This policy analysis examines how two Colorado laws, House Bill 22-1374 (Foster Care Success Act), and Senate Bill 22-008 (Higher Education Support for Foster Youth), aim to improve educational outcomes and long-term stability for youth who age out of the foster care system. Critical Policy Analysis (CPA) and Resilience Theory are used in this paper to examine how these policies address systemic inequities, promote resilience, and offer protective factors that support educational attainment. Using policy review, state policy comparison, stakeholder interviews, and community perspectives, I evaluated how the implementation, effectiveness, and limitations of these bills shape real-world impact. Military veterans are disproportionately exposed to potentially traumatic events across service eras. While much of the clinical and research literature has focused on posttraumatic stress disorder (PTSD) and symptom reduction, a growing body of work highlights the possibility of posttraumatic growth (PTG) following adversity. PTG refers to positive psychological changes that may emerge through engagement with traumatic experiences, including enhanced appreciation for life, renewed purpose, personal strength, deepened relationships, and reintegration into community roles. Importantly, PTG does not imply the absence of distress but may coexist alongside ongoing trauma-related symptoms. The transfer of youth between juvenile courts and adult courts is one of the most consequential decisions made in the American legal system, as it will influence the youth’s legal outcomes, developmental trajectories, and long-term well-being. Advances in adolescent brain science show that there are many factors associated with youthful offending, including developmental immaturity, susceptibility to external influences, and ongoing neurobiological development—all of which are related to age, rather than being fixed criminal traits. This study examined associations between developmentally appropriate attributions (DAAs), an understudied construct, with maternal history of childhood maltreatment and maternal reflective functioning (RF) with their 12-month-old infants. The study examined if 1) DAAs at 12 months were concurrently associated with parental RF at 12 months for construct validity, and 2) higher levels of maternal childhood maltreatment were associated with lower DAAs for predictive validity. Participants were 156 mothers (40.0% White, 25.5% Latinx, 14.9% Black, 5.5% Asian, 2.1% Native-American, 12.0% biracial/multiracial) and their 12- to 15-month infants. This paper asks why Medical Aid in Dying (MAiD) policy in the United States does not follow a simple partisan pattern between states. In this thesis, I examine the Welsh colonies in Patagonia (in Welsh, Y Wladfa) and how the Welsh negotiated their complex identity. Founded in 1865 as a nationalist project intended to preserve Welsh language, culture, and religion, the colony faced extreme hardships and was forced to ask for help. Drawing on British, Welsh and Argentine sources, I argue that Welsh colonists adopted a pragmatic approach to identity, emphasizing their Welshness, Britishness, or Argentinity as needed. While this flexibility was necessary for the colony to survive, it undermined the original goal of a Welsh homeland free of outside influence. Ultimately, the …

This thesis seeks to contribute to the existing literature on how and why some transitional justice processes have come to address women and gender by specifically studying Chile’s Rettig Commission and Valech Commission. This thesis provides a historical and structural reexamination of the Republican Party’s role in shaping American foreign policy from 1945 to 1953. Defying the historiography of a frictionless postwar consensus and an executive branch-centered narrative, this historical chronological study demonstrates that the Republican Party’s role in formulating the bipartisan foreign policy was a contingent and debated legislative construction. Large-scale land concessions have reshaped agrarian landscapes globally, yet their implications for community land tenure, livelihoods, and nutrition remain unevenly understood. This dissertation examines how plantation agriculture and foreign investment have transformed land access, labor relations, and food systems in Liberia, a country with one of the highest proportions of land under concession globally. Guided by a political ecology framework, the study employs a mixed-methods design integrating policy analysis, in-depth interviews, and household surveys across two palm oil concession sites. Urban traffic congestion imposes large costs through wasted time, excess fuel consumption, air pollution, and lost productivity. Although congestion pricing has been recognized as the economically efficient remedy since Pigou and Vickrey, implementation has been rare. This thesis examines the conditions under which congestion pricing succeeds by analyzing three pioneering cases: London, Singapore, and New York City. Across all three, charges reduced traffic volumes and improved speeds within the priced zones. Benefits extended beyond cordon boundaries, with measurable improvements on untolled suburban roads. Terrain variables are widely incorporated into machine learning Snow Water Equivalent (SWE) models but are rarely evaluated for their independent contribution relative to spectral predictors. Using a four-tier stepwise Random Forest framework with Harmonized Landsat Sentinel-2 imagery and Airborne Snow Observatory LiDAR ground truth, this study isolates the contribution of elevation, slope, northness, and eastness across Peak and Ablation snowpack regimes in the East Taylor River Watershed, Colorado. During peak snowpack, adding terrain improved R² by 0.214, with elevation alone accounting for 42.8% of model importance. During ablation, full-dataset terrain gains were modest, increasing R² by only 0.036. However, when …

This master's thesis examines conservation as a form of living cultural heritage practice through the co-management of kākāpō (Strigops habroptilus), a critically endangered parrot and taonga species in Aotearoa New Zealand. Situated within ongoing histories of colonial dispossession and Western frameworks of land and species management, contemporary kākāpō conservation is shaped through the partnership between the Department of Conservation’s Kākāpō Recovery Programme and Ngāi Tahu. This convergent mixed methods study examined similarities and differences in perceptions of giftedness held by general education teachers and gifted specialists in two suburban elementary school districts. Grounded in social constructivism and labeling theory, the study explored how educator role shapes understandings of giftedness and gifted education. Survey data from 70 educators and interviews with eight participants were analyzed and integrated. Findings revealed alignment regarding the multidimensional and social–emotional nature of giftedness, but statistically significant differences in perceptions were found related to instructional practices and differentiation, identification, autonomy, and service models.
