Evaluation Of Kentucky’S “Buckle Up Kentucky: It’S The Law And It’S Enforced” 2006 Campaign, Kenneth R. Agent, Eric R. Green, Ronald E. Langley
Kentucky Transportation Center Research Report
The objective of this report was to document the results of the “Buckle Up Kentucky: It’s the Law & It’s Enforced” 2006 campaign in Kentucky. The campaign involved a combination of earned media, paid media, and enforcement. The earned media started about five weeks prior to Memorial Day 2006 and continued through the enforcement periods. Two separate paid media campaigns and enforcement periods were conducted. One dealt specifically with pickups while the other was a general campaign for all drivers. The pickup media campaign started four weeks prior to Memorial Day and lasted two weeks followed by a one-week enforcement …

Depression, Sensation Seeking, And Maternal Smoking As Predictors Of Adolescent Cigarette Smoking, Judy Van De Venne, Kay Bradford, Catherine A. Martin, Megan Cox, Hatim A. Omar
Family Sciences Faculty Publications
The purpose of this study was to examine maternal and adolescent depression, maternal and teen sensation seeking, and maternal smoking, and their associations with adolescent smoking. Data were collected from a sample of 47 male and 66 female adolescents (ages 11-18 years) and their mothers from three different health clinics. The findings indicated that maternal sensation seeking was linked indirectly with adolescent smoking through teen sensation seeking, both of which were significantly associated with teen smoking (β = 0.29, p < 0.001 and β = 0.32, p < 0.001, respectively). Teen depression was associated positively with teen smoking (β = 0.24, p < 0.01) when controlling for sensation seeking behaviors. Maternal smoking was also directly linked to adolescent smoking (β = 0.20, p < 0.05). These findings underscore a potentially important role of sensation seeking in the origins of adolescent smoking, and clarify pathways of influence with regard to maternal attitudes and behaviors in subsequent teenage nicotine use.

Characteristics And Engineering Properties Of The Soft Soil Layer In Highway Soil Subgrades, Tommy C. Hopkins, Tony L. Beckham, Liecheng Sun
Kentucky Transportation Center Research Report
The objective of this research was to examine the conditions and characteristics of soil subgrades that had been stabilized using mechanical compaction. Goals of the study are to identify and examine the engineering properties and behavior of the “soft layer’ of material observed at the top of untreated, highway pavement soil subgrades. Alternative methods of preventing, or mitigating, the development of the soft layer are discussed.
Evidence is presented that shows that a soft layer of soil frequently develops at the top of untreated, highway soil subgrades. Data are presented that show strengths obtained from mechanical compaction are largely destroyed …

Litigating Salvation: Race, Religion And Innocence In The Karla Faye Tucker And Gary Graham Cases, Melynda J. Price
Litigating Salvation: Race, Religion And Innocence In The Karla Faye Tucker And Gary Graham Cases, Melynda J. Price
Law Faculty Scholarly Articles
The cases of Karla Faye Tucker and Gary Graham represent two examples of the renewed public debate about the death penalty in the State of Texas, and how religion and race affect that debate. This article explores how the Tucker and Graham cases represent opposing possibilities for understanding contemporary narratives of the death penalty. Though the juxtaposition of these two cases is not completely symmetrical, if viewed as a kaleidoscope—a complex set of factors filtered through the shifting identities of the person who is at the center of the immediate case—the hidden operations of race and religion can be examined. …

Holistic Health: Does It Really Include Mental Health?, Kimberly K. Mcclanahan, Marlene B. Huff, Hatim A. Omar
Pediatrics Faculty Publications
Holistic health, incorporating mind and body as equally important and unified components of health, is a concept utilized in some health care arenas in the United States (U.S.) over the past 30 years. However, in the U.S., mental health is not seen as conceptually integral to physical health and, thus, holistic health cannot be realized until the historical concept of mind-body dualism, continuing stigma regarding mental illness, lack of mental health parity in insurance, and inaccurate public perceptions regarding mental illness are adequately addressed and resolved. Until then, mental and physical health will continue to be viewed as disparate entities …

H2-M3-Restricted Cd8+ T Cells Are Not Required For Mhc Class Ib-Restricted Immunity Against Listeria Monocytogenes, Sarah E. F. D'Orazio, Christine A. Shaw, Michael N. Starnbach
Microbiology, Immunology, and Molecular Genetics Faculty Publications
Studies using major histocompatibility complex (MHC)-Ia–deficient mice have shown that MHC-Ib–restricted CD8+ T cells can clear infections caused by intracellular pathogens such as Listeria monocytogenes. M3-restricted CD8+ T cells, which recognize short hydrophobic N-formylated peptides, appear to comprise a substantial portion of the MHC-Ib–restricted T cell response in the mouse model of L. monocytogenes infection. In this study, we isolated formyltransferase (fmt) mutant strains of L. monocytogenes that lacked the ability to add formyl groups to nascent polypeptides. These fmt mutant Listeria strains did not produce antigens that could be recognized by M3-restricted T …

Addressing The Arnstein Gap: Improving Public Confidence In Transportation Planning And Design Through Structured Public Involvement (Spi), Keiron Bailey, Ted H. Grossardt
Kentucky Transportation Center Faculty and Researcher Publications
The Transportation Equity Act for the 21st Century, or TEA-21, enacted in 1998, following the Intermodal SurfaceTransportation Equity Act (ISTEA) of 1991, defines the “public” as “citizens, affected public agencies, representatives of transportation agency employees, freight shippers, private providers of transportation, representatives of users of public transit, providers of freight transportation services and other interested parties.” More recently the Federal Highway Administration (FHWA) has expanded this definition to include underrepresented groups “such as low income or minority households and the elderly”. In the last decade public involvement has been mandated for all metropolitan and statewide planning processes (TEA), and it …
South Korea's National Security Law: A Tool Of Oppression In An Insecure World, Diane B. Kraft
South Korea's National Security Law: A Tool Of Oppression In An Insecure World, Diane B. Kraft
Law Faculty Scholarly Articles
In September 2004, the ruling party in South Korea, along with two opposition parties, called for the abolishment of the 1948 anti-communist National Security Law. The following month, Amnesty International, a long-time critic of the law, officially called for the law's repeal. The law had been enacted in 1948 in response to threats from communist North Korea, but has long been used by the government to silence legitimate opposition in South Korea. This Comment will examine South Korea's National Security Law as viewed by its domestic supporters and critics, as well as by the international community. Part I will consider …
Expecting Too Much And Too Little Of Lawyers, Eugene R. Gaetke
Expecting Too Much And Too Little Of Lawyers, Eugene R. Gaetke
Law Faculty Scholarly Articles
The regulation of lawyers' behavior remains a controversial topic. Over the past hundred years, the organized bar has engaged in a number of efforts to generate rules governing lawyers' conduct. Still, prominent lawyers and jurists, the public media, and legal scholars perceive an ongoing decline in the profession's ethics.
Bar leaders tend to respond to the problem by calling for greater "professionalism" among practicing lawyers. Drawing on professional images from earlier times, they urge lawyers to look beyond the rules and to be more virtuous, selfless, independent of clients, and dedicated to justice.
A number of commentators go further. These …
All Digital Design And Implementaion Of Proportional-Integral-Derivative (Pid) Controller, Hui Hui Chin
All Digital Design And Implementaion Of Proportional-Integral-Derivative (Pid) Controller, Hui Hui Chin
University of Kentucky Master's Theses
Due to the prevalence of pulse encoders for system state information, an all-digital proportional-integral-derivative (ADPID) is proposed as an alternative to traditional analog and digital PID controllers. The basic concept of an ADPID stems from the use of pulse-width-modulation (PWM) control signals for continuous-time dynamical systems, in that the controllers proportional, integral and derivative actions are converted into pulses by means of standard up-down digital counters and other digital logic devices. An ADPID eliminates the need for analog-digital and digital-analog conversion, which can be costly and may introduce error and delay into the system. In the proposed ADPID, the unaltered …
