The Rural Development Politics Under Prime Minister K.A. Busia Of Ghana, 1969-1972, Kwame Adum-Kyeremeh

Journal of African Policy Studies

This article discusses rural development under the Second Republican government of Ghana. While not directly engaging with the claims of Busia’s unrivalled rural development agenda, this article provides some perspectives as to why the assertions of unqualified success remain popular. Drawing on newspapers and published sources, it discusses the Busia government’s rural development programme and accomplishments, and finds that plans to develop rural Ghana date to several years before the Busia government. By adopting rural development as its flagship programme, Busia directed the government and citizens’ attention towards rapid rural development in the early 1970s. Women And The Policy Process: Minimum Marriageable Age Policy Adoption In Nigeria, Ene Ekpebe

Nigeria has the eleventh highest incidence of early marriage – marriage before the age of 18 – in the world. This is problematic because early marriage has been shown to have significant health and socioeconomic disadvantages for girls. In 2003, the Child Rights Act (CRA) was adopted by the federal government of Nigeria. One of its provisions was a prohibition of early marriage. As of 2022, 25 of Nigeria’s 36 states had adopted the CRA. However, only 23 have adopted its minimum marriageable age provision without exception. Leading Schools In The Midst Of Covid-19: Experiences Of Basic School Leaders Of The Komenda Edina Eguafo Abrem District Of The Central Region Of Ghana, Corinne Brion

Journal of African Policy Studies

This qualitative study uses a phenomenological approach to understand the experiences of thirteen Ghanaian head-teachers in suburban and rural areas of the Komenda Edina Eguafo Abrem district during the COVID-19 pandemic. Our findings revealed that these leaders faced numerous challenges related to pivoting to remote learning for the first time combined with the lack of access to technology. Other challenges pertained to the absence of infrastructure and resources such as books. Despite these challenges, these Ghanaian head-teachers were able to adapt to the crisis and alter their leadership style to educate the children they served. Currently, there is a limited …

Since 2015, there has been renewed agitation for the creation of the Republic of Biafra. This article focuses on one of the two organizations involved in that struggle: The Indigenous People of Biafra (IPOB, the second being the Movement for the Actualization of the Sovereign State of Biafra, MASSOB). The Federation of Nigeria, inaugurated on 1 October 1954 under the Lyttelton Constitution, which became operational on that date, has been assailed by a plethora of centrifugal pulls and secession threats since 1950. On 24 September 1973, the former Portuguese colony of West Africa, Guinea Bissau, under the leadership of Amilcar Cabral and the PAIGC (African Party for the Independence of Guinea and the Cape Verde Islands), declared its independence after fighting a national liberation war against their Portuguese colonialists. This was the first and the only war for independence in West Africa, with the complete defeat of a European colonial army. During and after the Guinea Bissau Liberation war; 1963-1974, many social scientists, particularly those using the Marxist framework analyzed this African nationalist struggle as a successful Marxist revolution in West Africa. …

The study was carried out to investigate the extent women participate in politics in Nigeria. Abia and Imo states were closely studied. Two hypotheses were formulated. The instruments used for data collection were questionnaire, interview and focus group discussion. A total of 354 copies of questionnaire were distributed, out of this number, 349 copies were completed and returned by the respondents. Z-test statistical tool was used to analyze the data, Based on the analysis, the major findings revealed that violence against women deters women from getting actively involved in politics in Nigeria. This paper examines political corruption as the most critical problem of Governance besieging Nigeria, by looking at, assessing and comparing the various administrations, both the civil and the military. The state of poverty, peace and development in each government were used as assessment indicators. The focus is from 1979 when democracy was introduced in Nigeria to 2007 when President Obasanjo left the corridor of power. Armed non-state militia groups of different shades—comprising rebels, criminals, extremist religious militants, and other opportunistic outfits—have played a significant role in creating instability and undermining human security in Africa. The militia and rebel groups, including the Islamist militant groups have fomented unending ethnic and religious tensions and conflicts in the region. The former British Southern Cameroons opted in a UN organised plebiscite in 1961 to unify with La Republique du Cameroun to form a federation of two states that were said to be on a footing of equality. But contrary to declarations and expectations, the federation was not one of equal states. The collapse of the Cold War and accelerated globalization have reshaped the international political economy and in the process ignited a new impetus for regionalism. This paper posits that despite the transformation of SADCC into SADC, regional integration in southern Africa remains quintessentially statist with minimal (if any) involvement of civil society organizations and the private sector. This suggests that states in SADC remain crucial in lending scope and providing guidance about the content and character of regional integration. On 9 January 2005 the Sudan People's Liberation Movement (SPLM) and the Government of Sudan (GoS) signed a peace agreement called the Comprehensive Peace Agreement (CPA), which ended the conflict in southern Sudan that had been going on since 1983 and had resulted in at least 54 000 battle-related deaths. In total it is estimated that two million people have died during the war as a result of violence, famine and disease. Because of the nouveau and rapidly growing interests in, and acceptance of, de-bureaucratization (popularly called "deregulation" in Nigeria), as a more attractive organization concept than bureaucratization, the central concern of this paper is an identification and objective analysis of bureau-pathologies in de-bureaucratic public organizations in Nigeria, in response to those of bureaucratic organizations which have already been analysed in the literature. This paper has carried out a critical examination of the interface between information and the public policy process and the effect on public policy analysis and has found that there is a crucial interrelationship among them in order to promote sustainable development. The implementation of language policies by African countries after independence was very similar to what prevailed in the colonial era in that its centerpiece was the promotion of European languages, to the exclusion of native languages. Fertility Decline In Francophone Sub-Saharan Africa: 1980-2010, Pierre Ngom, Soukeynatou Fall

This paper examines fertility levels (1990-2000) and trends (1980-2000) in francophone sub-Saharan Africa, and suggests likely prospects for further decline during the 2000-2010 period. Data are from the Demographic and Health Surveys (DHS), the World Fertility Surveys (WFS), and the World Bank. Fertility levels are still high in francophone sub-Saharan Africa, but vary widely from a total fertility rate (TFR) of 4.6 children per woman in Cameroon (1998) to 7.2 in Niger (1998).
