The Familial Union Between Caregivers And The Juvenile Justice System, Joshua T. Baldwin, Wesley Church, Tracy Wharton

This research describes an initial exploration of the phenomenon of caregivers’ learning of their child’s detention, an area of exploration that has little previous attention in the literature. This initial exploration was rooted in a desire to gain an understanding of the caregiver’s experience with both their family member (adjudicated juvenile) and the criminal justice system. A qualitative, phenomenological approach was used in this study to gain rich understanding into the lived experiences shared by twelve caregivers of youth being adjudicated in the juvenile justice system. Guardians Of Generations: African American Grandparent Caregivers For Children Of Hiv/Aids Infected Parents, Sandra Edmonds Crewe

Grandparents, particularly, grandmothers in the African American community have historically provided needed care for their grandchildren (Crewe, 2003). Before there was a child welfare system that addressed the needs of African American children, there were grandmothers who served as the safety net for their biological, informally adopted grandchildren, and other minor relatives. They cared for grandchildren and others whose birth parents were unable or unwilling to care for them. For families of color, HIV/AIDS is an emerging issue that is contributing to the growing numbers of grandparent-headed households. The Impact Of Title Iv-E Training On Case Outcomes For Children Serviced By Cps, Patrick Leung, Nicole Willis

Journal of Family Strengths

This study was designed to determine if the professional social work education provided by Title IV-E stipends leads to better case outcomes for children serviced by a southern state in the U.S. Desired case outcomes included lower levels of recurrence of child maltreatment, lower levels of foster care re-entries, greater stability of foster care placements, more reunifications with families within 12 months of placement in foster care, and more adoptions within 24 months of being placed in foster care. Data were obtained from the state’s case outcome records. The findings from the study indicate that Title IV-E stipend workers had …

Practitioners' Views Of Family Strengths: A Delphi Study, Kathleen Romero, Jessica Crowder, Kenneth Wedel

Journal of Family Strengths

Reported is a research study to assess the opinions of family practitioners on the status of families in Oklahoma. Researchers employed the Delphi method to achieve consensus among key informants in the family practice field about the strengths and weaknesses of Oklahoma families, threats facing families in the state, and means to strengthening family life in Oklahoma. The study yielded qualitative data from the key informants, which the researchers then condensed into response categories to feed back to informants to rate. Family practitioners identified resilience, spirituality, and access to support systems as the greatest strengths, and listed substance abuse, poverty, …

Grandparents In Kinship Care: Help Or Hindrance To Family Preservation, Patricia A. Wilkerson, Gloria J. Davis

The phenomenon of grandparents and other relatives raising children is a tradition rooted in the African American culture. However, a substantial increase in the number of relatives raising children has drawn attention to the child welfare system. Many of the biological parents are incarcerated for drugs or suffering from other social ills. Kinship care is an important component of family preservation and prevents court intervention based on child protection concerns and avoids formal placement of children in the child welfare system (Wilkerson, 1999). While most professionals do not dispute the fact that evaluation is necessary to determine whether agencies and practitioners are truly providing services that meet clients’ needs, information regarding consistent measures on service effectiveness in human service organizations is sparse. A national survey of 250 not-for-profit family service organizations in the United States (52.8% return rate) yielded results relevant to client identified needs and agency effectiveness measures in serving today’s families. On an open-ended survey item, 52.3% agencies indicated that poverty represented the most pressing problem among today’s families because other psychological needs also take priority. Rifn-Gamma-Mediated Growth Suppression Of Platinum-Sensitive And -Resistant Ovarian Tumor Cell Lines Not Dependent Upon Arginase Inhibition, Bohuslav Melichar, Wei Hu, Rebecca Patenia, Karolina Melicharová, Stacie T Gallardo, Ralph Freedman

BACKGROUND: Arginine metabolism in tumor cell lines can be influenced by various cytokines, including recombinant human interferon-gamma (rIFN-gamma), a cytokine that shows promising clinical activity in epithelial ovarian cancer (EOC). METHODS: We examined EOC cell lines for the expression of arginase in an enzymatic assay and for transcripts of arginase I and II, inducible nitric oxide synthase (iNOS), and indoleamine 2,3-dioxygenase (IDO) by reverse transcription-polymerase chain reaction. The effects of rIFN-gamma on arginase activity and on tumor cell growth inhibition were determined by measuring [3H]thymidine uptake. RESULTS: Elevated arginase activity was detected in 5 of 8 tumor cell lines, and …

Intersystem Collaboration: A Statewide Initiative To Support Families, Elizabeth M. Tracy, David E. Beigel, Ann C. Rebeck, Jeffrey A. Johnsen

Journal of Family Strengths

The study described in this paper utilized a qualitative case study method to assess the processes involved in inter-system collaboration in the context of one state's system change initiative. The collaborative experience is described from the perspective of participating service system professionals and family members. The major themes of collaboration that emerged from the study included changes in communication across systems, changes in inter-system relationships, changes in attitudes, changes in interactions with families, and changes in the ways services are delivered. Lessons learned and practice implications of each theme are discussed.

During the last two decades, the extended family has been rediscovered as a viable and meaningful resource for nurturing and protecting children. The purpose of this article is to provide an historical context for involving the extended family in child welfare cases and to identify key factors influencing that involvement.
