Despite increasingly more sophisticated naval weaponry and the greater use of automation in military systems, we remain heavily dependent upon competent human assets to facilitate combat operations. History has repeatedly demonstrated, however, that the human costs of naval warfare can be substantial! The saving of lives in close support of combat can thus contribute significantly to a navy's effectiveness.

I am a Surface Warfare Officer primarily, but also a political military subspecialist. The latter indicates that when l am not at sea, l am normally assigned to billets requiring some skill and experience in strategic planning, pol-mil affairs, or international relations. Most of my naval career has been spent in thinking about and training for a war at sea against the Soviet Navy. Shipboard exercises during department head, executive officer, commanding officer, and squadron commander tours were designed and carried out to ensure that the combatants to which I was assigned were prepared to defeat Soviet nuclear submarines, supersonic …

Changes in both technology and the world political situation have increased the importance of salvage as a consideration at the operational level of maritime warfare. Its importance was easy to underemphasize when planning for the fast-moving, global, open-ocean conflict that was envisioned until the demise of the Soviet Union.

The Chief of Air Force history, Dr. Richard P. Hallion, has written a book about Operation Desert Shield-Desert Storm that embodies the thesis that "simply (if boldly) stated, air power won the Gulf War." He argues that advances in technology have enabled air power to fulfill the promise of a former generation of visionaries; that air power can win wars by itself. Dr. Hallion conducts an analysis of the Gulf War to marshall evidence for his view.
