Different approaches to conflict resolution and peacekeeping in African failed states have taken the centre stage of this analysis. These approaches are based not merely on theory or doctrine but on the self-perceived interests of the stakeholders in peacekeeping inside Africa. The Western powers have repeatedly expressed the view that they will not commit their armed forces to resolve African conflicts. The West’s desire to place responsibility on African states, rather than sharing it, will not bring peace in Africa. This paper examines language policy and planning in favour of minority languages during the colonial era and immediately after. It is based on the observation that local languages in Cameroon do not seem to have the ethnolinguistic vitality necessary for their long-term survival. The situation of these languages begs the following question: Did the promotion strategies of national languages in colonial Cameroon pave the way for language attrition that is observable today or is it the language policy choice of the political authorities in independent Cameroon that has caused this language issue? This paper presents a review of several factors which account for the decline of service delivery in urban local authorities within Zimbabwe. The study utilised desk research methodology to explore and analyse relevant data which was in government legislation, ministerial statements, public and private media articles, books and journals to come up with the totality of the environment relating directly or indirectly to the decline of service delivery in local authorities (LAs). This paper examines the extent to which electronic governance policy has contributed to more efficient service delivery in local governments in southern Nigeria. It also explores how e-governance practices has improved the relationship between citizens and local governments in southern Nigeria. It argues that despite the appropriation of funds for the purchase of computers and other electronic equipment in many local governments in the past three decades, the delivery of services in almost all the local governments under study has not improved. For decades after independence, African migration was a phenomenon that could be attributed to a patriarchal culture that encouraged male domination. Later, that traditional mindset was reinforced by a colonial system that often marginalized the role of women in many African societies. Indeed, because young men were more likely to be educated than their female counterparts under the colonial system, they were advantaged after independence to attend institutions of higher learning abroad when it became necessary to train young Africans to occupy important government and other decision-making positions in the newly independent states. This study examines the effect of the socioeconomic status of parents on the provision of education during the COVID-19 lockdown in Cameroon. Three major objectives guided this study, which examines the effects of parents’ educational level and level of income on the provision of education and how the emergency response strategy adopted by the government affected the provision of quality education for all. This paper examines the perception of the effectiveness of the healthcare system in Nigeria by citizens and residents of the country. It argues that the Nigerian government needs to adopt a more pragmatic healthcare policy, one that could be more effectively implemented. Unlike the old practice of the Ministry of Health, an innovative approach to healthcare delivery should involve benchmarks, strategic doing, and coordination of priorities, as well as partnerships with various stakeholders from the private sector, including nongovernmental organizations and foreign investors. The focus of this article is to analyze the state of US private investments in Africa, the nature, pattern, and trend of such investments, and various ideas about factors that have either inhibited or accelerated the growth of investment flows to countries in the region. US private investments in Africa were inconsequential from the 1960s to 1990s, but in the 2000s, significant efforts were made by the US government to encourage, promote, and support private US firms to invest in Africa, and efforts were also made by African governments to increase US private investments on the continent. This article discusses rural development under the Second Republican government of Ghana. While not directly engaging with the claims of Busia’s unrivalled rural development agenda, this article provides some perspectives as to why the assertions of unqualified success remain popular. Drawing on newspapers and published sources, it discusses the Busia government’s rural development programme and accomplishments, and finds that plans to develop rural Ghana date to several years before the Busia government. By adopting rural development as its flagship programme, Busia directed the government and citizens’ attention towards rapid rural development in the early 1970s. This qualitative study uses a phenomenological approach to understand the experiences of thirteen Ghanaian head-teachers in suburban and rural areas of the Komenda Edina Eguafo Abrem district during the COVID-19 pandemic. Our findings revealed that these leaders faced numerous challenges related to pivoting to remote learning for the first time combined with the lack of access to technology. Other challenges pertained to the absence of infrastructure and resources such as books. Despite these challenges, these Ghanaian head-teachers were able to adapt to the crisis and alter their leadership style to educate the children they served. Currently, there is a limited …

This article examines the role of archives in Cameroon’s public development policies, from post-independence five-year plans to the National Development Strategy 2020–2030 (SND2020–2030). After gaining independence, African countries sought to formulate endogenous development policies, often influenced by international cooperation models. However, archives have paradoxically remained relatively marginal in these development processes, despite being crucial for continuity and transparency in public actions, as demonstrated in the reviewed literature. The article highlights the challenges of integrating archive management systems into development strategies, despite being essential for the planning, management, and evaluation of public policies. Since 2015, there has been renewed agitation for the creation of the Republic of Biafra. This article focuses on one of the two organizations involved in that struggle: The Indigenous People of Biafra (IPOB, the second being the Movement for the Actualization of the Sovereign State of Biafra, MASSOB). This study examines the nature of Nigeria's contributory retirement pension system. It shows that the government took monthly payroll deductions from the incomes of retirees and deposited in said retirement funds. Prior to retirement, retirees would receive a severance package of a lump-sum payment of a few months to a few years' earnings. They were assured that their regularly scheduled monthly disbursement would be remitted to their designated bank accounts. But due to the cumbersome bureaucratic procedures, many pension claimants were unsuccessful in receiving their benefits before death. On 24 September 1973, the former Portuguese colony of West Africa, Guinea Bissau, under the leadership of Amilcar Cabral and the PAIGC (African Party for the Independence of Guinea and the Cape Verde Islands), declared its independence after fighting a national liberation war against their Portuguese colonialists. This was the first and the only war for independence in West Africa, with the complete defeat of a European colonial army. This study examines the lack of access to quality healthcare delivery for the broad majority of Nigerians using Primary Healthcare Centers (PHC) in Rivers State as a case study. Congo (Brazzaville) has experienced a succession of periods of civil violence that has included an outbreak of ethno-political killing in 1993-1994, two full scale civil wars in 1997 and 1998-1999, and another round of regional rebellion in 2002-2003. Since 2003, the Pool region, site of the last round of serious fighting, has often been the scene of continuing episodes of banditry and corollary government crackdowns. While there has been a long tradition in development studies on analyzing types of participation and their effectiveness, the idea that participation is not stationary, but that it can evolve with variegated experiences, is relatively unexplored. The former British Southern Cameroons opted in a UN organised plebiscite in 1961 to unify with La Republique du Cameroun to form a federation of two states that were said to be on a footing of equality. But contrary to declarations and expectations, the federation was not one of equal states. It was instead a veiled preparatory stage for the total assimilation of the Southern Cameroons into the highly centralised La Republique du Cameroun francophone unitary state.
