Senator George Mitchell's leadership in Northern Ireland has earned him worldwide praise. Yet such praise is not surprising to citizens of Maine who have lauded the Senator for many years throughout his remarkable tenure in the United States Senate. In 1980, Senator Mitchell was appointed to the United States Senate to complete the unexpired term of Senator Edmund S. Muskie who had resigned to become Secretary of State. Reforming Maine's Education Funding Process, Patrick M. Dow, Ralph Townsend
Maine Policy Review
In recent years funding for Maine K-12 education has been a source of almost constant dissension. As authors Patrick Dow and Ralph Townsend note, much of this dissension began in the early 1990s with the legislature's decision to reduce funding for local education. Shrinking community budgets for local education have led to political battles over who gets what and have led to changes in the school funding formula established in the 1970s. The authors argue that these changes have eroded the principles of equity on which the 1970s formula was built. They trace the history of education funding in Maine, …

Glued-laminated timber (glulam) is an engineered wood product made by adhering dimension lumber together to form a larger structural member. By combining fiber reinforced polymer (FRP) technology with glulam, it is possible to dramatically increase glulam strength and stiffness, to negate the need for high quality tension laminations, to reduce beam size, to decrease strength variability, to increase ductility, and possibly to reduce glulam cost. A "wetpregn process was used to form the FRP, by impregnating E-glass fabric with a phenolic resin. Following impregnation, the wetpreg FRP was applied to glulam made from eastern hemlock timber. Since the earliest times, individuals and groups of individuals have been interested in communicating sensitive information in a manner which would guarantee that such information could not be arbitrarily received. Further, such information was to be received by select recipients and this required that a means of secure information transmission be found and employed. To these ends, methods of information encryption have ever since been sought and employed. The entire study and practice of this activity, cryptology, the science of message encryption and decryption, provides a framework for this thesis. In particular, the development of cryptology has been influenced by …
