Supply chain management has become increasingly critical as transportation costs rise and urban delivery systems place additional pressure on already congested networks. Last-mile delivery—the movement of goods from distribution centers to end users—represents the most expensive and operationally complex segment of the logistics process, particularly in underdeveloped megacities characterized by unpredictable traffic, limited infrastructure, and sparse real-time data. This dissertation examines how political influence and ideology shape the investment and governance decisions of institutional investors. My first essay studies the effects of political interference on public pension plan asset allocation. Plans facing investment restrictions shift away from low-cost traditional assets toward higher-fee, lower-performing alternative assets. While politicians advocating these restrictions receive increased media attention, state economies do not benefit. These findings underscore how political incentives create agency problems that adversely affect investment decisions and outcomes.

Automated infrared (IR) imagery analysis is essential for persistent surveillance, defense, and security, yet it remains difficult when sensors move and when unknown objects appear. This dissertation addresses two fundamental problems: (1) detecting small moving targets amid platform-motion induced parallax and (2) distinguishing between known stationary targets and out-of-distribution (OOD) objects.   For detecting moving targets while the platform itself is in motion, auxiliary Global Positioning System and Inertial Navigation System data are combined with image analysis. Direction Cosine Matrices from calibrated inertial measurements enable sub-pixel frame alignment unattainable with purely image-based registration. Homomorphic encryption (HE) enables computation directly on encrypted data, offering strong privacy guarantees for sensitive applications. Despite its promise, the practical adoption of HE remains limited by high computational overhead and inefficient support for fundamental operations such as matrix multiplication, sparse computation, and secure retrieval.

This dissertation addresses these challenges by developing efficient and scalable methods for privacy-preserving computation under HE. This thesis examines the intersection between radio broadcasting as the "new media" of the 1920s and American political culture of the period, using New York Governor and 1928 Democratic presidential candidate Alfred E. Smith as a case study. Smith entered 1925 as a political lone wolf and left the year as a triumphant victor set to take the presidency. Building on the work of Smithian scholars, this thesis illuminates how Smith’s radio use remained central to this political transformation. This mixed-methods study examined how accountability influences educational leaders' data-driven decision-making (DDDM) practices in Central Florida. Grounded in the principal-agent and consequential accountability frameworks, the study investigated demographic predictors, implementation challenges, and the role of accountability in DDDM. Educational leaders completed online surveys measuring DDDM perceptions across five subscales and responded to open-ended questions. The responses were analyzed through multiple regression, correlation, and thematic coding.

Accountability emerged as DDDM's strongest predictor, significantly exceeding demographic and organizational variables. Five implementation challenges were identified: Data Literacy Gaps, Data Timeliness Issues, Resource Constraints, Implementation Fidelity, and Systemic Barriers. Eastern purple martins (Progne subis subis) rely entirely on human-provided nesting structures throughout their breeding range in eastern North America. To control haematophagous mites that commonly infest these nests, many landlords apply the carbamate insecticide, carbaryl. Although effective at reducing ectoparasite populations, carbaryl exposure may have unintended effects on the gut microbiome, growth, and condition of developing birds. This study examined the effects of carbaryl exposure on gut microbial communities and morphometric condition in wild nestlings. Children in the United States continue to experience rising rates of overweight and obesity. Children with learning disabilities are twice as likely to have obesity than typically developing peers, partly due to difficulties with motor skills and behavior regulation. In the 2024 U.S. Presidential election, Donald Trump slightly increased his vote total compared to 2020 while the Democratic ticket led by Kamala Harris received several million fewer votes than Joe Biden had received four years earlier. Since third-party voting remained relatively flat, most of the Democratic decrease seems to be explained by voters who previously supported Biden but abstained from voting in the presidential race in 2024, though some appear to have switched support to Trump. My first essay studies how global institutional investors adjust cross-country equity allocations in response to rising geopolitical risk. Using quarterly equity holdings of institutional investors over 1997–2023, combined with news-based global and country-specific geopolitical risk indices, I find that following increases in geopolitical risk within a country, foreign institutions actively reduce their allocations in that country and the nearby region. Elevated global geopolitical uncertainty triggers both a flight-to-home response toward domestic equities and a flight-to-safety effect toward U.S. equities. Investor responses are heterogeneous: Institutions with higher geopolitical risk sensitivity respond more aggressively, whereas larger or better-performing hedge funds often maintain …

Large language models (LLMs) increasingly face complex real-world tasks requiring complex reasoning over heterogeneous inputs, including text, numbers, and structured data. This dissertation first investigates the capability boundaries of LLMs under such scenarios. Through the MeetingBank and SportsMetrics benchmarks, we show that while LLMs exhibit linguistic fluency, they struggle with factual accuracy, information density, and quantitative cross-referencing in meeting summarization and sports analysis. Using DecipherPref, a pair-wise evaluation framework grounded in the Bradley-Terry-Luce model, we further probe LLMs' inherent preferences for information-rich and lengthy inputs, and we identify critical deficiencies in financial decision-making through DeFine, where models lack precise insight …

Substance use and misuse among women who are pregnant is a growing public health concern in the United States. Overdose deaths are now a leading cause of death among pregnant and postpartum women, and neonatal abstinence syndrome rates have increased to 23 per 1000 births. Despite research efforts aimed at mitigating harms related to drinking, rates of alcohol use and adverse outcomes related to use, remain high among YAs. A critical gap exists in our understanding of the cell-type-specific molecular pathways and how these signals are modulated by hormonal status.
