Although the United States must think and deploy strategically in every hemisphere, it is here in its own that it confronts some of the greatest challenges to American peace and prosperity. Richly provided with energy, farmlands, potable water, and other natural resources, Latin Americans have nevertheless stumbled from one failed regime to another, often looking to fulfill the words of the real author of the Monroe Doctrine, John Quincy Ad- ams, who saw in 1823 a continent “stamped with arbitrary power and civil dissension,” far more likely to become “a domicile of despotism” than “a house of freedom.”

This article reviews the development of U.S. policy on controlling the prolif- eration of small arms before, during, and after the 2001 United Nations Con- ference on the Illicit Trafficking of Small Arms and Light Weapons in All Its Aspects. It chronicles the policy’s evolution from the formulations of the William J. Clinton administration to those of its successor. Two major trends in recent years have altered the context of discussions of security issues in the Western Hemisphere and made new assessments imperative. The first trend is the erosion of the euphoria of the early 1990s, when the apparent success of elections in most countries of the Americas seemed to herald a new democratic era, and market-oriented economic reforms promised greater prosperity throughout the region.
