COVID-19 forced workers around the world to face the realities of closed buildings, precarious employment situations, and challenges to their well-being. This article will showcase how library workers’ resilience during COVID-19 depended on people, not buildings, and a people-first public relations strategy was employed to reveal that distinction. This autoethnography tells my story as a French American woman who lives in the United States and worked with hundreds of school leaders in five African countries over a period of six years. Using a cultural proficiency continuum, I illustrate my learning and changing frames of references pertaining to cultural differences. Movement along the continuum indicates an alteration in thinking that progresses from marginalization to inclusivity. Many U.S. utilities incentivize residential energy reduction through rebates, often in response to state mandates for energy reduction or from a desire to reduce demand to mitigate the need to grow generating assets. The assumption built into incentive programs is that the least efficient residences will be more likely take advantage of the rebates. This, however, is not always the case. The main goal of this study was to determine the potential for prioritized incentivization, i.e., prioritizing incentives that deliver the greatest energy savings per investment through an entire community.
