And Identification Of Molecular Water Pollutants By Laser Raman Spectroscopy, Eugene B. Bradley, Charles A. Frenzel, John Reeves, Robert Mcconnell, Kay Lane
KWRRI Research Reports
Laser Raman spectroscopy is evolving into a primary tool for the Identification of molecular water pollutants. This study pushes the limits of detectivity of carbon disulfide and benzene to ~ 20 ppm in water solutions using a high-resolution Raman spectrometer, cooled detectors, and photon counting techniques. The primary limiting factors were found to be the low throughput and the scattered light performance of the monochromator as well as insufficient laser energy.
An optomized design for a pollution-measuring instrument is suggested, and a prototype has been built which is useful with any value of excitation energy short of sample degrading. The …
The Effect Of Sovereign Immunity On Environmental Protection Suits Against Government Officials, Richard C. Ausness
The Effect Of Sovereign Immunity On Environmental Protection Suits Against Government Officials, Richard C. Ausness
Law Faculty Scholarly Articles
A number of excellent articles have been published on the general subject of federal sovereign immunity in recent years, but most of them have been substantially concerned with legislative or judicial reform of this and related doctrines. The growing importance of environmental values as significant social and legal interests compels an examination of the relationship between sovereign immunity and the environmental protection suit. This article will trace the past and recent development of the immunity doctrine and consider its present and potential impact on environmental litigation.

Administering State Water Resources: The Need For Long-Range Planning, Richard C. Ausness, Frank E. Maloney
Administering State Water Resources: The Need For Long-Range Planning, Richard C. Ausness, Frank E. Maloney
Law Faculty Scholarly Articles
Drastically increased demands upon the nation's water resources are predicted in the coming years as a result of population growth, increased per capita use of water, and the progressive concentration of the population in urban areas.
One solution to the water shortage problem is to obtain water from new sources. The boldest and most ambitious proposal is the North American Water and Power Alliance (NAWAPA). This project would result in the damming of various rivers in Alaska and the Canadian Yukon, and transporting the waters of these rivers into a largely man-made five hundred mile long reservoir along the Rocky …

The aluminum guardrails were installed in February 1963. All rails are the deep-beam type and were installed in accordance with special provisions which covered material requirements and erection procedures. The special provisions …
Measuring The Intangible Values Of Natural Streams, Part I, John A. Dearinger, George M. Woolwine
Measuring The Intangible Values Of Natural Streams, Part I, John A. Dearinger, George M. Woolwine
KWRRI Research Reports
The purpose of this study was to apply the "uniqueness concept" to the quantification of the intangible values of natural streams. The methodology is based on procedures developed by Luna B. Leopold and Maria O. Marchand of the U.S. Geological Survey. It involves the evaluation of a set of characteristics or factors for selected stream sites. Each factor is rated for each site on a numerical scale indicative of the range of possible "values" for that factor. An "uniqueness ratio" (the reciprocal of the number of stream sites sharing a given category rating) is then computed for each stream for …

Hot-Mix Coal-Tar Concrete Pavement, Donald C. Newberry Jr., Jerry G. Rose
Kentucky Transportation Center Research Report
The principle objectives of this research were:
- To compare the economics and performance of coal tar to asphalt cement;
- To develop reliable coal-tar construction specifications;
- To familiarize personnel with coal-tar construction; and
- To implement Section 201, Subsection d and e, of the Appalachian Regional Development Act of 1965.
To accomplish these objectives, a 6.6-mile experimental section utilizing coal-tar (RT-12) concrete base and surface and 5.1-mile and 5.7-mile control sections utilizing asphalt (PAC-5) concrete base and surface were placed on relocated KY 15 in Perry, Knott, and Letcher Counties during the 1969 and 1970 construction seasons. The pavement consisted of an …

Kentucky Transportation Center Research Report
The expanding system of limited access, multilane highway facilities in the United States has enhanced traffic service between many varied origins and destinations. As a result, these facilities have not only reduced travel times and travel costs, but have generated additional travel by virtue of their technological splendor. The increasing dominance of multilane highways in terms of percentage of total vehicle miles travelled has produced a revolution in highway engineering philosophy. Higher design speeds, increased lane widths, lateral separation of opposing traffic streams, absence of passing restrictions, and increased traffic capacities were attributes intuitively sought. An ironic result is the …

The electronics developed for the system included digitizing circuitry which processed the load cell signals and recorded the data on digital magnetic tape. Computer processing of the field data produced tabular information on vehicle speed, axle spacing, number …
A Modern Proposal For State Regulation Of Consumptive Uses Of Water, Richard C. Ausness, Frank E. Maloney
A Modern Proposal For State Regulation Of Consumptive Uses Of Water, Richard C. Ausness, Frank E. Maloney
Law Faculty Scholarly Articles
As a nation, the United States is in the early stages of a developing water crisis. With an exploding population accompanied by great technological advances in industry and agriculture, America is using progressively more water each day; the increasing use threatens to exceed available supplies in the future unless available resources are properly managed.
As the demand for water grows, problems related to the equitable allocation of this important resource will likewise increase. The need that presently exists for an integrated and balanced approach to the problems of water consumption, pollution, navigation and recreation will become even more acute in …

The Generation Of Flood Damage Time Sequences, John P. Breaden
The Generation Of Flood Damage Time Sequences, John P. Breaden
KWRRI Research Reports
There is a need in water resources planning to develop a procedure for determining the time pattern in which flood damages occur as a function of the rise and fall of the flood hydrograph. The widely-used approach for estimation of flood damages does not take into account the fact that the frequency of the annual flood peak may not be the same as the frequency of the total annual flood damages. As examples, several small storms during the year may do more damage than a single larger storm, or flood damages may be reduced by a reduction in flood duration …

International Environmental Damage Control: Some Proposals For The Second Best Of All Possible Worlds, Stephen J. Vasek Jr.
Law Faculty Scholarly Articles
Recent meetings of international law experts have produced considerable debate over the type of international regime necessary to effectively control pollution. Divergent views expressed range from the "survival approach" of Professor Falk to the "grocery-list approach" of Christian Herter Jr., Special Assistant to the Secretary of State for Environment. The "grocery-list approach" is an operational approach which involves doing what can be done by the use of available means including discussion to define common interests, international agreements based on those shared interests, unilateral action where appropriate and increased use of the UN for a variety of purposes such as environment …
