Background: In April 2020, the University of Kentucky (UK) implemented a division entitled the Enhanced Care through Advanced Technology Intensive Care Unit (eCAT ICU) to provide tele-critical care (TCC) services in all critical care areas at UK Healthcare. The eCAT ICU at UK HealthCare was the first TCC delivery system of its kind in the state of Kentucky. Use of TCC has been associated with improved patient outcomes and decreased costs.

Abstract

BACKGROUND: Prisoners who are detained in jails and detention centers have higher rates of Severe Mental Illness (SMI) compared to the general population. However, SMI is often unidentified in this population, largely due to lack of assessment using effective SMI screening tools and lack of knowledge among prison staff about the prevalence of SMI and the importance of identification in the correctional setting. Prisoners with SMI often act out violently against others and themselves. Current standard practice for SMI screening varies significantly across jails. This capstone project examines the current state of burnout, prevention strategies, prevalence, and introduces neuroleadership as a new leadership theory to advance burnout prevention among the public human service population. Neuroleadership presents a new conceptualization of leadership practice and burnout prevention method by utilizing neuro-informed leadership practices. Black boys experience a myriad of trauma as they navigate through society under the gaze of white patriarchy and archetypes. Whether engaging in trauma or witnessing it, it impacts Black boys tremendously, particularly in the educational setting. What typically looks like misbehavior in the classroom can be symptoms of unaddressed and untreated trauma that have been triggered and exacerbated in the school setting. As a result, this phenomenon contributes to the disproportionality of Black boys in special education and adds to the expansion of the school-to-prison pipeline.

A positive doctoral experience is rooted in an understanding of the expectations and reality of doctoral–level work. Students need specific knowledge, skills, and mindsets to complete coursework, critically analyze research, and write and defend a research dissertation. Despite a mutual commitment to academic achievement and graduation by faculty and students, attrition in doctoral programs remains high. This rate is even higher for those in online programs. This research explores the current state of Construction 4.0 and discusses a four-layer implementation of Construction 4.0 in the industry. The research methodology consists of an extensive literature review to gain insights about Construction 4.0 and frame the four-layer implementation plan. Futurological Fodder: On Communicating The Relationship Between Artificial Intelligence, Robotics, And Employment, Michael E. Samers Dr

This article examines the debate concerning the employment implications of the so-called ‘Fourth Industrial Revolution’ (FIR) or the increasing presence of artificial intelligence and robotics in workplaces. I analyze three ‘genres’ associated with this debate (academic studies including neo-classical and heterodox/post-human approaches, the ‘gray literature’, and popular media) and I argue that together they represent ‘futurological fodder’ or discourses and knowledges that ‘perform’ the FIR and its purported consequences. I contend further that these genres involve a complex mix of ethics and politics, and I conclude with a reflection on the political implications of the FIR debate.

Since early 2020, the global COVID-19 pandemic has interrupted activity across business, education, research, and communities. Public health safety precautions have forced drastic reductions in economic and educational activity, resulting in widespread economic uncertainty and sizeable budget cuts. With library budgets already declining since the 2001-2002 recession following the dotcom crash and more steeply since the 2007-2009 Great Recession spawned by the financial crash, the pandemic has accelerated trends that were already underway. Like many state transportation agencies, the Kentucky Transportation Cabinet (KYTC) faces unprecedented challenges related to project development and management. Staff losses due to attrition and retirements have resulted in the loss of institutional knowledge. Early- to mid-career project managers (PMs) shoulder more responsibilities than ever while being expected to deliver over 600 successful projects each year. Hiring a consultant can be an expensive endeavor for nonprofit arts organizations and is sometimes criticized for bearing few substantive outcomes. The unique workplace culture of such organizations calls for a differentiating consulting model. This article conceptualizes a new approach to nonprofit arts management consulting work by looking at the principles of ethnography. From the perspective of both client and consultant, the author posits one possible solution which considers the consultant as an ethnographer. In some parts of the United States, schools were cancelled for the year, while others shifted their educational offerings to a distance learning model. Kentucky announced short term closures beginning March 13, 2020, but on April 20th the Kentucky Governor announced that schools would not reopen for in-person instruction for the remainder of the academic year. This article reports findings from a multiyear critical ethnography that examined race talk dilemmas of school leaders at the central office at a small urban school district to understand why racialized educational policies and practices still persist against African American students. This study takes a structural approach to investigating the impact that race talk has on educational policymaking at the local district level. The guiding research question in this paper examines how we can understand educational reform and policy implementation and the unintended consequences of those interventions through the local from a historical context.

Evidence-based practices for individuals with serious mental illness have not been widely implemented in United States public mental health systems. Mental health advocates have used the Supreme Court’s Olmstead decision to force states with underfunded community mental health services to develop more robust treatment systems. Using a case study, this article-based dissertation examines the process of mandated widespread implementation of Assertive Community Treatment (ACT) in Kentucky through the experiences of individuals involved in ACT creation and documents related to implementation and the state mental health system. Does State And Local Government Employment Promote Tax Revenue Stability? A Look At Kentucky Cities, William Ryan Pennington

Research shows that public sector jobs are more stable than private sector jobs. This study examines whether tax revenue volatility is affected by the concentration of a city’s economic base in state and local government employment. The relationship between public employment and revenue volatility has not been studied but is relevant as state and local governments have reduced their workforces in the post-Great Recession period. Using panel data on Kentucky cities, I find that the coefficient on state and local government employment concentration is inversely related to tax volatility but is not statistically significant in a fixed effects estimation.

Purpose: The purpose of this project was to improve the Emergency Department (ED) nurses’ knowledge on identifying patients at risk for concussions and delivering effective concussion discharge education using an educational training intervention.

Methods: This project used a descriptive, non-randomized pre-post survey design. Participation involved three stages: a pre-education survey to assess baseline concussion education knowledge, an educational intervention consisting of a narrated PowerPoint presentation, and a post-education survey to evaluate knowledge on concussion discharge education. Since the early 2000s, Sri Lanka has made major gains in decentralizing and expanding state-based mental healthcare access and services outside of Colombo. However, little evidence exists related to on-the-ground experiences of Sri Lankans who access these services, the quality and sustainability of services, and the effects services have on individual therapy management of mental and emotional distress.
