Extractive Leviathan: The Role Of The Government In The Relationships Between Oil And Gas Industries And Indigenous Communities In The Arctic Regions Of Canada, United States And Russia, Evgeniia Sidorova, Евгения Сидорова
Extractive Leviathan: The Role Of The Government In The Relationships Between Oil And Gas Industries And Indigenous Communities In The Arctic Regions Of Canada, United States And Russia, Evgeniia Sidorova, Евгения Сидорова
Arctic and Northern Studies
This comparative research analyzes the extent to which the governments of Canada, the United States and Russia affect the relationships between the petroleum extractive industries and Indigenous peoples of the Arctic in order to protect Indigenous peoples from the negative impacts of oil and gas extraction. The hypothesis of this study is that the government can protect Indigenous communities only by providing for their participation in decision-making processes about oil and gas development. The comparative analysis showed that in comparison with Canada and the United States, Russia has the worst legal protection of Indigenous peoples in petroleum-extractive regions. The recognition …
What Variables Foster The Adoption And Implementation Of Sustainable Practices By Local Governments?, John Duffy
What Variables Foster The Adoption And Implementation Of Sustainable Practices By Local Governments?, John Duffy
Natural Resources
The importance of local governments in developing sustainable communities and meeting the challenges of climate change was recognized at the 1992 United Nations Conference on Environment and Development. The principle ways that local governments may influence the pursuit of sustainability and the creation of resilient and adaptive communities is their planning responsibilities, building codes, infrastructure investments and economic development efforts. Yet most local governments are not pursuing sustainability nor embarking on efforts to build more resilient communities. This exploratory study evaluated variables that appeared useful for explaining the pursuit of sustainability and resiliency by local governments. Casting more light on …

Mining And Sustainable Communities: A Case Study Of The Red Dog Mine, Bob Loeffler
Mining And Sustainable Communities: A Case Study Of The Red Dog Mine, Bob Loeffler
ISER Articles
Politicians and planners work to attract economic development because of the desire to provide jobs and income for residents, and to find tax revenue to fund government services. Their focus is usually statewide: jobs, income, and taxes for Alaskans. This article is about the impact of one remote development project on nearby, Native communities. It is about the community effects of the Red Dog Lead and Zinc Mine in northwest Alaska. 2014 was the 25th anniversary for the mine, which began operation in 1989. This case study evaluates the mine’s effects on the communities after 25 years of operation. It …
The Role Of Property Rights In Bycatch Reduction: Evidence From The British Columbia Groundfish Fishery, Tonya Edinger
The Role Of Property Rights In Bycatch Reduction: Evidence From The British Columbia Groundfish Fishery, Tonya Edinger
Economics
The following analysis seeks to contribute to the literature by examining the effectiveness of the individual vessel bycatch quota (IVBQ) system as an incentive structure for the mitigation of halibut bycatch in the British Columbia Groundfish fishery. Through the use of an OLS regression technique, this empirical analysis intends to quantify the importance and overall effectiveness of the vessel bycatch quota incentive system in respect to mitigating bycatch. The research utilizes time series fisheries data from 1962-2012, as provided by The International Pacific Halibut Commission and Fisheries and Oceans Canada. The research indicates that the IVBQ system has proven to …

Understanding Institutional And Social Factors Relating To The Provisioning Of Water And Sanitation Services In Rural Alaska: Perspectives On Community Self-Reliance From Nine Native Villages Of Interior Alaska, Mercedes FáTima Ochante CáCeres
Arctic and Northern Studies
The global community acknowledges the essential nature of potable water and proper sanitation to the realization of human rights. Since 1959 federal, state and tribal efforts have focused on the goal of equitably providing these services to Alaska Native villages. However, demographic and geographical realities along with limited resources pose formidable challenges to achieving this lofty goal. This thesis explores the challenges to providing safe drinking water in remote Interior Alaska villages and their impact on self-reliance from the perspectives of knowledgeable village residents. Findings from a grounded theory analysis reveal that despite competence and concerted efforts to meet community …
Youth Creating Sustainable Communities In Rural Alaska, Irmelin Gram-Hanssen
Youth Creating Sustainable Communities In Rural Alaska, Irmelin Gram-Hanssen
Arctic and Northern Studies
In this thesis I discuss the ability of the people of Igiugig to define their strengths and vulnerabilities as a village, and their ability to create innovative solutions in their conscious efforts to become a more sustainable village now and in the future. I argue that this process provides the village of Igiugig with a high degree of self-determination and increases its ability to move into the future on its own terms rather than terms defined solely by world politics and economics. A key component of Igiugig's process of becoming more sustainable is the accommodation and empowerment of its youth. …
Public Use Of Local Foods In The Tanana Valley: Understandings Of Producers And Low-Income Community Members, Rachel Aleksandra Garcia
Public Use Of Local Foods In The Tanana Valley: Understandings Of Producers And Low-Income Community Members, Rachel Aleksandra Garcia
Natural Resources
This thesis explores factors that affect local food use in the Tanana Valley region of Alaska. Alaskan public discourses increasingly link local food production to a more sustainable and secure state and community food supply. However, current local food system development in the United States is marked by signs of socially unequal distribution of the benefits of local food. In Spring 2011, semi - structured interviews and focus groups were conducted with agricultural producers and community members affiliated with the Special Supplemental Nutrition Program for Women, Infants and Children (WIC), and the Farmers' Market Nutrition Program (FMNP). Results show that …
Conditions For Effective Use Of Community Sustainability Indicators And Adaptive Learning, James E. Powell
Conditions For Effective Use Of Community Sustainability Indicators And Adaptive Learning, James E. Powell
Natural Resources
As the number of community sustainability indicator programs (SIPs) increases in many regions of the world, including in the United States, questions continue to arise regarding how decision makers can use sustainability indicators (SIs) to contribute in a meaningful way to their efforts to build resilient and sustainable communities. Through an analysis of the sustainability activities in sample cities from across the U.S. and a case study of one city that adopted SIs but has yet to implement them, this study seeks to uncover the conditions for effective SI implementation and use. The study began with a review of the …

Final Report: Anchorage Disproportionate Minority Contact Study, André B. Rosay, Ronald S. Everett, William Hurr
Reports
This project examined disproportionate minority contact in Anchorage, Alaska. It was designed to provide a more nuanced understanding of disproportionate minority contact at the referral stage (when law enforcement officers refer youth to the Alaska Division of Juvenile Justice). To do so, we relied on community involvement and utilized different statistical techniques to examine the geography and development of disproportionate minority contact. Researchers partnered with practitioners from the Anchorage Disproportionate Minority Contact Initiative to structure the research process and to interpret and disseminate results. Geographic analyses were conducted to examine where the highest levels of disproportionate minority contact were occurring …

Cultivating Sustainability Through Participatory Action Research: Place -Based Education And Community Food Systems In Interior Alaska, Laura R. Henry-Stone
Cultivating Sustainability Through Participatory Action Research: Place -Based Education And Community Food Systems In Interior Alaska, Laura R. Henry-Stone
Indigenous Studies
As the environmental movement grows into a broader sustainability revolution, we must move beyond the traditional scope of environmental education to address social-ecological challenges through integrated education for sustainability. This research explores how place-based education can promote sustainability of a community food system in which feedbacks between production and consumption are integrated within a biocultural region. Through participatory action research, the project develops and demonstrates pedagogical components of sustainability that are applicable to formal and non-formal educational contexts. In this pedagogy, the purpose of sustainability education is to foster a community culture that will promote the emergence of sustainability in …

Community Development Quota Program: Community Sustainability And The Bering Sea, Lauren A. Krueger
Community Development Quota Program: Community Sustainability And The Bering Sea, Lauren A. Krueger
Arctic and Northern Studies
Sustainability and resilience are worthwhile goals for western Alaskan communities. From shifting global markets to climate change, these communities face numerous novel threats to their survival that increased resilience can mitigate. This thesis examines how an innovative community management scheme, the Community Development Quota (CDQ) Program, can contribute resilience to its communities, how those resilience-lending aspects can be better utilized, and what obstacles prevent sustainability in western Alaska. Qualitative, semi-structured interviews with ten community residents from four of the six CDQ groups were conducted and CDQ relevant documents and reports were evaluated to measure eight indicators of sustainability and resilience: …

Sustainable Development And Sustainable Income From Alaska's Resources, Matthew Berman
Sustainable Development And Sustainable Income From Alaska's Resources, Matthew Berman
ISER Reports
I consider the definition and measurement of sustainable development for a resource rich region such as Alaska, reviewing the evolution of so-called green accounting and discussing appropriate applications to small open regional economies. I then investigate how much of the rapid economic growth Alaska experienced in the three decades following passage of the Alaska Native Claims Settlement Act (ANCSA) constituted sustainable development. Estimates of sustainable income suggest that even after adjusting for depletion of nonrenewable resources, the state’s economy was nearly three times larger at the end of the 1990s than it had been in 1971. Although oil assets declined, …

Vols 11-20 (1994-2004)
The Winter 2002 issue of the Alaska Justice Forum focuses on mental health and the justice system, with two articles about Anchorage Mental Health Court, one of the first four mental health courts in the U.S.; a description of several therapeutic court projects being implemented by the Alaska Court System; and a discussion of the mentally ill in correctional institutions in Alaska and nationwide where, in 2000, one in every eight state prisoners was receiving some mental health therapy or counseling services. An additional article presents figures from the Bureau of Justice Statistics on justice system expenditures in Alaska and …
Alaska Sustainable Gross State Product, Eric Larson
Alaska Sustainable Gross State Product, Eric Larson
ISER Reports
Over the past ten years, the idea of "sustainable development" has been promoted as a way to reconcile economic development and environmental protection. With this popularity has come many different -- and often conflicting -- definitions and interpretations of "sustainability." To help clarify the meaning of "sustainable development," this paper offers a very basic definition of sustainability. This particular definition is measurable and allows us monitor whether or not we are achieving sustainability. This paper presents the assumptions underlying the basic definition of sustainability and then describe the methods for measuring it using an indicator called "sustainable gross state product." …
Methods And Approaches For Sustainable Development In Alaska, Eric Larson
Methods And Approaches For Sustainable Development In Alaska, Eric Larson
ISER Reports
Over the past ten years, sustainable development has been popularized by programs such as the President’s Council on Sustainable Development, the United Nation’s Agenda 21, and other sustainable development programs and initiatives in many countries, U.S. states and regions, and hundreds of American communities. These programs and initiatives have interpreted sustainability differently and tried different approaches and methods with varying success. We reviewed a selection of these programs to learn what methods and approaches have proven useful. In this report we summarize what we learned from our review and offer suggestions about how sustainable development could emerge in Alaska. In …
