The United States Naval War College (NWC) in Newport, Rhode Island hosted the Fleet Arctic Operations Game (FAOG) on 13-16 September 2011. The FAOG was developed and executed under the sponsorship of Commander, Second Fleet (C2F) initially and then Commander, U.S. Fleet Forces (USFF) following the integration of the two staffs. The purpose of the FAOG was to identify gaps that limit sustained maritime operations in the Arctic and recommend DOTMLPFP actions in order to inform United States Navy leadership. This study is about innovations in carrier aviation and the spread of those innovations from one navy to the navy of a close ally. The innovations are the angled flight deck; the steam catapult; and the mirror and lighted landing aid that enabled pilots to land jet aircraft on a carrier’s short and narrow flight deck.

The Chinese are increasingly interested in the effects of global climate change and the melting of the Arctic ice cap, especially as they pertain to emergent sea routes, natural resources, and geopolitical advantage. China seems to see the overall effect of Arctic climate change as more of a beckoning economic opportunity than a looming environmental crisis. Even though it is not an Arctic country, China wants to be among the first states to exploit the region’s natural resource wealth and to ply ships through its sea routes, especially the Northwest Passage.

The Human Terrain System is an innovative military intelligence support program used by the US Army that employs civilian social scientists with backgrounds in linguistics, anthropology, sociology, and regional studies to provide military commanders with clearer insights into the local population and culture in the regions in which they are deployed.

During the period 8-9 December 2010, the United States Naval War College (NWC) in Newport, Rhode Island hosted the Global Shipping Game (GSG). The GSG was developed and executed at the direction of the Chief of Naval Operations (CNO). The purpose of the GSG was to explore strategic-level implications as a result of future changes in global shipping patterns. The CNO directed the NWC to develop a game that would explore changes in economic and trade patterns within the context of two future scenarios: expansion of the Panama Canal in 2020 and increased access of commercial shipping through the Arctic …
