Governing Schools In Culturally Different Communities: Effects Of Decentralization In Rural Alaska, Oliver Scott Goldsmith, G. Williamson Mcdiarmid
Governing Schools In Culturally Different Communities: Effects Of Decentralization In Rural Alaska, Oliver Scott Goldsmith, G. Williamson Mcdiarmid
ISER Reports
Decentralized in 1976, rural Alaska's schools today experience varying levels of lay control. What factors condition lay participation in and influence on school governance? This study examines two factors: the type of governance issue; and the type of community. The hypotheses tested are: professional dominance is greatest on issues considered to be internal to the expertise of professionals; and lay influence will be greatest in small, remote and ethnically homogenous communities. Data used to test these hypotheses are taken from a 1981 survey of rural principals (N = 304) and a 1982 survey of rural teachers (N = 304). Informants …

Curriculum Relationships Within The University Of Alaska, Anchorage: A Report On The School Of Justice, John E. Havelock
Reports
This report, commissioned by the Office of Vice Chancellor for Academic Affairs, is a preliminary inquiry into the relationship that the curriculum of the School of Justice bears to the curriculum of the College of Arts and Sciences and the other schools of UAA. In particular, the inquiry was initiated to identify "service course" needs of the College of Arts and Sciences and other Schools of the University, that might be met by the Justice faculty and the extent to which other units of the University meet the "service" needs of the School of Justice.

Community & Competence: Study Of Indigenous Primary Prevention Organization In An Alaska Village, G. Williamson Mcdiarmid
ISER Reports
This study examines the origins, structure, and function of a youth organization in a remote Alaskan village in Western Alaska. The contribution of this study is to provide a detailed description of one of the few indigenously created organizations in American Indian and Alaska Native communities that functions as a primary prevention program. The author found that the activities of Chevak Village Youth Association (CVYA) serve a number of functions including educational, social recreational, community service, and economic. In the course of planning, organizing, and putting on events, village youth assume significant responsibility. These responsibilities contribute to their skill in …

Alaskan Bush Justice: Legal Centralism Confronts Social Science Research And Village Alaska [1982 Revision], Stephen Conn
Alaskan Bush Justice: Legal Centralism Confronts Social Science Research And Village Alaska [1982 Revision], Stephen Conn
Conference papers
This paper traces the history of the bush justice system in rural Alaska, describes the relationship between traditional Alaska Native dispute resolution mechanisms and the state criminal justice system, and analyzes bush justice research between 1970 and 1981 and its effects on state agency policies and changes in the rural justice system. Innovations by researchers were well-received by villagers and field-level professionals, but not by agency policymakers. Hence, most reforms made in the 1970s had vanished by the early 1980s. The author concludes that further reforms will be ineffective unless Alaska Natives are drawn into the decisionmaking process as co-equal …

The Bar Hours Change In Anchorage: A Preliminary Study, Knowlton W. Johnson, Stephen Conn
The Bar Hours Change In Anchorage: A Preliminary Study, Knowlton W. Johnson, Stephen Conn
Reports
This study, conducted in collaboration with the Salvation Army, Inc., analyzes the impact of a reduction of bar hours in Anchorage, Alaska in October 1981. Prior to the bar hours change, Anchorage bars were closed for only three hours each day. Following the change, bars were closed for eight hours on weekdays and six hours on weekends. Phase I of the study analyzed trends in alcohol distribution and alcohol-related incidents from July 1980 to March 1982. Phase II focused on activities on Fourth Avenue in downtown Anchorage, an area widely perceived as a locus of alcohol-related social disorder. Researchers observed …
