Registration Violations And The Use Of Optical Character Recognition Technology At Kentucky Weigh Stations, Jennifer R. Walton, Joseph D. Crabtree
Registration Violations And The Use Of Optical Character Recognition Technology At Kentucky Weigh Stations, Jennifer R. Walton, Joseph D. Crabtree
Kentucky Transportation Center Research Report
As a Model Deployment State for CVISN (Commercial Vehicle Information Systems and Networks), Kentucky is valuating and improving its procedures related to commercial vehicle administration and enforcement. As part of this effort, the Kentucky Transportation Center (KTC) was asked to investigate the frequency of registration-related violations at Kentucky weigh stations and the potential effectiveness of a license plate recognition (LPR) system in detecting and deterring such violations. Typical violations considered in the investigation included using an expired license plate, hauling weight in excess of the truck’s registered weight, or traveling in Kentucky without proper authority.
KTC researchers first examined Kentucky’s …
Evaluation Of Reference Markers, Jerry G. Pigman
Evaluation Of Reference Markers, Jerry G. Pigman
Kentucky Transportation Center Research Report
The objective of this research evaluation was to evaluate the reference markers which were installed on sections of interstates and freeways in the Cincinnati-northern Kentucky area, the Lexington-Fayette Urban County area, the Louisville-southern Indiana area, and the Indianapolis area. The evaluation was conducted to determine if the use of reference markers at spacings of 0.1 or 0.2-mile intervals could improve the effectiveness of the emergency response and incident management processes. Also evaluated were color of the markers and the placement location within the right-of-way. Both "'white on blue" and ''white on green" markers were installed on various projects, with some …

Geotextile Feeding/Traffic Surfaces And Costs, Larry W. Turner
Geotextile Feeding/Traffic Surfaces And Costs, Larry W. Turner
Agricultural Engineering Extension Updates
Mud robs Kentucky beef and dairy producers of performance from their cattle herds in winter and spring conditions. To help avoid the problems associated with mud and reduced performance, concrete pads or lower-cost all-weather surfaces should be used wherever animals congregate--- feeding areas, animal traffic areas and loafing areas. Although concrete is probably the most desirable surface for durability and low maintenance, an all-weather surface can be constructed of geotextile fabric, rock and fine surface cover for less than 1/3 of the cost of concrete. Rock over bare soil in Kentucky requires approximately 12" of depth for stability. In contrast, …

Vegetated Filter Strip Removal Of Cattle Manure Constituents In Runoff, Teng T. Lim, Dwayne R. Edwards, Stephen R. Workman, Brian T. Larson, Lloyd Dunn
Biosystems and Agricultural Engineering Faculty Publications
Pasture runoff can contribute to elevated concentrations of nutrients, solids, and bacteria in downstream waters. The objective of this study was to determine the effects of vegetative filter strip (VFS) length on concentrations and transport of nitrogen, phosphorus, solids and fecal coliform in runoff from plots treated with cattle manure. Three plots with dimensions of 2.4 × 30.5 m were used. The upper 12.2 m of each plot was treated with cattle manure, while the lower 18.3 m acted as a VFS. Runoff produced by rainfall simulators was sampled at VFS lengths of 0, 6.1, 12.2, and 18.3 m and …
Cost Estimating And Forecasting For Highway Work In Kentucky (Study Kyspr-94-158), James D. Stevens
Cost Estimating And Forecasting For Highway Work In Kentucky (Study Kyspr-94-158), James D. Stevens
Kentucky Transportation Center Research Report
Starting 1 July 1992, KRS45.245 granted the Interim Joint Committee on Transportation oversight of the biennial highway plan, including a review of all authorized highway project phases that exceed their estimates by 15%.
Estimates developed using current methods were not sufficiently accurate to preclude cost overruns in excess of 15%. Estimates were prepared before design began in order for the project to be included in the six-year plan. These estimates were not revised after a more detailed scope was available.
There were 562 overruns >15% at a cost of approximately $265 million during the period 7/1/92-7/1/98. All overruns were approved …

A Methodology For Evaluating Large Truck Access To Intermodal And Other Facilities, Lisa Aultman-Hall, Michael Hill, Kenneth R. Agent
Kentucky Transportation Center Research Report
In a recent project for the Kentucky Transportation Cabinet (KYTC), researchers were tasked with developing a method to objectively evaluate the access for large trucks between intermodal or other truck traffic generating sites and the National Highway System (NHS). The routes evaluated were the actual roadway segments used by large volumes of trucks traveling between the intermodal or other facilities and the NHS. This choice to evaluate specific heavily used roadway segments, as opposed to evaluating an entire highway or roadway corridor was based on the recommendation of the state-wide Intermodal Advisory Panel which advised the Cabinet on intermodal issues. …
Replacing Strict Liability With A Contract-Based Products Liability Regime, Richard C. Ausness
Replacing Strict Liability With A Contract-Based Products Liability Regime, Richard C. Ausness
Law Faculty Scholarly Articles
When strict products liability first appeared on the scene some thirty-five years ago, it was heralded as a boon to consumers whose claims to compensation had hitherto been frustrated by the law of sales. Warranty law, it was said, worked fairly well in purely "commercial" transactions, but tort law did a better job in cases where ordinary consumers suffered personal injuries or property damage from defective products. To be sure, defenders of warranty law pointed out that the newly-drafted Uniform Commercial Code (the "Code" or "U.C.C.") was much more consumer friendly than the old Uniform Sales Act. Nevertheless, the proponents …

Evaluation Of Condition-Responsive Work Zone Traffic Controls At The I-75 Clays Ferry Bridge, Jerry G. Pigman, Kenneth R. Agent, Joel Weber
Kentucky Transportation Center Research Report
The objective of this study was to document the effectiveness of the application of advanced technologies for the real-time control and management of traffic in the work zone at the I 75 Clays Ferry Bridge reconstruction project. A description is given for each of the condition-responsive traffic control devices used on the project. A summary of the usage of each system is given along with a rating of its performance and effectiveness. The evaluation includes an analysis of accident data in the vicinity of the Clays Ferry Bridge for the period of January 1990 through June 1997. The possibility of …

Method And Apparatus For Triboelectric-Centrifugal Separation, John M. Stencel, John L. Schaefer, Heng Ban, Dennis Finseth
Center for Applied Energy Research Faculty Patents
A method for separating two species of particles present in raw feedstock includes electrically charging at least one of the species of particles being separated. Next is the subjecting of the particles to both centrifugal and electrostatic forces. This is done in a manner so as to provide an additive effect and thereby achieve enhanced separation of the two particle species. An apparatus for processing the raw feedstock in accordance with the method is also disclosed.

This interim report on an Intelligent Transportation Systems Strategic (ITS) Plan has been developed as documentation of the process of offering a vision for ITS and recommending an outline for organizational structure, infrastructure, and long-term planning for ITS in Kentucky. This plan provides an overview of the broad scope of ITS and relationships between various Intelligent Vehicle Highway Systems (IVHS) functional areas and ITS user service areas. Three of the functional areas of ITS have been addressed in this interim report with sections devoted to mission, vision, goals, and potential technology applications. Within each of the three areas, recommendations have …
