From January 1991 through March 1995, the United States conducted numerous incursions into Somalia, undertaking a variety of missions and objectives. All of the actions had humanitarian elements, yet the operations that made up this mosaic of American involvement ranged from benign to aggressive, from purely humanitarian to clearly combative. In October 2008, a month after Prime Minister Shinzo Abe of Japan stepped down and the more hawkish Taro Aso took office, a Chinese flotilla of four People's Liberation Army Navy (PLAN) ships transited from west to east through Japan's narrow Tsugaru Strait en route to the Pacific Ocean. The Spanish-American War, the Philippine Insurrection, and the Boxer Rebellion occurred over a hundred years ago. Scholars have produced a spate of books treating the Spanish-American War, the Philippine Insurrection, and the Boxer Rebellion. Personal accounts of service in the Spanish-American War have been published as well, yet fewer for the latter two conflicts. The unpublished diaries of Joseph K. Taussig, who participated in all of these conflicts, are therefore a uniquely valuable personal account of his wartime experiences.

In September 2005, fifty-five chiefs of navies and coast guards, along with twenty-seven war college presidents from around the world gathered in Newport for the Seventeenth International Seapower Symposium. We shared perspectives on a broad range of issues important to the global maritime community and individual countries through the mechanism of regionally oriented seminars (eight of them). The two days produced comprehensive lists of key concerns from each region, the similarity of which was remarkable.

China's dynamic shipbuilding sector now has the attention of key decision makers in Washington. During testimony before the Armed Services Committee of the House of Representatives on 13 December 2007, Chief of Naval Operations (CNO) Admiral Gary Roughead observed, "The fact that our shipbuilding capacity and industry is not as competitive as other builders around the world is cause for concern."
