Acoustic Emission And Fatigue Characteristics Of Typical Bridge Steels, Theodore Hopwood Ii, James H. Havens Apr 1978

Acoustic Emission And Fatigue Characteristics Of Typical Bridge Steels, Theodore Hopwood Ii, James H. Havens

Kentucky Transportation Center Research Report

Acoustic emission monitoring was used during tensile tests of low-carbon structural steels to determine the physical characteristics of the acoustic emission phenomena. Results indicate that acoustic emissions are caused by micro-plastic deformation processes (i.e., dislocation motion).

A series of axial-fatigue tests was performed on several types of structural steels, some of which had extensive service in bridges. There was no apparent relation between specimen load histories and subsequent performance in fatigue tests. Tensile tests of specimens subjected to extensive fatigue testing, at stresses below the yield strength of the material, revealed no major difference in mechanical properties or acoustic emission …

Design Of A Reliable, Inexpensive Recording Rain Gage Which Utilizes Solid-State Memory, Stephen A. Dyer Mar 1978

Design Of A Reliable, Inexpensive Recording Rain Gage Which Utilizes Solid-State Memory, Stephen A. Dyer

KWRRI Research Reports

Researchers working in the general area of water resources frequently have need for precipitation data. Unfortunately, the cost of commercially available recording rain gages is often greater than $1,000 per unit. This report describes a microprocessor-controlled remote recording rain gage which is capable of unattended operation for periods of greater than a month that costs less than $400 in single quantities. The laboratory prototype uses a tipping bucket to collect precipitation in 0.01-inch increments. The time of the bucket tip is stored, using an offset binary format, in solid-state memory. A complete description of the gage hardware is presented along …

Development Of Procedures For Preparation Of The Interstate Safety Improvement Program, Jerry G. Pigman, Kenneth R. Agent, Charles V. Zegeer Feb 1978

Development Of Procedures For Preparation Of The Interstate Safety Improvement Program, Jerry G. Pigman, Kenneth R. Agent, Charles V. Zegeer

Kentucky Transportation Center Research Report

This report summarizes background information and presents the development of procedures for preparing and updating the lnterstate Safety Improvement Program. There are two major sections: (1) development of procedures for identifying safety needs and (2) development of procedures for prioritizing safety needs. Related to the identification of needs are eleven subsections which are based on historical data, inventories of existing facilities, and analysis of current data. Several accident surveillance procedures were used to identify sites, sections, and elements of the roadway which warrant improvements. Procedures for prioritizing safety needs are based on summaries of data from two reports by the …

Presuming Lawyers Competent To Protect Fundamental Rights: Is It An Affordable Fiction?, Robert G. Lawson Jan 1978

Presuming Lawyers Competent To Protect Fundamental Rights: Is It An Affordable Fiction?, Robert G. Lawson

Law Faculty Scholarly Articles

This article explores the ramifications of Wainwright v. Sykes, a case decided before the Supreme Court of the United States in 1977. The broad question before the Court in Sykes concerned the extent to which state prisoners should have access to federal court by use of the writ of habeas corpus. The narrow issue before the Court concerned the impact on a prisoner's claim for habeas relief of procedural defaults (such as a failure to object to evidence, a failure to perfect an appeal, etc.) that occur in the state proceeding under attack. In considering these important issues Justice …

Analysis Of Time-Independent Consolidation Data, E. Gregory Mcnulty, Tommy C. Hopkins, C. Thomas Gorman Jan 1978

Analysis Of Time-Independent Consolidation Data, E. Gregory Mcnulty, Tommy C. Hopkins, C. Thomas Gorman

Kentucky Transportation Center Research Report

The one-dimensional laboratory consolidation test developed by Terzaghi permits deformation and drainage only in the vertical direction. The stress-strain characteristics of data obtained from this test are normally studied using a semilogarithmic graphical representation, that is, vertical strain or void ratio is plotted as a function of the logarithm of effective stress. Such a representation permits an analysis of the stress history and compressibility characteristics of soils. Knowledge of these material characteristics is of great practical value in the prediction of settlement associated with loading where the effects of lateral consolidation may be neglected.

Cooperative Apartments: A Survey Of Legal Treatment And An Argument For Homestead Protection, Carolyn S. Bratt Jan 1978

Cooperative Apartments: A Survey Of Legal Treatment And An Argument For Homestead Protection, Carolyn S. Bratt

Law Faculty Scholarly Articles

“The homestead may be a splendid mansion, a cabin or a tent,” but can it be a cooperative apartment? The supreme courts of both Florida and Georgia recently have answered this question in the negative. The Florida Supreme Court denied to a widow a homestead exemption in her deceased husband's cooperative apartment, ruling that a cooperator has no proprietary interest in the apartment, the building, or the land on which the building is situated. The Georgia Supreme Court denied a homestead tax exemption to cooperators because they lacked the characteristics of ownership needed to bring them within the constitutional exemption …

Loads On Box Culverts Under High Embankments: Analysis And Design Considerations, David L. Allen, Rick L. Russ Jan 1978

Loads On Box Culverts Under High Embankments: Analysis And Design Considerations, David L. Allen, Rick L. Russ

Kentucky Transportation Center Research Report

Pressure and design analyses of five reinforced concrete box culverts are presented. Three of the culverts were constructed with the imperfect trench. Measured pressures on the culverts are compared to pressures predicted by the theories of Marston, Spangler, and Castes. Also, comparisons are made between measured pressures and calculated design pressures using AASHTO's Standard Specifications for Highway Bridges, 1.2.2(A). It is noted that the imperfect trench is, apparently, effective in reducing pressures on the top slab. The AASHTO design formulas underestimated the pressure on the top slab of the culverts without the imperfect trench.

Kentucky Law Survey: Evidence, Robert G. Lawson Jan 1978

Kentucky Law Survey: Evidence, Robert G. Lawson

Law Faculty Scholarly Articles

This article is a survey of Kentucky law on evidence. Almost as often as not the government's case in criminal litigation will contain evidence indicating that the accused committed some offense other than the one for which he is being tried. Consequently a set of rules to control the use of evidence of "other crimes" has evolved. In most jurisdictions it consists of a single rule that prohibits the use of such evidence against a defendant along with a group of exceptions that virtually engulfs the prohibition against admissibility. Kentucky law is so structured. As all lawyers who engage in …
