Characteristics And Engineering Properties Of The Soft Soil Layer In Highway Soil Subgrades, Tommy C. Hopkins, Tony L. Beckham, Liecheng Sun

Kentucky Transportation Center Research Report

The objective of this research was to examine the conditions and characteristics of soil subgrades that had been stabilized using mechanical compaction. Goals of the study are to identify and examine the engineering properties and behavior of the “soft layer’ of material observed at the top of untreated, highway pavement soil subgrades. Alternative methods of preventing, or mitigating, the development of the soft layer are discussed.

Evidence is presented that shows that a soft layer of soil frequently develops at the top of untreated, highway soil subgrades. Data are presented that show strengths obtained from mechanical compaction are largely destroyed …

Making Kytc Geotechnical Reports Available On The Web, Gerald A. Weisenfluh, Rebecca Wang

Kentucky Transportation Center Research Report

The Geotechnical Branch of the Kentucky Transportation Cabinet (KYTC) prepares technical reports that contain drawings, explanations, and recommendations for road and structure construction projects in Kentucky. These design reports, once complete, also serve as historical reference materials for new projects and are utilized by State contractors, regional transportation offices, as well as the KYTC staff in Frankfort, KY. In order to reduce the support needed to distribute these documents to their constituents, the KYTC required a Web-based system for storing and disseminating the reports. The system developed under this project allows KYTC staff to upload an electronic document from any …

Making High School Grades Meaningful, Thomas R. Guskey May 2006

Making High School Grades Meaningful, Thomas R. Guskey

Educational, School, and Counseling Psychology Faculty Publications

Most teachers base students' grades on more than one factor. The difficulty is figuring out how to weight and combine the different pieces that go into the final mark. Mr. Guskey suggests a system that not only avoids those problems but gives a better overall picture of a student's performance than the traditional single letter grade.

The Welding Fume Case And The Preemptive Effect Of Osha’S Hazcom Standard On Common Law Failure-To-Warn Claims, Richard C. Ausness May 2006

The Welding Fume Case And The Preemptive Effect Of Osha’S Hazcom Standard On Common Law Failure-To-Warn Claims, Richard C. Ausness

Law Faculty Scholarly Articles

The Occupational Health and Safety Act (the OSH Act) affects more than ninety million workers in the United States. The OSH Act is administered by the Occupational Health and Safety Administration (OSHA), which promulgates health and safety standards for the workplace. Although OSHA standards do not regulate product manufacturers directly, they may affect liability when manufacturers are sued by workers who are injured by allegedly defective products provided by their employers. With increasing frequency, manufacturers are contending that the OSH Act or OSHA standards preempt these claims. In particular, manufacturers argue that the Hazard Communication Standard (HazCom Standard) should preempt …

Privatizing Transportation Through Public-Private Partnerships: Definitions, Models, And Issues, Juita-Elena Wie Yusuf, Candice Y. Wallace, Merl Hackbart May 2006

Privatizing Transportation Through Public-Private Partnerships: Definitions, Models, And Issues, Juita-Elena Wie Yusuf, Candice Y. Wallace, Merl Hackbart

Kentucky Transportation Center Research Report

There has been greater emphasis in recent times on using public-private partnerships (PPPs or P3s) to provide and deliver transportation infrastructure and services. These public-private partnerships differ from contracting out, being applicable to a broader range of projects and requiring different contract management and accountability. In the transportation arena the focus on public-private partnerships has resulted from both the need for greater reliance on private capital to fund critical infrastructure and services and the need to tap private sector expertise to ensure delivery of high quality infrastructure and services on time and on budget. This report serves as a primer …

Identification Of Pavement Distress In Kentucky, Tim C. Scully Jr., R. Clark Graves, David L. Allen Apr 2006

Identification Of Pavement Distress In Kentucky, Tim C. Scully Jr., R. Clark Graves, David L. Allen

Kentucky Transportation Center Research Report

In Kentucky, the roads are comprised primarily of two types of pavement. The first being Portland Cement Concrete (PCC) a rigid pavement, and the other is Asphaltic Concrete (AC), a flexible pavement. There is a noticeable difference in their appearance, ride, cost and performance. Since Kentucky utilizes both pavements, as many states do, it is necessary to have a system in place to consistently identify pavement distress and categorize their overall performance.

We have developed a complete model of the hydrogen molecule as part of the spectral simulation code Cloudy. Our goal is to apply this to spectra of high-redshift star-forming regions where H2 absorption is seen, but where few other details are known, to understand its implication for star formation. The microphysics of H2 is intricate, and it is important to validate these numerical simulations in better understood environments. This paper studies a well-defined line of sight through the Galactic interstellar medium (ISM) as a test of the microphysics and methods we use. We present a self-consistent calculation of …

Evaluation Of Work Zone Safety Operations And Issues, Jerry G. Pigman, Kenneth R. Agent, Eric R. Green

Kentucky Transportation Center Research Report

Work zone activities are one of the areas with a high potential for compromised safety for workers and road users. Various measures have been taken to increase the level of safety in work zones; including the use of double fines for speeding and the application of speed displays based on radar detection. There has been an effort to improve the effectiveness and safety of flaggers by requiring the use of a stop/slow paddle for most work zone conditions, using lights on the paddle, and increasing visibility by using more reflective clothing. It has been suggested that safety in work zones …

Ophthalmology and Visual Science Faculty Publications

VEGF-A promotes angiogenesis in many tissues. Here we report that choroidal neovascularization (CNV) incited by injury was increased by excess VEGF-A before injury but was suppressed by VEGF-A after injury. This unorthodox antiangiogenic effect was mediated via VEGFR-1 activation and VEGFR-2 deactivation, the latter via Src homology domain 2-containing (SH2-containing) tyrosine phosphatase-1 (SHP-1). The VEGFR-1-specific ligand placental growth factor-1 (PlGF-1), but not VEGF-E, which selectively binds VEGFR-2, mimicked these responses. Excess VEGF-A increased CNV before injury because VEGFR-1 activation was silenced by secreted protein, acidic and rich in cysteine (SPARC). The transient decline of SPARC after injury revealed a temporal …

Chemical and Materials Engineering Faculty Patents

This invention relates to a sulfur tolerant, dynamic, compact, lightweight fuel process and system that is capable of converting sulfur bearing carbonaceous fuels to hydrogen rich gases suitable for fuel cells or chemical processing applications. The process and system is based on the AHR and WGS reactions, followed by cleanup of byproduct sulfur-containing gases and carbon oxides that would otherwise poison the fuel cell electrocatalyst. Advantageously, this is accomplished via an ASMS and a methanator or an AWMR. The process and system preferably uses a special sulfur tolerant catalysts and hardware designs that enable the conversion in an energy efficient …

Freight Transport, Seamlessness, And Competitive Advantage In The Global Economy, Cristina Capineri, Thomas R. Leinbach Jan 2006

Freight Transport, Seamlessness, And Competitive Advantage In The Global Economy, Cristina Capineri, Thomas R. Leinbach

Geography Faculty Publications

Freight transport has emerged as one of the most critical and dynamic aspects of the transport sector where change has become the norm. It is now the main element supporting global commodity and more generally supply chains. Yet the lack of seamlessness and inefficiencies in general as well as the rising costs and complexities of shipping and delivering goods are adding to profit pressures faced by manufacturers across the globe. Our paper first discusses the concept of seamlessness, and then examines some of the consequences of the lack of seamlessness in terms of freight transport inefficiencies. We then begin to …
