The twenty-sixth of December 2012 marked an important date in Chinese military history—the fourth anniversary of China's furthest and most extensive naval operations to date, the ongoing antipiracy deployments in the Gulf of Aden. In the first-ever simultaneous three-fleet public display, China's North Sea Fleet, East Sea Fleet, and South Sea Fleet all held "open day activities." The guided-missile destroyers Qingdao, Guangzhou, and Shenzhen and guided-missile frigate Zhoushan, together with their associated helicopters and personnel, were visited by more than eight thousand people "from all sectors of the society" at the port cities after which they are …

Game Reports
The 2013 Global War Game was conducted in September and brought together 72 players, 39 observers, and 19 flag officers and general officers from the joint and international community to ex- amine and refine candidate C2 systems (consisting of both organizational structure and functional process). Three candidate C2 systems were examined, consisting of a traditional model using functional component commanders, and two novel approaches developed during the C2 Options Work- shop: one based on a “Domain Commander” and another based on a “Cross-Domain Commander.”

Sovereign Wealth Funds As Tools Of National Strategy: Singapore’S Approach, Devadas Krishmadas
CIWAG Case Studies
Across the globe - from the port of New Jersey to the copper mines in trans-Sahel Africa - governments are wrestling with the issue of foreign financial influence and national security. This becomes even more acute in states that are trying to transition from conflict to stability: When should states allow or encourage other countries to invest in them, and what industries should they allow foreign companies to own or build? Should states allow foreign investment funds to build infrastructure, extract rare minerals, and operate ports? How does this support or undermine the legitimacy and authority of the state? Successful …
Commerce Raiding, Bruce A. Elleman, S.C.M. Paine
Commerce Raiding, Bruce A. Elleman, S.C.M. Paine
Newport Papers
The sixteen case studies in this book reflect the extraordinary diversity of experience of navies attempting to carry out, and also to eliminate, commerce raiding. Because the cases emphasize conflicts in which commerce raiding had major repercussions, they shed light on when, how, and in what manner it is most likely to be effective. The authors have been asked to examine the international context, the belligerents, the distribution of costs and benefits, the logistical requirements, enemy countermeasures, and the operational and strategic effectiveness of these campaigns.

Water Wars: The Brahmaputra River And Sino-Indian Relations, Mark Christopher
CIWAG Case Studies
(MIWS/07 - Maritime Irregular Warfare Studies, book 7)
Although we most often think of water conflicts in terms of access to drinking water, the reality is that most water is needed for industrial and agricultural purposes; when rivers run dry, crops fail and communities face famine and starvation even in some of the world's dampest places. Moreover, in some countries, internal conflicts exacerbate the issue of who has access to water and, in others, state-to-state friction over dams and irrigation water has spilt over into armed clashes. The issue of access to and control of water becomes even more acute …

Air-Sea Battle: Service Collaboration To Address Anti-Access & Area Denial Challenges, The U.S. Naval War College
Current Strategy Forums
From its inception, the U.S. military has continuously adapted itself to meet evolving threats. At its core, the Air-Sea Battle Concept is about reducing risk and maintaining U.S. freedom of action and reflects the Services’ most recent efforts to improve U.S. capabilities. Similar to previous efforts, the Concept seeks to better integrate the Services in new and creative ways. It is a natural and deliberate evolution of U.S. power projection and a key support component of U.S. national security strategy for the 21st century.

Revolutionary Risks: Cyber Technology And Threats In The 2011 Libyan Revolution, John Scott-Railton
CIWAG Case Studies
(IWS/03 - Irregular Warfare Studies, book 3)
The 2011 Libyan revolution was marked by the intensive use of cyber technology. Using decentralized ways of connecting, such as two-way satellite Internet, the Libyan opposition almost completely bypassed the government's sophisticated Internet monitoring equipment and effectively ended the ability of the Gaddafi regime to control Internet access. Still, electronic actors working on behalf of the regime attacked opposition computers by exploiting key human vulnerabilities.

Influence Without Boots On The Ground, Larissa Forster
Influence Without Boots On The Ground, Larissa Forster
Newport Papers
Military intervention always has been and always will be an important part of foreign policy, a tool to further national interests and influence world events. Many scholars have tried to explain the intervention behavior of states in crises, conflicts, and wars. When and why do states intervene, and what are reasons for nonintervention? What conflicts and crises are more likely to call for intervention, and why? When is intervention successful? The explanations are manifold and include political, military, economic, social, environmental, domestic, and humanitarian factors. The theoretical literature covers a gamut of realist intentions, ranging from security, power, and national …
