The well-sealed, highly insulated building enclosures constructed by today's home building industry coupled with efficient lighting and appliances are achieving significantly reduced heating and cooling loads. These low-load homes can present a challenge when selecting appropriate space-conditioning equipment. Conventional, fixed-capacity heating and cooling equipment is often oversized for small homes, causing increased first costs and operating costs. Even if fixed-capacity equipment can be properly specified for peak loads, it remains oversized for use during much of the year. During these part-load cooling hours, oversized equipment meets the target dry-bulb temperatures very quickly, often without sufficient opportunity for moisture control. The …

Planning is the key to successful adoption and deployment of any new technology, and it is particularly important when that advancement involves a paradigm shift such as electrified transportation. At its core, electric transportation is largely a technology deployment. The vehicles and supporting infrastructure are unique to this mode of transportation; requiring new and specific planning and policies to support their deployment. The Building America Partnership for Improved Residential Construction (BA-PIRC) worked with two affordable housing builders who pursued and achieved CH certification. Both builders needed very few changes to reach CH; however, both were already certifying homes under the ENERGY STAR® for Homes Standard v.3.1. Habitat for Humanity affiliates’ mortgage terms are 0% interest over a 30-year mortgage to qualified buyers. To improve relevance of the study to the general homebuilding community, the cost-effectiveness calculations herein are based on a code-minimum reference rather than the builders’ standard practice (ENERGY STAR), and projected first year cash flow is provided for both the …

Optimizing whole house mechanical ventilation as part of the program's systems engineered approach to constructing housing has been an important subject of the program's research. Ventilation in residential buildings is one component of an effective, comprehensive strategy for creation and maintenance of a comfortable and healthy indoor air environment. In the fall of 2009, researchers at the Florida Solar Energy Center (FSEC) began working with affordable housing entities that were conducting major renovation projects in unoccupied, foreclosed homes. The study was funded by the Florida Energy Systems Consortium and the U.S. Department of Energy's Building America program. When components and equipment were being replaced because they were worn out, researchers provided savings projections for higher-efficiency choices. Savings were also projected for improvements that were strictly for energy efficiency, such as adding ceiling insulation. In the U.S. Census Bureau's Southern region, housing starts ranged from 4.6 to 5.9 million per decade from the 1970s through the 2000s, nearly twice as many as any other region across all decades. The potential for energy savings in these homes is vast, perhaps our most available untapped resource for reducing energy needs. This study was conducted in central Florida, which forms part of the Census Bureau's Southern region. It examines efficiency retrofit opportunities, typical renovation practices, and pathways for achieving U.S. Department of Energy (DOE) goals for existing homes in that region.

The Florida Building Commission is in the initial phase of it triennial revision of the Florida Building Code. The Florida Building Code has included specific energy provisions since its inception in 2001. Those provisions are the Florida Energy Code (FEC), which was initiated in 1979. In 2008, the Florida legislature enacted HB 7135, requiring the 2010 FEC to provide 20% energy savings compared with the 2007 FEC. HB 7135 also requires that the energy provisions of the Florida Building Code use the 2009 IECC as the foundation and that the IECC shall be modified to maintain the efficiencies of the …

In 2007 and 2008, the Building America Industrialized Housing Partnership worked with five partners in region of the Gulf Coast recovering from Hurricane Katrina. The High Performance Affordable Housing Demonstration Home was conceived to give builders in the region a cost-effective model of high performance to emulate. This report summarizes the status of work with the five partners, including the proposed energy efficiency package to reach the goal of 30% whole house energy source savings calculated under the 2008 Building America Benchmarking Procedure, standard construction practices, and implementation challenges. The Florida Green Building Coalition, Inc. (FGBC), developed a standard for green land development. It is the first voluntary, non-government standard of its kind to target an entire state. Other groups have created development standards that apply to just a local Home Building Associations (HBA) or a local jurisdiction. The U.S. Green Building Council (USGBC) is beginning a Leadership in Energy & Environmental Design (LEEDTM) for neighborhoods.
